1 APPENDIX A TECHNICAL SPECIFICATIONS REWARDS AND RECOGNITION PROGRAM Backgrund JEA wns, perates and manages the electric system established by the City f Jacksnville, Flrida in In June 1997, JEA assumed peratin f the water and sewer system previusly managed by the City. JEA is Flrida s largest municipally wned utility and the seventh largest municipal in the United States. JEA s water system serves mre than 300,000 water custmers and 230,000 sewer custmers, which is mre than 80 percent f all water and sewer utility custmers in ur service area. JEA emplys apprximately 2,000 emplyees. Of thse, five rganized unins represent apprximately 1,600 emplyees. JEA will expect the vendr t perfrm and/r prvide the services nted belw. Prgram Cnsultatin, Design and Administratin f Clud-Based Rewards and Recgnitin platfrm: Assist with the implementatin f a prgram that includes bth mnetary and nn-mnetary recgnitin within JEA specified annual budget and in supprt f JEA prgram gals/bjectives Assistance with the design f cmmunicatin tls Prgram ptins: spt award prgram; health and wellness recgnitin; safety recgnitin; service awards/pins; printable certificates; gift cards; merchandise; e-cards, jea-branded merchandise etc. Peer t peer recgnitin Manager t team member recgnitin Emplyee gift selectin (merchandise, gift cards, etc.) Pints and recgnitin must be able t carry ver frm year t year JEA shall require a full refund f unused pints, merchandise, etc. fr terminated emplyees Data management and reprting User status and eligibility Recgnitin histry Prgram budget Utilizatin Eligibility f emplyees fr lngevity awards Page 1 f 2

Prvide training (either live r via e-learning) t all levels f management Including the benefit f a Rewards and Recgnitin prgram Hw t use the clud-based rewards and recgnitin tl r system All training shall be included in the mnthly access charge/user fees Including resurces fr nging training (vides, hw-t guides, etc.) Create a custm measurement plan fr JEA t dcument prgram(s) success and ROI and answer the fllwing questins: Are we seeing imprvements in engagement and ther culture measurements f recgnitin impact? Can we strengthen the business case ver time by analyzing business results? The measurement plan shall be included in the mnthly access charge/user fees. Service awards/pins Must be able t replicate design f current service pins in desired quantity. The JEA lapel pin is apprximately ½ inch in size with ne (1) t three (3) nn-precius synthetic stnes. The pin quality shall be 1/10 gld-plated. The estimated ttal number f pins per year is 600 and they are typically rdered n a quarterly basis. The vendr will supply pins n an as needed basis. The cst per pin shall include fulfillment and shipping charges. Pin pictures are included as Appendix C JEA Pin 1 & 2. Page 2 f 2

Describe wrk experience specifically in the area f advising clients, designing, administering and measuring success f rewards and recgnitin prgrams. Prvide fee structure infrmatin including mark-up fr merchandise and gift cards as well as any fulfillment fees and shipping charges. Prvide details n hw the Cmpany will replicate design and meet the requirements fr JEA s service pins. Describe cmmunicatin tls including the variety f print and digital materials the Cmpany will prvide t JEA. Include details fr the emplyee gift selectin (merchandise, gift cards, etc.) Prvide a list f cmpanies yu are partnered with fr merchandise and redemptins Prvide the average fulfillment time and shipping flexibility fr merchandise Describe Data management and reprting functinality, including but nt limited t: user status; eligibility; participatin, recgnitin histry, prgram budget, etc. Prvide details n hw yu wuld prvide user and administratr training (either live r via e-learning) t all levels f management including yur available resurces fr nging training (vides, hw-t guides, etc.).
