1 Cmmunity Campaign Strategy Strategy 1. Steering Cmmittees The steering cmmittee membership shuld be tp-level vlunteer representatives f the entire services area. Each service area s Friends f Scuting chairman shuld be a member f the steering cmmittee. The functin f this grup is t ensure that each district steering cmmittee has adequate leadership. Each district steering cmmittee shuld determine (with preplanning by the prfessinal) the structure f each districts campaign. The cmmittee s functin is: Recruitment f campaign leadership t meet the campaign structure needs f each campaign, Imprvement f the verall prspect list thrugh Additin f prspects, Rating and evaluatin f prspects, Assignment f prspects t wrkers. District Organizatin and Structure Each district prfessinal shuld evaluate the previus year s campaign and, with the district/lcal steering cmmittee, ensure that the leadership needs f each campaign are met. Prven structures may include I-C-5 (r ther variatin), blitz day, grup campaign, r ask event. 3. Vlunteer Leadership Yur district will achieve its gal if the right vlunteers are recruited, thse wh have and shuld use their persnal and business relatinships t benefit Scuting. The right vlunteer shuld successfully recruit a great cmmunity campaign chairman wh, in turn, shuld recruit the apprpriate campaign leadership fr the lcal structure. Campaign leadership and wrkers shuld be respnsive t an influential campaign chairman nt the staff advisr. Quality vlunteer leadership frm the tp dwn is the key t success. 4. Scuting Prfessinal Leadership The staff advisr s rle is t wrk with his/her vlunteers t identify the very best campaign leaders t recruit int the varius psitins. He r she shuld insist that the campaign plan be fllwed and that they recruit nly the best vlunteers. The advisr then supprts and manages each team t the successful cmpletin f their gals. The staff advisr keeps the campaign n track by fllwing the plan, using vlunteer influence t influence thers, develping relatinships with vlunteers, keeping vlunteers accuntable thrugh recgnitin and reprts, and by cnstantly thanking and recgnizing vlunteers.

Campaign Kickff and Campaign Leadership Meetings yur district fund develpment chairman, district Friends f Scuting chairman, and yur cmmunity campaign chairman are expected and shuld be recruited t attend the campaign kickff, reprt and victry celebratin meetings. If a vlunteer cannt attend, the district finance chairman r cmmunity campaign chairman shuld represent him/her. Vlunteers shuld deliver all reprts. The district Friends f Scuting chairman shuld hld and hst regular district FOS meetings t be attended by the cmmunity campaign chairman (and ther campaign chairpersns family, prject sales/gift-in-kind) chairpersn. Ideally, these shuld be held ver breakfast r lunch at his/her ffice. 6. Prspect Assignment Prspects assigned t returning campaign wrkers shuld remain assigned t thse wrkers if thse prspects have a histry f giving. Prspects wh did nt cntribute in the previus year s campaign, but are currently assigned t a wrker, may be reassigned by the steering cmmittee if they feel the prspect can be wrked mre successfully by anther wrker. Unassigned prspects shuld be available t wrkers fr selectin. New prspects must be cleared befre they can be wrked. New prspects may be frm anywhere withut regard t district bundary. The new prspect generatin prcess is addressed in The Steering Cmmittee. Gal Setting Each service area shuld have a cmmunity-campaign base gal funded n the precius year s accmplishment, percent f gal attained, histrical trend develped by cuncil/district vlunteers in cnjunctin with cuncil needs. The district cmmunity campaign chairman and staff advisr then shuld meet t set lcal campaign base gals, based n structure and a fair prtin f the verall cuncil gal. Each team shuld be asked t set its wn stretch gal, which shuld be a minimum f a percent increase ver the base gal.

