1 #ShiftingThePwer Series Terms f reference t develp key influencing messages fr Shifting the Pwer thrugh Develping the Capacity f Lcal Organizatins Overall Backgrund Shifting the Pwer is a 3 year prject that is supprted by Start Netwrk a cnsrtium f six rganizatins namely ActinAid, CAFOD, Christian Aid, Cncern Wrldwide, Oxfam and Tear Fund. The prject was frmed after the realizatin that humanitarian respnse is nt well balanced, such that natinal nn-gvernmental rganizatins wh are the first and main respnders t disasters are nt enabled t take a lead in Humanitarian Respnse. Capacity strengthening invlves frtifying humanitarian respnse skills f staff and disaster cmmittees t influence c-rdinatin skill at cunty level t deliver quality, timely and effective humanitarian respnse t cmmunities. The visin f the prject is t supprt lcal actrs t take their place alngside internatinal actrs t create a mre balanced humanitarian system that is mre respnsive and accuntable t disaster affected cmmunities. The cre argument is that INGOs have t imprve their partnership practices with lcal and natinal NGOs t better recgnize and respnd t their leadership, as well as t adapt accrdingly their advcacy, media r fundraising wrk The prject is being implemented in Bangladesh, Kenya, Pakistan, Ethipia and DRC with leadership frm different cnsrtia members; t strengthen the capacity f 55 f lcal and natinal NGO partners wh share the visin and ambitin f playing a leading rle in decisin-making and respnding t crises in their cuntries and regins. The prject is part f the START Netwrk, supprted by the United Kingdm s Department fr Internatinal Develpment (DFID) thrugh the visinary Disasters Emergency Preparedness Prgram (DEPP), an ambitius suite f prjects launched by the START Netwrk t develp decentralized appraches t capacity building and t imprve the quality and speed f humanitarian respnse. 2 The grwing frequency, unpredictability and cmplexity f emergencies means that mre and mre peple are being affected by crises, and the current internatinal system is being stretched t its limit. Research has fund that partnerships with natinal and lcal rganisatins help t enhance the relevance, apprpriateness, and accuntability f humanitarian respnses and ensure smther transitins and better cnnectedness. Hwever, fr lcal actrs t be able t deliver mre effectively, take decisins and prvide strng leadership, much greater investment is required t create and reinfrce permanent lcal capacity t prepare fr and, crucially, t respnd t emergencies. Oxfam is wrking with 4 partners in Wajir and Turkana cunties t enable lcal rganisatins imprve the speed, quality and effectiveness f their humanitarian preparedness and respnses in Kenya including: Wajir Suth District Develpment Assciatin (WASDA) in Wajir Arid Lands Develpment Fcus Kenya (ALDEF) in Wajir Natinal Drught Management Authrity (NDMA) in Turkana Kenya Red Crss sciety Turkana Branch The prject is enabling these lcal rganisatins t lead n issues that reflect their better understanding f cntext, culture and cnflict and will help ensure existing cmmunity cping strategies are nt undermined. This is being implemented in 3 ways: 1. Strengthening the ability f natinal and lcal rganisatins t prepare fr and respnd t disasters and t be invlved in disaster management decisinmaking. A strng fcus n capacity building t empwer rganisatins ften clsest t the affected cmmunities r representatives f the cmmunities themselves. 2. Supprting natinal and lcal rganisatins in their access t resurces and their engagement with relevant netwrks and disaster management platfrms; supprting their leadership and gvernance rle as well as building strnger peer-supprt relatinships at sub-reginal and natinal level. 3. Build n (and cntributing t) the grwing evidence and knwledge base n lcally apprpriate capacity building appraches and new rles f lcal rganisatins and partnership wrking in humanitarian actin, dcumenting this learning in rder t increase understanding at the internatinal level f the credibility f lcal rganisatins and t share the best ways fr lcal and internatinal actrs t wrk tgether. The learning and best practices resulting frm this prject will be widely disseminated acrss the sectr fr replicatin, in rder t maximise impact and significantly imprve the delivery f humanitarian aid fr the peple it supprts.

Internatinal humanitarian actrs and dnrs recgnizing and supprting lcal rganisatins as credible, effective and critical actrs in preparing fr and respnding t disasters. Lcal rganisatins and the platfrms that represent them having a strng vice in internatinal humanitarian plicy debates. The 4 partner rganisatins supprted by Oxfam in Wajir and Turkana taking part in the prgramme are able t plan, respnd and deliver quality humanitarian wrk. Evidence f learning, training and mentring pprtunities frm the participating partner agencies, including senir leadership staff.
