2 This guidance is fr internal Mn/DOT purpses nly, and it is nt intended t prvide any claim r expectatin f legal entitlement t financial participatin except where Mn/DOT has specifically cntracted at its sle discretin fr such participatin. Mn/DOT retains the authrity t determine whether it will participate in the cst f any mitigatin strategy r imprvement. 5.1 What Is a Traffic Impact Study? A traffic impact study (TIS) is a cmprehensive analysis f the befre and after peratinal traffic impacts t a rad system resulting frm prpsed develpment and assciated traffic mvements and vlumes. A TIS is used t identify capacity deficiencies at affected intersectins and t help identify feasible slutins t the deficiencies. 5.2 Purpse f Mn/DOT TIS Guidance This guidance: Identifies circumstances that d nt warrant detailed traffic impact studies; Identifies the circumstances fr which Mn/DOT des recmmend that a TIS be cmpleted; Helps t ensure a cnsistent statewide apprach t traffic impact analysis; and, Prvides Mn/DOT staff, lcal gvernmental units, develpers, cnsultants, and ther interested parties with a guide t Mn/DOT s traffic impact analysis prcess and recmmended methdlgies. 5.3 TIS Nt Needed A traffic impact study is nt necessary fr mst individual develpments. Fr develpments that d nt generate significant traffic vlumes, a traffic impact study is neither necessary nr warranted. Develpment prpsals that are estimated t generate fewer than 250 peak-hur vehicle trips r 2,500 new daily trips generally wuld nt warrant cmpletin f a traffic impact study, unless there are unusual circumstances; Even prjects that therwise require envirnmental review shuld generally nt require a traffic impact study if prjected vlumes are belw this threshld. The traffic impacts f small/mdest develpment prpsals will be evaluated sufficiently by applying ther elements f the guidance in this Access Management Manual, such as that regarding develpment review, spacing, sight distance, and turn lanes. The guidance prvides built-in traffic engineering measures that are sufficient t address the impacts f lwer-vlume develpments. January 2, 2008 Page 2

3 5.4 TIS Needed/Recmmended Mn/DOT Access Management Manual Mn/DOT recmmends that a Traffic Impact Study be cmpleted fr develpments estimated t generate either 250* r mre peak-hur vehicle trips r 2,500* new daily trips, fr either f the fllwing situatins: As an element f an envirnmental assessment wrksheet (EAW), alternative urban area-wide review (AUAR), r envirnmental impact statement (EIS) being cmpleted under Minnesta Rules and ; r, As part f lcal develpment review fr develpments generating such traffic vlumes, even if n envirnmental review is mandatry. * The threshld fr vehicle trips may be reduced if the vehicle cmpsitin cnsists f a high percent f heavy vehicles. By wrking tgether, Mn/DOT and lcal gvernments can ensure that evaluatins meet the needs f all parties, use accepted methds, imprve the understanding f a prject s ptential effects, and lead t identificatin and implementatin f apprpriate, practical, and feasible mitigatin actins. When a develpment is staged r phased ver time, Mn/DOT recmmends that a Traffic Impact Study be cmpleted based n the impacts f the final phase r build-ut. Sme large-area develpment prpsals underg a type f envirnmental review referred t as an alternative urban area-wide review (AUAR). This Mn/DOT TIS guidance is als apprpriate fr an AUAR. Individual develpment prpsals within the AUAR area shuld be checked fr cnsistency with the AUAR TIS; additinal prject-specific traffic impact evaluatin may be apprpriate, depending n the prpsal s unique characteristics. 5.5 Review Authrity During the develpment review prcess, Mn/DOT seeks t wrk cperatively with the lcal rad authrities and the gvernmental unit respnsible fr develpment apprval(s) and envirnmental review. The gvernmental unit respnsible fr develpment apprval(s) and envirnmental review is knwn as the lcal gvernmental unit r respnsible gvernmental unit (LGU/RGU). The fllwing pints regarding review authrity shuld be nted: Mn/DOT des nt have specific statutry authrity t require a private land wner t prepare a traffic impact analysis as a cnditin fr a driveway permit: Mn/DOT can recmmend that LGU/RGUs include a Traffic Impact Study as part f their envirnmental and/r develpment review: Under state law, Mn/DOT has apprval authrity