1 TERMS OF REFERENCE FOR THE CONSULTANCY: STRATEGIC PLANING FOR 7 TARGET CSOs Fr the prject: Better scial prtectin thrugh building capacity f CSOs in Bsnia and Herzegvina Deadline fr applicatin: Mnday 15th, Octber 2018, 15h Abut CARE and the prject CARE Internatinal is a federatin f internatinal nn-gvernment rganizatins implementing its prgrams fr fighting pverty and scial injustice in mre than 90 cuntries thrughut the wrld. CARE s aim in the Balkans is t ensure recgnitin and fulfilment f scial, ecnmic and plitical rights f the vulnerable and marginalized grups, thus cntributing t sustainable peace in the regin. The prpsed prject Enhancing scial prtectin by empwering CSOs in Bsnia and Herzegvina is being implemented in Bsnia and Herzegvina (BiH), cntributing t strengthening the weak scial welfare and scial prtectin, as well as access t rights and scial inclusin fr the marginalized and mst vulnerable. Pr ecnmic perfrmance and high unemplyment cause shcks in the cuntry s scial welfare system which largely effects the sciecnmic psitin f citizens, especially mst vulnerable and marginalized. The state and nnstate service prviders are under-capacitated and underfunded. The prject seeks t prtect the mst vulnerable ppulatin grups, but als t prvide benefits fr all BiH citizens. Hence the gal f the prject is t prfessinalize and enhance mandate and rle f civil sciety actrs (CSOs) in Bsnia and Herzegvina by building their capacity t prvide services fr marginalized and vulnerable ppulatin and by enabling them t actively participate in design and implementatin f relevant plicies. By implementing the prpsed activities, it is expected that capacity rganisatinal management f 7 targeted CSOs in BiH will be strengthened (Expected Result 1); capacity f targeted CSOs t prvide relevant services fr their target grups and at natinal level will be imprved (Expected Result 2) and they will have strnger advcacy psitin and imprved plicies in specific areas f their mandate (Expected Result 3). The prject is implemented by CARE Internatinal, which has a vast experience in develping capacity f CSOs and advcating in cperatin with CSOs fr varius causes in BiH.

2 Purpse f the cnsultancy CARE Internatinal is lking fr a Cnsultant(s)/ rganizatin/ cmpany t undertake the tasks listed belw, t address the current needs f 7 partners CSOs: UCDP Grazde (Assciatin f peple with pli and muscular dystrphy) Organisatinal strategic planning fr the perid Supprt in preparatin and facilitatin f regular Assemblies in 2018, 2019 and 2020, with the gal t adpt the reprts and annual plans and t undertake the needs assessment f the Organisatin. BUDUĆNOST Mdrica Organisatinal strategic planning fr the perid SOC Sarajev (Sarajev Open Centre) Supprt f implementatin f the Strategic plan fr the perid , fr the achievement f the fllwing 3 bjectives set in the plan f the LGBTI prgram: Empwering LGBTI peple t claim their human rights. The state and its administrative units imprve legal, plicy and institutinal framewrk fr the prtectin f human rights f LGBTI peple. Advancing rganisatinal ability t influence and interact with relevant stakehlders. Nest Vise Eastern Sarajev, Organisatinal strategic planning fr the perid OTAHARIN Bijeljina Design and facilitatin f the Assembly sessin that will be rganised with a gal t mdernize the Statute, elect new Steering Bard fr the fur years mandate, adpt new strategic directins fr the wrk f the Organisatin. Revisin f the rganisatinal Strategic plan, fr the perid Intrductin f the internal annual planning in line with the strategic plan. Design f the detailed plan fr establishing f the Otaharin Resurce Centre.

3 AMICA EDUCA TUZLA- Assistance in establishing the rganisatinal systematizatin, archiving system, members registry establishment f the bk f rules and the cnditins fr rganising electrnic sessins f the Bard. Supprt in harmnising f the rganisatinal dcumentatin and practice with the new Strategic Plan: harmnisatin f the Statute, jbs systematizatin, travel and emplyment prcedures revised. DUGA Sarajev Develp the (currently existing) framewrk plan int the Strategy fr the perid /23. Design and adpting f the integrated Annual Plan fr Organise capacity building f the new Assembly and new Steering Bard, fr their strnger invlvement in the wrk f the Organisatin, accrding t the Statute. Cnsultancy Outputs Undertaking f all tasks listed within the paragraph Purpse f the cnsultancy. Please nte that CARE will take int cnsideratin nly the cmplete bids, which envisage achievement f all named tasks in all rganisatins. Prvisin f the draft Cnsultancy Reprt in English, crdinatin with the Prject Manager n eventual adjustments. with the prduced materials and press clipping in English language. CARE s Outputs Prvide all necessary infrmatin and dcumentatin f the prject t the Cnsultant and agree n the wrk plan with the Cnsultant; Crdinate with partner rganisatins and the Cnsultant during the entire preparatin and realisatin f task explained abve, Prvide lgistical supprt t the Cnsultant necessary fr the realisatin f the task (the travel csts fr the field wrk envisaged shuld be included in the Cnsultants bid).

4 Schedule The Cnsultant will be engaged fr 30 full cnsultancy days, as f 15 Octber 2018, accrding t the fllwing timetable: Actin Respnsible Date Submissin f bid (electrnically) Cnsultant 15 Oct, 2018 Cntract signing, initial agreements CARE, Cnsultant 19 Oct, 2018 Realisatin f the task Cnsultant 19 Octber-15 December 2018 Submissin f the Cnsultancy reprt Cnsultant 18 Dec 2018 Payment CARE upn the reprt apprval The detailed payment schedule will be utlined in the Cnsultancy Cntract and will be made upn the wrk cmpletin and the apprval f the final cnsultancy reprt by CARE. The Payment will be carried ut in line with all necessary dcumentatin as per CARE s administrative prcedures (time sheets, cnsultancy reprt, etc). Required qualificatin f the Cnsultant: CARE invites teams f experts, NGOs and agencies, familiar with the type f wrk required in the cntext f supprting partner CSOs, especially thse qualified fr and experienced in strategic planning prcesses and rganisatinal management issues, t submit their bids and present in details their expertise, experience, divisin f wrk and respnsibility levels/respnsible persn (in case f teams r agencies). The general requirements are: Excellent skills in knwledge f CSO scene in Bsnia and Herzegvina, particular knwledge regarding legal issues related t peratin f civil sciety rganisatins. Excellent knwledge f and vast experience in strategic planning prcesses. Clear demnstratin that the cnsultancy team is able t meet the needs f 7 CSOs in limited timeframe f the cnsultancy task. Excellent cmmand f English language, ral and written. Excellent writing skills.

5 The Cnsultant's bid/applicatin shuld be written in English and shuld cnsist f the fllwing: 1. Cnsultant's CV (preferably in EU Frmat) r prtfli, with detailed infrmatin relevant t the required qualificatins. 2. Draft cnsultancy plan implementatin plan (schedule) fr the cnsultancy. 3. Bid financial ffer: the Cnsultant shall suggest a daily fee/rate per day in BAM per cnsultancy day. Transprtatin, fd and accmmdatin csts shuld be included, but as a separate bid segment. There is n standard frmat fr the bid.
