PFIP des this by funding financial service prviders that are innvating with digital finance, cnducting market research, and prviding technical assistance t plicymakers. The primary cuntries f fcus fr the PFIP are Fiji, Papua New Guinea (PNG), Sama, Slmn Islands (SOI), Tnga and Vanuatu. The PFIP is administered by UNCDF and UNDP and funded by the Australian Gvernment s Department f Freign Affairs and Trade, the Eurpean Unin, and the New Zealand Gvernment s Ministry f Freign Affairs and Trade. UNCDF/PFIP is lking fr a seasned expert t supprt ur effrts t spur innvatins in digital slutins fr financial inclusin, primarily in the Pacific, but this may include any ther cuntries where UNCDF is active, such as in Asia r Africa. The expert is expected t supprt in-cuntry teams in identifying relevant pprtunities and prviding technical supprt in designing and delivering prjects that prmte digital finance innvatins in ur prgramme cuntries. DUTIES AND RESPONSIBILITIES Scpe f Wrk The cnsultant will be cntracted fr the fllwing prjects and activities: Scaling the Ave Pa anga Pau Digital Remittance Slutin with Tnga Develpment Bank Wrk with TDB in infrming the design and delivery f innvative digital remittances slutins Oversee and supprt the implementatin f the agreed wrkplan, resurces, deliverables, and cmmunicatin Prvide technical supprt n: User experience ptimizatin fr driving adptin and usage Marketing and custmer engagement 1

2 Develping custmer value prpsitin, including assciated use cases Grwth and scaling Change management and capacity building Business case and impact analysis Design and Implementatin f the Asia-Pacific FinTech Innvatin Challenge Supprt the design f the Asia-Pacific Fintech challenge, including any funding prpsals fr UNCDF/PFIP s partners, dnrs, and internal stakehlders Crdinate the effrts related t cmmunicatin and delivery f the challenge frm beginning till the end Manage and crdinate implementatin f the three phases f the innvatin challenge (Define and kick-ff, Btcamp, Acceleratr), ensuring adequate supprt t fintech innvatrs and implementing partners Cmmunicate and reprt the prgress t UNCDF/PFIP and its designated stakehlders n a regular basis Dcument the prcess and supprt capturing the lessns learned and the creatin f KM prducts thrugh wrking with UNCDF/PFIP KM and cmmunicatin teams Expected Outputs and Deliverables The cnsultant will submit a Prject Prgress Reprt mnthly. The payment will be subject t a written satisfactry acceptance reprt prvided by PFIP Prgramme Manager. PFIP will make the payment(s) against the actual number f days and wrk dne. The Cnsultant is required t submit quarterly wrkplan highlighting the key activities and utputs. This needs t be agreed with the PFIP Manager. The prgress reprt will be assessed against the agreed wrkplan. PFIP will prvide feedback n the wrk f the cnsultant t ensure the quality f deliverables are in line with the expectatins f its partner(s). The cnsultants are required t submit the supprting dcuments and evidence f the wrk cmpleted alng with the Prgress Reprt. The payments are subject t the submissin f the prject reprts and dcuments, after incrprating the feedback frm the partner, and the subsequent apprval f the Prject Prgress Reprts. Institutinal Arrangement The Cnsultant will be respnsible fr finalizing key strategic decisins and assciated wrkplans with PFIP and its Partners, executing the agreed tasks, and supervising the implementatin. Decisin making and reprting shall be rganized t prvide PFIP and its Partners with versight f key strategic decisins and visibility n the wrk prgress. The Cnsultant will perfrm this rle thrugh a cmbinatin f ff-site mnitring and technical supprt, n-site wrk at prject lcatin(s), and if necessary with the apprval f PFIP Manager r designate travel t any ther lcatin, n a need basis Any ther wrk-related expenses, including dmestic travel and hiring f wrkshp venues, will be arranged by PFIP. Any unfreseeable expenses that are necessary t perfrm the assigned tasks but nt mentined here will be reimbursed subject t prir written apprval frm PFIP Manager r nminated persn. The Cnsultant will reprt t the PFIP Manager r his nminated assignee. The cnsultant may als be required t reprt t a designated fcal pint within the PFIP partner rganizatin. 2