fr cnnectins t the trunk highway system. In rder t make an infrmed decisin abut access permit requests, Mn/DOT may request additinal, reasnably-available infrmatin abut the prpsal. When an LGU/RGU requires a Traffic Impact Study fr either develpment review r envirnmental review, Mn/DOT recmmends that the Traffic Impact Study be cmpleted either directly by the LGU/RGU r by a cnsultant t the LGU/RGU. (Cmmnly, csts will be brne, at least in part, by the prject prpser.) This arrangement is strngly preferred ver studies cmpleted directly by/fr the prject prpser. While Mn/DOT s fcus regarding a Traffic Impact Study is n understanding the pssible direct r indirect impacts n the state trunk highway system, the cnsultatin prcess recmmended in this guidance is intended t help ensure that the cncerns f all parties are cnsidered and evaluated apprpriately. 4 5.6 TIS Cnsultatin Prcess and Technical Analysis Flwchart Successful, readily-accepted traffic impact studies require bth a sund, rigrus technical analysis and an inclusive prcess that ensures key stakehlders are invlved in scping the study, reviewing the analysis, and cllectively determining ptential feasible mitigatin strategies (if needed). The flwchart n Figure 5.1 shws this dual track f cnsultatin prcess and technical analysis steps fr a TIS. 6 5.6.1 Cnsultatin Prcess Milestnes The left half f the Figure 5.1 flwchart identifies milestnes during the curse f a Traffic Impact Study, when it is essential that Mn/DOT, the LGU/RGU, the develper, and study cnsultant(s) meet, exchange infrmatin, and reach an understanding abut hw the next steps f the Traffic Impact Study shuld prceed. These cnsultatin milestnes are fcused n key parties and are limited t traffic impacts. Other crdinatin and utreach effrts will be necessary t address nn-transprtatin issues and t reach ther pssible stakehlders and the public. Each prject is unique. Fr sme, cnsultatin meetings can be cnslidated; thers will require additinal meetings. 9 Cnsultatin 2 Pre-mitigatin Review Meeting After the technical analysis has assessed future traffic cnditins (Technical Analysis Steps 2 and 3, with and withut develpment), this secnd cnsultatin meeting helps key partners understand whether mitigatin is necessary. In situatins where it might be needed, this is als an pprtunity t discuss pssible mitigatin strategies. The gal f this cnsultatin is t identify lgical candidates fr evaluatin, based n practical cnsideratins such as ecnmic and gemetric feasibility. Cnsultatin 5 Recmmendatins t LGU/RGU One f the benefits f a Traffic Impact Study is that it prvides an analytical basis fr discussin abut mitigatin strategies, the assignment f implementatin respnsibility, cst sharing, funding surces, and the steps needed t mve the strategies and imprvements frward. This discussin amng the lcal gvernment, Mn/DOT, and the develper builds n, but mves beynd the technical traffic impact analysis t include the feasibility, timing, and cst effectiveness f the strategies, as well as identificatin f decisin milestnes and ther areas f cncern. Fr example, if imprvements are needed within the state highway right-f-way, a permit must be btained frm Mn/DOT. All wrk within state highway right-f-way is subject t Mn/DOT standards and specificatins. As part f the cnsultatin effrt, there shuld be discussin f any pssible pprtunities t crdinate r leverage a prject. The TIS analysis can be especially useful t lcal units f gvernment in defining the relatinship between the prpsed develpment and recmmended transprtatin system imprvements prviding a basis fr assessing the develpment s fair share respnsibility fr making thse imprvements. The TIS shuld dcument the prcess in which feasible and cst-effective mitigatin measures have been develped. This prcess shuld include cnsultatin frm all affected parties and rad authrities. Deciding wh will actually pay fr the mitigatin strategies is nt a critical part f this step, but mitigatin strategies identified as unrealistic and/r financially infeasible shuld be recgnized as such and shuld nt be pursued. STEP 5b Future Year Analysis with Prpsed Develpment (Pst-mitigatin) Level f Service (LOS) analysis fr the prpsed transprtatin system and traffic vlumes fr the year-f-pening and any ther analysis years WITH the prpsed develpment and WITH feasible and cst-effective mitigatin strategies Nte: This step may have