3 Overview The Bstn Public Health Cmmissin (BPHC) is the lcal public health department fr the city f Bstn. The City s Health and Human Services Cabinet (HHS) prvides scial, recreatinal, health and supprt services t city residents. In the first weeks f Mayr Martin J. Walsh s administratin, he partnered with the Blue Crss Blue Shield f Massachusetts Fundatin (BCBSMAF) t begin a year-lng strategic analysis f Bstn s existing addictin recvery supprts and service gaps. This prcess led t the creatin f the Mayr s Office f Recvery Services (ORS) in BPHC and HHS prvide services related t addictin and substance use recvery, including the Bureau f Recvery Services (BRS), and the Mayr s Office f Recvery Services (ORS). Tgether, BRS and ORS, wrk t address substance use at every pint f the cntinuum f care, frm preventin t harm reductin t treatment t recvery supprts. This has cnsisted f strengthening existing resurces within the City, creating new pathways t services, and cnvening partners t maximize impact. The Health and Human Services cabinet is seeking a strategic plan t align persnnel, resurces, plicies, and practices fr a united visin fr the future f the City f Bstn s recvery services. Supprt services are currently dispersed between different City departments and bureaus. A rad-map fr the City s recvery services will prvide guidance n hw t better rganize these services, leading t imprved care fr thse in ur City wh struggle with substance use. Scpe f Service The Health and Human Services Cabinet is seeking a cnsultant t prvide supprt in facilitating the creatin f a strategic plan fr the City f Bstn s recvery services and a visin fr their rganizatinal structure. - Prvide a rad-map fr the rganizatin s structure and visin; and - Prvide a strategic plan fr streamlining and better rganizing recvery services. The cnsultant will wrk clsely with Health and Human Services Cabinet, Bstn Public Health Cmmissin and its Bureau f Recvery Services, and the Mayr s Office f Recvery Services. Activities perfrmed by the cnsultant may include, but are nt limited t, the fllwing: - Perfrm an envirnmental scan f current recvery services t infrm strategic planning prcess, including but nt limited t: Bureau f Recvery Services prgramming Office f Recvery Services prgramming Other Bstn Public Health Cmmissin services Other relevant services thrugh ther City f Bstn departments - Cmplete Strength, Weaknesses, Opprtunities, and Threats (SWOT) Analysis. - Perfrm a limited number f key infrmant interviews. Interviews will be dne with Recvery Services bureau directrs, cabinet heads, and ther high-level City f Bstn emplyees and elected fficials. - Develp a draft strategic plan that includes: Recmmendatins fr changes t rganizatinal structure, including recmmendatins fr budget Implementatin plan fr changes t rganizatinal structure. 5 Qualificatins Qualified respndent must meet the fllwing requirements: - Lead staff n prject must have master s in public health, r similar degree. - Five t seven years f experience f leading strategic planning with nn-prfit r gvernmental agencies. - Demnstrated experience facilitating a strategic planning prcess within lcal health departments. - Experience facilitating inclusive, cllabrative prcesses including direct experience wrking with and engaging senir leaders, staff and ther key stakehlders. - Demnstrated ability t wrk cllabratively with a diverse grup f stakehlders. - Prject management experience and ability t meet majr milestnes and deliverables n r befre deadlines. Perid f Perfrmance The anticipated start date f services shall be perfrmed n r abut February 04, thrugh April 30,. Prpsal must cnsist f the fllwing: Prpsal Requirements 1. Justificatin addressing qualificatins and prpsals fr appraches t the wrk. 2. Resume(s) fr all prpsed persnnel fr the prject. 3. Detailed budget fr perid f perfrmance must include csts specific t activities and deliverables within the scpe f service including: hurly rate, travel, and ther related expenses. 4.