3 The Cnsultant will prvide feedback t PFIP by engaging via bi-weekly calls (r mre frequently if necessary) with the PFIP Prgramme manager, and the submissin f required prject wrk plans and prgress reprts. Individuals applying, if successful, have the ptin t sign an Individual Cntract in their persnal capacity r a Reimbursable Lan Agreement (RLA) which shall be signed by the individuals emplyer r cmpany/firm. Successful individuals will be required t prvide cnfirmatin r prf f medical insurance during the duratin f the cntract prir t signing the cntract. Duratin f the Wrk PFIP will cntract the DFS Design and Innvatin Cnsultant n a Lng Term Arrangement (LTA). It is envisined that the engagement will be fr apprximately 200 days ver the perid frm January 2019 t January The call-ff fr the LTA will be via issuance f new TOR fr each assignment r based n mnthly prgress activities as per wrkplan. 4 Tnga 15% % 200 COMPETENCIES Strng interpersnal and cmmunicatin skills fr varied cultural cntexts. Ability t wrk independently with minimal supervisin. Displays gender, religin, race, natinality and age sensitivity and adaptability. Cmputer literacy (e.g. Micrsft Wrd, Excel, PwerPint) is a prerequisite. Additinal skills and knwledge f prttyping tls and technlgy will be useful. REQUIRED SKILLS AND EXPERIENCE Educatinal Qualificatins: Minimum bachelr degree in ecnmics, sciences, management and/r related discipline. Experience: At least eight years f relevant prfessinal experience, including experience in digital financial services At least three prir engagements f leading design and innvatin effrts related t mass market digital finance. Demnstrated experience in innvative prduct and service design fr digital slutins in lwfidelity and lw-resurce envirnments. Experience wrking with banks, MNOs, and technlgy cmpanies in Pacific markets is required. Knwledge f innvatins in the DFS space, particularly f fintech and remittances is desired. Language requirements Strng verbal and written skills in English. Prir knwledge f UN/UNDP/UNCDF systems is a plus Price Prpsal and Schedule f Payments Cnsultant must send a financial prpsal based n Daily Fee. Cnsultant shall qute an all-inclusive Daily Fee fr the cntract perid. The term all-inclusive implies that all csts (prfessinal fees, insurance, cmmunicatins, cnsumables, etc.) that culd be incurred by the IC in cmpleting the assignment are already factred int the daily fee submitted in the prpsal. If applicable, travel r daily allwance cst (if any wrk is t be dne utside the IC s duty statin) shuld be identified separately. Payments shall be dne n a mnthly basis based n actual days wrked, upn verificatin f cmpletin f deliverables and apprval by the IC s supervisr f a Time Sheet indicating the days wrked in the perid. Apprved travel during the curse f the assignment will be reimbursed by PFIP fr the mst direct and ecnmical rute. In-cuntry living expenses will be cvered by prevailing UNDP DSA rates. In general, UNDP shall nt accept travel csts exceeding thse f an ecnmy class ticket. Shuld the IC wish t travel n a higher class he/she shuld d s using their wn resurces 4

5 In the event f unfreseeable travel nt anticipated in this TOR, payment f travel csts including tickets, ldging and terminal expenses shuld be agreed upn, between the respective business unit and the Individual Cnsultant, prir t travel and will be reimbursed. Evaluatin Methd and Criteria Individual cnsultants will be evaluated based n the fllwing methdlgy: Cumulative analysis The award f the cntract shall be made t the individual cnsultant whse ffer has been evaluated and determined as a) respnsive/cmpliant/acceptable; and b) having received the highest scre ut f set f weighted technical criteria (70%). and financial criteria (30%). Financial scre shall be cmputed as a rati f the prpsal being evaluated and the lwest priced prpsal received by UNDP fr the assignment.
