PREVIOUS REPORTS PERTINENT TO THIS MATTER Wrkplace and Cmmunity Diversity and Inclusin Update, Crprate Services Cmmittee, February 16, 2016 BACKGROUND Diversity and inclusin remain a tp pririty fr Lndners, City Cuncil and Administratin. Cuncil s Strategic Plan establishes Strengthening ur Cmmunity as an area fcus fr this term f Cuncil. This includes building Lndn as a Diverse, inclusive and welcming cmmunity and a specific strategy t develp a Cmmunity Diversity and Inclusin Strategy. In February 2016, Administratin presented an update n initiatives related t diversity and inclusin. On March 1, Cuncil prvided the fllwing directin: d) the fllwing three-prnged apprach identified by the City Manager BE APPROVED, which wuld include: i) expedited effrts within the Human Resurces Divisin fr the implementatin f the City f Lndn s crprate plan fr wrkplace diversity and inclusin, which wuld include increasing the Human Resurces cmplement by ne staff member wh wuld be dedicated t implementatin f the crprate plan, identifying pprtunities, etc.; ii) increased supprts fr immigrants, newcmers, internatinal students, etc. by increasing the Cmmunity Services staff cmplement by ne staff member wh wuld be dedicated t this area, including versight f the Immigratin Prtal; and iii) develpment and implementatin f a lcal diversity and inclusin plan thrugh the implementatin f a Steering Cmmittee mdelled after the Cmmunity Ecnmic Radmap, with the gal f bringing back a final reprt by early 2017; and e) the Civic Administratin BE DIRECTED t reprt back within ne year, and n a regular basis thereafter, with respect t metrics and results f the new initiatives. This reprt prvides an update n item d(iii), the Cmmunity Diversity and Inclusin Strategy, and an verview f the prcess ahead. Updates n items d(i) and d(ii) will be brught frward as wrk prceeds

2 Setting the Cntext In preparatin fr develping a Cmmunity Diversity and Inclusin Strategy (CDIS), the fllwing steps have been taken: A scan f diversity and inclusin wrk in ther cmmunities, with a particular interest in identifying best practices; A review f existing activities, prgrams and reprts related t diversity and inclusin in Lndn; and Discussins with cmmunity stakehlders, including the Diversity, Inclusin and Anti- Oppressin Advisry Cmmittee (DIAAC, frmerly LDRRAC). This cntextual wrk prvided guidance t define the scpe and prcess fr develping a Strategy. A few verarching themes emerged frm acrss all three backgrund research surces: (1) the City f Lndn shuld play a leadership rle in develping CDIS, but in a way which empwers the vices f thers ( the answers are nt inside City Hall ) and shuld include extensive pprtunities fr cmmunity input; (2) the CDIS shuld build upn existing wrk, and nt duplicate r create cnfusin with ther related activities, prgrams and strategies; and (3) the CDIS shuld include bth general strategies twards diversity and inclusin, and recgnize strategies which may nly apply t specific grups r perspectives. Defining the Scpe Based n Cuncil directin and stakehlder input, the CDIS is intended t include (nting that this is subject t cnfirmatin frm the individuals invlved in develping the strategy): 1. A visin fr Lndn as a as a diverse and inclusive cmmunity this statement, t be c-created by Lndners, will reflect a shared aspiratin fr the future. It needs t be clear, meaningful and specific enugh t guide the wrk f the CDIS. 2. A statement f cmmitment this statement, als t be c-created by Lndners, will include specific, direct, actin-riented affirmatins abut what it means t be a diverse and inclusive cmmunity. Similar cmmitments in ther cmmunities include things like interrupting racism, standing up against hate crimes, and ther specific actins. The statement shuld be smething the City f Lndn, Lndners and ther rganizatins can cllectively cmmit themselves t in a shared interest in seeing a mre diverse and inclusive Lndn in the future. 3. Strategies a list f specific, actin-riented items which will mve Lndn twards the CDIS visin statement and which reflect the statement f cmmitment. These will include general strategies t advance inclusin and diversity in Lndn, as well as strategies t address barriers faced by specific grups. Rles & Respnsibilities Mving twards a mre diverse and inclusive Lndn will require insight, ideas and engagement frm many Lndners. T develp the CDIS, an pen call fr vlunteer Diversity and Inclusin Champins will be issued in late Nvember The City f Lndn will seek expressins f interest frm peple wh are cmmitted t develping the CDIS, and wrking tgether twards a mre diverse and inclusive Lndn. Frm this pen call fr vlunteers, tw teams will be assembled with specific rles regarding the CDIS. Next Steps The prcess t develp the CDIS is summarized in Appendix A: CDIS Prpsed Wrkplan. The next step invlves public cmmunicatins regarding the CDIS, and issuing a call fr vlunteers t serve n the Steering Cmmittee, and as Diversity and Inclusin Champins. This call will be issued n Nvember 23, 2016, with a clsing date f December 16, CONCLUSION Diversity and inclusin remain a tp pririty fr Lndners, City Cuncil and Administratin. T many Lndners cntinue t experience exclusin, ppressin and discriminatin in their daily lives. This is nt acceptable and Lndn can d better. The Cmmunity Diversity and Inclusin Strategy marks an pprtunity fr a brader discussin and cmmitment t shared actin t make Lndn the Diverse, inclusive and welcming cmmunity it can and shuld be.