multiple sectins if multiple build scenaris are prpsed. STEP 6 On-site Impacts, Circulatin, and Other Mn/DOT Issues In this step, the n-site impacts shuld be addressed, including circulatin, driveway design, and parking requirements. Nte: This step may have multiple sectins if multiple build scenaris are prpsed. This step may be f mre interest t the RGU than t Mn/DOT. Mn/DOT issues that may be addressed include impacts t the Interreginal Crridr System and a Safety Analysis (review f high crash-cst lcatins). This shuld be addressed as Mn/DOT staff reviews the peratinal analysis develped in Step 5b. The Traffic Impact Study shuld include the fllwing: Identify all n-site prpsed radway, parking, and ther mdal imprvements; A site plan r layut shwing prpsed n-site gemetrics and peratins; Dcumentatin f the assumptins used: Especially related t the prpsed imprvements. 14 STEP 7 Findings and Cnclusins f the Traffic Impact Analysis The Final Traffic Impact Study shuld be in a frmat that allws the LGU/RGU, Mn/DOT, plicymakers, and ther lcal gvernments t have a clear understanding f the traffic peratinal impacts f the prpsed develpment and what transprtatin imprvements shuld be cnsidered t maintain an acceptable level f service. It shuld als be the backgrund reprt used when determining future transprtatin investments by the RGU, the develper, and Mn/DOT. The Final Traffic Impact Study reprt shuld include the fllwing: A map r diagram shwing the level f service (LOS) fr the fllwing: Base Year existing cnditins; Year f Opening prgrammed cnditins withut prpsed develpment; Analysis Year(s) prgrammed cnditins withut prpsed develpment; Year f Opening prgrammed cnditins with prpsed develpment (w/ mitigatin); Analysis Year(s) prgrammed cnditins with prpsed develpment (w/ mitigatin);; Year f Opening prpsed cnditins with prpsed develpment (with mitigatin); Analysis Year(s) prpsed cnditins with prpsed develpment (with mitigatin). The recmmended mitigatin measures r imprvements at each study intersectin/interchange and fr each study segment where mitigatin is indicated: The estimated cst fr the prpsed mitigatin measure r imprvement; This shuld include the prprtinal share f develpment traffic using the prpsed mitigatin measure r imprvement. Any system-wide mitigatin measures r imprvements, including transprtatin management r traffic demand strategies. 5.7 Recmmended Mdeling & Analysis Sftware Mn/DOT recmmends the methdlgy develped in the Transprtatin Research Bard Highway Capacity Manual (HCM), 2000 Update, r mst recent release fr signalized and unsignalized intersectin level f service analysis. Fr mre detailed analysis areas, capacity sftware may be utilized t determine existing and future traffic peratins. The Mn/DOT District Office shuld be cntacted fr acceptable sftware packages fr capacity analysis. Currently, RODEL is recmmended fr islated rundabuts, VISSIM is recmmended fr rundabuts in clse prximity t ther rundabuts r signalized intersectins, and SYNCHRO is recmmended fr traffic signals and all-way stps. 15 5.8 After the Traffic Impact Study Is Cmplete Mn/DOT Access Management Manual The cmpleted Traffic Impact Study is a disclsure dcument that fulfills the traffic analysis requirements f an EAW, AUAR, EIS, r lcal develpment review prcess. After the Traffic Impact Study has been cmpleted, the Findings and Cnclusins shuld be used in cnsultatin with the LGU/RGU, Mn/DOT, and thse preparing the Traffic Impact Study t reach cnsensus n the mitigatin strategies and t determine wh will be respnsible fr implementatin. The length f this cnsultatin prcess will vary, depending n the extent f the recmmended mitigatin measures. During the cnsultatin, the actins belw shuld be addressed and agreed upn. Develp a timeline fr the recmmended mitigatin measures: Identify the mitigatin measures needed fr the year f pening; Identify the mitigatin measures that can wait until they are triggered by a specific develpment r stage/phase f develpment; and, Identify the mitigatin measures that can wait until they are triggered by a change in traffic cnditins r traffic vlumes n the rad system. Develp a funding strategy fr the recmmended mitigatin measures: Identify the mitigatin measures that will be part f a develpment agreement r cnditins f a permit; and, Identify the mitigatin measures, if any, that will be part f a Mn/DOT- r lcally-initiated prject.
