1 AACIDs TRANSIT FEASIBLITY STUDY: PUBLIC INVOLVEMENT PLAN (PIP) This is the framewrk r guide that will describe the Public Invlvement Plan (PIP) prcess fr the Transit Feasibility Study. It will identify each PIP task, tentative dates, and describe the activities that will supprt the PIP task. It is intended t slicit and incrprate invlvement frm affected stakehlders, businesses, agencies and citizens thrughut this study. The PIP cnsists f six (6) elements: 1. The Cnsultant Team will als utilize a website and scial media surces as needed (i.e., Facebk & Twitter). Fr all meetings, activities, etc., cllateral material (flyers, brchures, fact sheets, etc.) will be prvided by the prject team. 3 use r wuld use transit service. The Cnsultant Team will develp the survey and apprpriate sampling plan, cnduct the survey, and cmpute analytics. The survey wuld gauge preferences such as: Acceptability f innvative mdes and services; Sensitivity t level f service by varying values f access time, travel time, cst; Willingness-t-pay; and Attitudes and perceptins n safety/security, cmfrt, and reliability Presentatin f a schedule f activities: The fllwing describes the prpsed schedule f utreach activities fr the PIP. These dates and respective activities are tentative (fluid) and can change upn request and crdinatin with the client. 1. Stakehlder Cmmittee Meeting #1, Transit Visining Breakfast Kickff: (March 2018) Kick-ff meeting; cnduct the survey; give an verview f the prject schedule; discuss the rle f the steering cmmittee; initial discussin f the prject s visin and gals. This will serve as the initial kick-ff meeting fr the high-level stakehlders and elected fficials in the CID area. The purpse fr this meeting is t discuss the preliminary visin and gals. 2. Stakehlder Interviews: (March 2018 April 2018) The stakehlders are the key participants (businesses, agencies and citizens thrughut this study area) t help t steer the planning, visining, and utility f transit service in the study area. They will nt be the general public per se, but rather a select grup f cmmunity leaders that have been active in ther CID related activities. As earlier stated, Nickel Wrks already has an extensive list f participants frm previus planning effrts in the Aertrplis CID area. This will be a brief survey (questinnaire) cnsisting f questins/statements t gauge the participants initial thughts, ideas, and recmmendatins fr transit service in the CID area. The Cnsultant Team will administer the survey during in-persn interviews with select stakehlders frm March thrugh April, in rder t get results back in time fr the 2 nd Steering Cmmittee Meeting in April. 3. Public Meeting #2: (December 2018) Meet with the general public t describe the study s final recmmendatins, implementatin plan, and timeline and/r next steps Establishment f the number f meetings: In terms f the prpsed/tentative number f meetings, the fllwing list prvides the type, number, and descriptin f the tasks fr the prpsed meetings/utreach activities fr the study: Stakehlder Interviews - The Cnsultant Team will cnduct up t fifteen (15) ne-n-ne interviews with key stakehlders in the Aertrplis area as well as key interest/fcus grups. The interviews will be used t prvide infrmatin abut the transit feasibility study and t btain infrmatin abut hw the plan can best serve the area as a whle Stakehlder Cmmittee (SC) Meetings The Cnsultant Team will rganize and cnduct up t six (6) Stakehlder Cmmittee meetings. Stakehlders will be appinted by the cnsultant team and AACIDs staff t serve n the SC. The cmmittee will meet up t six times at key study milestnes t prvide input ver the curse f the study prcess. 5 Mbile Exhibits/Pp-up Activities The Cnsultant Team will cnduct up t fur (4) pp-up activities ver the curse f the study. Each activity will be held in different lcatins thrughut the study area t maximize expsure and pprtunities fr participatin. Every event will have engaging activities and pprtunities t talk with The Cnsultant Team as well as nline interactin using tablets fr nline surveys and/r exercises. Public Meetings The Cnsultant Team will rganize and participate in up t tw (2) public meetings r wrkshps devted t a detailed discussin f the transit feasibility study. The meetings will be a cllabratin f the AACIDs staff and the cnsultant team. The initial meeting will be scheduled as sn as the existing and planned transit services have been identified and mapped. The final meeting will take place twards the end f the study t present the final findings. Descriptin f the type and quantity f infrmatinal materials: In cnducting the public utreach activities fr this effrt, The Cnsultant Team will be respnsible fr the creatin and distributin f all infrmatinal materials t prmte and cnduct the meeting. The fllwing describes the type f infrmatinal materials/items t be used t prmte the activities and meetings: Befre the meetings/activities, The Cnsultant Team will prvide t the client the fllwing infrmatin at least a week in advance f the event: Drafts f all meeting handuts, presentatins, and cllateral material Drafts f all updates t the website and scial media surces Survey instruments and questinnaires Press releases (where applicable) A checklist t shw all lgistics fr the facility/lcatin are in rder After the meetings/activities, The Cnsultant Team will prvide the fllwing t the client within tw weeks f the event: Interview summaries; Public meeting summaries Stakehlder Meeting Survey methdlgy and results summaries; Establishment f the cmmunicatin mechanisms and prtcls: Fr this study effrt, The Cnsultant Team will lead a prject kick-ff meeting between Aertrplis CID staff and key team members t discuss the prject, schedule, and prtcls fr cmmunicatin and/r utreach. Additinally, there will be tw prject team meetings every mnth with the AACID staff t May 7,

6 discuss prgress and needs frm the client fr mving frward. Fr all meetings, The Cnsultant Team will prepare the agenda and supprting dcuments. Further, The Cnsultant Team will hld bi-weekly crdinatin cnference calls fr the cnsultant team, and mre frequent crdinatin calls fr varius tasks as needed. The Cnsultant Team will prepare the lgistics (i.e., call-in number and agenda) fr each cnference call.
