Intrductin/Prgramme Infrmatin The abve mentined prgramme aims t cntribute t imprve the agriculture irrigatin infrastructure in Bekaa. Specifically, this prgramme will d s by: 1) Cnstructin f new irrigatin channels based n lcal plans 2) Rehabilitatin and maintenance f existing irrigatin channels, springs and their netwrks based n lcal plans 3) Maintenance and rehabilitatin f ther parts f irrigatin netwrks The Prject, financed by the Wrld Fd Prgramme and executed by ACF (Actin Cntre La Faim Liban) in cllabratin with the lcal municipalities in Bekaa and Suth, will be implemented frm the 19 th f September 2016 until the 31st f December Within this framewrk, the engineering cnsultancy will fcus particularly in the activity related t the cnstructin and rehabilitatin f essential irrigatin infrastructures (as detailed belw), invlving namely the design, specificatins, wrk-plan, budget estimatins, technical advisry and fllw up f the Wrks, ensuring timely implementatin as well as the quality f the Wrks. - Prject Title: Agriculture sectr develpment supprt prgram thrugh labur intensive wrks - Starting Date: 19 September 2016 End date: 31 December Specific Objective: the sci-ecnmic cnditin f vulnerable refugee husehlds is imprved thrugh labur intensive wrk supprting the develpment f the agriculture sectr in Bekaa Valley and Suth - Dnr Agency: Wrld Fd Prgramme 2. 2 The bjective f this cnsultancy is t ensure adequate assessment, technical design, legal requirements and fllw up f the executin f the agriculture infrastructure imprvements wrks that will be implemented under this prgramme, namely: - (Re-)Cnstructin, rehabilitatin and maintenance f up t 6,000 meters f irrigatin channels (in ttal) in Bekaa and Suth - Rehabilitatin and maintenance f up t 10 springs and their netwrks - Rehabilitatin and maintenance f ther segments f the irrigatin netwrk (up t 1,000 meters) Estimated cst f the infrastructure: USD 100, Expected Prducts Fr all the Wrks abve, this cnsultancy is expected t deliver the fllwing prducts: A) Pre-engineering reprt Cnduct all the pre-engineering surveys and investigatins (tpgraphy, gelgy, hydrlgy, envirnmental and thers as required); B) Preliminary designs Prepare the preliminary designs and reprt fr the facilities and cnnectins, including necessary feasibility studies (surface and undergrund services where required, the assciated landscaping arund the prpsed wrks, identifying prperty requirements and impacts, and preliminary cst estimate); C) Detailed designs Detailed structural drawings, electrical drawings, mechanical drawings (if applicable), technical specificatin, bill f quantities fr each wrk, and any ther dcument necessary fr any prcurement prcess & cnstructin permit and final cst estimate; D) Tenders fr cnstructin and cntract drawings Per request, prepare the prcurement dcumentatin accrding t the designs with a summary f the technical specificatins and cntract minutes; E) Technical advisry Prvide technical advice t ACF and municipality fr wrks undertaken by their staff Prvide technical advice t bidders during tendering prcess and assist in the review f tenders and recmmendatin fr cntract award; F) Quarterly Cnstructin administratin Reprts Page 2 f 5

3 Fllwing cntract award, prvide general cntract administratin and resident inspectin services until the cmpletin f wrks and cntract and crrespndent reprts; G) Final Reprt Prvide final reprt detailing the result f the wrks, with qualitative and quantitative data, cnclusins and recmmendatins and lessns learnt if applicable; Nte: Any prduct required that is nt part f the abve mentined shuld be discussed between the signatry parties prir t any cmmitment. 3.2 Prduct Delivery: The cnsultant must deliver the required prducts (excluding E) t ACF in the fllwing frmat and cnditins: The final versin f each prduct shuld be delivered in tw hard cpies and ne sft cpy (CD r DVD); Sft cpies shuld be prvided in general prgrammes withut requiring specialized sftware (i.e. Office, PDF r thers); Quality f the sft cpies shuld ensure gd printing quality withut requiring cnfiguratins; The calendar fr the prducts delivery is set frth in chapter 4 belw. 4. Cnsultant Selectin Requirements The applicant shuld be registered and accredited in the Republic f Lebann fr the purpse f this wrk The firm shall have prven experience in design, prject management and supervisry f water related infrastructure prjects as well as implementatin f at least 15 years; The firm shall be registered in the Ministry f Finance and have prven recrd f financial slvability; The firm shall nt have any pending judicial lawsuit that can endanger the bjectives f the prpsed cnsultancy; Selectin Criteria The selectin f the cnsultancy firm will have in cnsideratin the fllwing pints: A) Qualificatin and General experience: 10% B) Prject Related Experience (expertise f at least 5 similar prjects is required): 20% C) Persnnel bidata experience f the applicant and team in the related areas: 20% D) Suggested apprach and methdlgy fr achievement f the utcmes: 15% E) Financial ffer accrding t the calendar and expected budget fr the executin: 35% 5.3 Selectin Prcess A Cnsultant Selectin Cmmittee will evaluate technical prpsals accrding t the requirements and criteria defined abve. Evaluatrs will first independently assess whether the technical prpsals cmply with submissin requirements, and will then evaluate each prpsal. The CSC will be cmpsed f 3 ACF staff. An assessment table will be filled and will be made available fr cnsultatin. 6. Rle and Respnsibility f the Cnsultant Develp the activities and prduce the prducts set abve with maximum diligence and transparency; Fllw the laws and regulatins required fr the executin f this cnsultancy, including all necessary authrizatins fr the scpe f this wrk; Infrm ACF f the curse f the cnsultancy whereas necessary; Facilitate the necessary means and equipment fr the develpment f the cnsultancy; Page 4 f 5

5 Prvide insurance t the staff dedicated t the cnsultancy; 7. Rle and Respnsibility f the Cntracting party Facilitate all the necessary dcumentatin, infrmatin and cntacts fr the accmplishment f the cnsultancy; Prvide the payment accrding t the disbursements set belw; 8. Payment methds 30% upn cntract signature 40% upn delivery f prducts A,B, C, D, E and F; 30% upn delivery f prduct G; All payments will be made upn receptin f invice and signature f the Supplier Purchase Agreement (SPO), by cheque r wire transfer in USD, under the name f the cntracting parties. The ffer and payments are subject t the fiscal regulatins applicable in Lebann, at the respnsibility f each party. 9. Submissin f Offers Offers shuld be submitted until the Octber 2 nd 2016, 5:00pm. Offers received after this date will nt be cnsidered.