3 Cmmunity Campaign Structure District Structure Each service area shuld plan their campaign structure, fllwing the cuncil plan, based n the needs f its cmmunities. With vlunteers and staff leaders, districts shuld map their districts, defining the campaign structure, gals and vlunteers needed fr each f their varius cmmunity campaigns, based n: Histry Funds needed, and Current vlunteer structure. Campaign structures may include: I-C-5 (r ther variatin) Blitz day Grup campaign, r Ask event. Team Organizatin Each district shuld have a Friends f Scuting chairman and a cmmunity campaign chairman. I-C-5 Campaign The I-C-5 Campaign is a st5ructure that implies that each campaign wrker, at any level, nly sees r manages five prspects (r secures five gifts). In an I-C-5 Campaign, the Friends f Scuting chairman and a cmmunity campaign chairman wrking in cnjunctin with the steering cmmittee (fr mre infrmatin, see the steering cmmittee), shuld recruit adequate leadership and wrkers t cmplete the campaign. Each member f the effrt is asked t secure five gifts. These can be in the frm f five histrical prspects r 15 new prspects.

4 Yur cmmunity campaign structure is determined by the number f cmmunities and prspects yu have. Belw is a sample structure chart fr a campaign with 50 prspects. If a campaign has mre than 250 prspects, cmmunity majrs, c-chairs r zne chairs shuld be recruited, each respnsible fr up t five cmmunity captains. [I-C-5 ORGANIZATIONAL CHART] I-C-5 Variatins Based n the size f the cmmunity, the newness f the campaign, r the number f prspects that need t be wrked, a structure might include an I-C-4 (r I-C-3) structure f ther variatin. Blitz Campaign A blitz campaign is ne in which the same preparatin wrk must take place, but the campaign actually takes place in ne day. A scenari wuld include a kickff at a breakfast meeting, wrkers take five cards and wrk them during the mrning, reprt meeting at lunch as t the amunt raised, wrkers take five mre cards and wrk them during the afternn, and a victry celebratin in the early afternn. A blitz campaign als shuld be a variatin f an I-C-5, based n the number f prspects t be wrked and number f wrkers needed t wrk thse prspects. A structure fr a 130 prspect campaign might be a Chairman-3 Captains-16 Wrkers-240 Prspects. Grup Campaign A variatin n a blitz campaign is the grup campaign, which shuld invlve mre campaign wrkers and usually a lnger perid f time. A scenari wuld include a kickff meeting; wrkers take five cards and wrk them during the week, return fr a reprt meeting a week later, wrkers take five mre cards and wrk them during the next week and return fr a victry celebratin the fllwing week. A blitz campaign als shuld be a variatin f an I-C-5, based n the number f prspects t be wrked and number f wrkers needed t wrk thse prspects. A structure fr a 240 prspect campaign might be Chairman-2 Majres-4 Captains- 16 Wrkers-240 Prspects. A grup campaign can last frm ne t fur weeks.

5 Ask Event The Friends f Scuting dinner/ask event can be a phenmenal tl fr yu and yur vlunteers t maintain FOS campaign discipline with built-in deadlines, prvide sft-sell appraches fr vlunteer wrkers, enable upgrading f previus cntributrs, and build yur campaign s base. This is a free event where previus cntributrs and new guests are invited persnally by a table hst t attend. It is suggested that yu set a minimum ask amunt fr thse attending. Dn t sell tickets r tables because this is an FOS/ask event and nt a special event like a distinguished citizen dinner. Fr example, if yu were t set the minimum ask at $250, yu wuld: Invite all previus cntributrs wh gave at the $250 level and abve last year. Include last year s cntributrs in the $150 t $249 range s yu have the pprtunity t upgrade them. Review last year s cntributrs wh gave $149 and belw t determine thse wh may have the ability t increase their giving. Especially review multiple-year givers. Include yur key vlunteers in reviewing this list t identify thse with the ptential f giving at the $240 level. Review all f yur key vlunteers and past participants in special events t determine thse wh yu believe yu can mve int yur annual campaign and have the ptential t cntribute $240, and therefre invite them t the dinner.
