1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE / TERMS OF REFERENCE Descriptin f the assignment: Natinal Cnsultant- GEF Prject Design Expert Prject title: Strengthening Institutinal Capacity fr Effective Implementatin f Ri Cnventins in Uganda Perid f assignment/services: 25 days spread ver 6 mnths frm 15 th April t End f Nvember 2016 Prpsal shuld be submitted thrugh the UNDP Jbs site n later than 8 th April 2016 Budget available fr this IC: (nly fr internal purpses, this detail must nt be published) BACKGROUND The United Natins Develpment Prgramme (UNDP), acting as an implementing agency f the Glbal Envirnment Facility (GEF), is prviding assistance t the Natinal Envirnment Management Authrity f Uganda in the preparatin f the GEF Medium Size Prject (MSP) Strengthening Institutinal Capacity fr Effective Implementatin f Ri Cnventins in Uganda. In accrdance with UNDP/GEF prcedures, UNDP is hiring a team f cnsultants t develp the MSP prpsal fr Strengthening Institutinal Capacity fr Effective Implementatin f Ri Cnventins in Uganda fr submissin t the GEF Secretariat fully cmpliant with the enfrced GEF rules and standards as part f the GEF Prject Preparatin Grant (PPG). The cnsultants will reprt t the Head f the Envirnment Unit at UNDP Uganda and wrk clsely with UNDP Bratislava Reginal Centre Reginal Technical Advisr. The purpse f the PPG is t fully design the activities, utputs, and utcmes f the Strengthening Institutinal Capacity fr Effective Implementatin f Ri Cnventins in Uganda medium size prject and t fully develp a full set f prject dcumentatin fr submissin t the GEF Secretariat and apprval. Nrmal rules fr develpment f medium-sized GEF prjects apply. Cpies f the GEF templates and guidelines can be fund at: The prject is cnsistent with Uganda's cmmitments n glbal envirnment management and plans n respnding t multilateral agreements, in particular the Ri Cnventins t which Uganda is a party. While Uganda has made sme prgress in implementing the Cnventins, there is weak crdinatin fr effective implementatin f Ri Cnventin prvisins. Uganda cmpleted its Natinal Capacity Self-Assessment (NCSA). This prpsed prject specifically repnds t the fllwing findings/recmmendatins frm the NCSA prcess: Glbal envirnmental actin plans are nt mainstreamed int natinal and reginal plicy planning; Envirnmental cnventins and integrated resurce management are nt addressed at reginal and lcal levels; Supprt t integrating the Ri Cnventin int the natinal natural resurce management legal framewrks is needed; There is a need fr a natinal sustainable develpment strategy.

2 In rder t respnd t the pririty capacity cnstraints fr natinal and glbal envirnmental management, this prject will strengthen Uganda s capacities t integrate Ri Cnventins issues int natinal, reginal and lcal decisin-making. The prject strategy is therefre threefld: Develping the plicy/institutinal framewrk fr implementing the Ri Cnventins; Building capacity in gvernment agencies t implement the Ri Cnventins thrugh their wrk prgrammes; Initiating the prcess t develp public awareness in supprt f implementing the Ri Cnventins. The prject will be implemented in line with the established Gvernment f Uganda and UNDP prcedures in Uganda. The Natinal Envirnment Management Authrity will take verall respnsibility fr implementatin f the prject, and fr the prject success. It will establish the necessary planning and management mechanisms t versee prject inputs, activities and utputs. The UNDP CO will supprt the Ministry as requested and as necessary. The PPG prcess will be used t further define the management, crdinatin and cnsultatin mechanisms. SCOPE OF WORK AND DELIVERABLES The principal respnsibility f the Natinal cnsultant is t supprt develpment f the MSP prject dcument fully cmpliant with the enfrced GEF rules and standards as an expert n capacity develpment and prject design, clsely cllabrating with the Lead Expert n institutinal, rganizatinal and public awareness capacities and UNDP n setting PPG implementatin strategy. Within the framewrk f this TR, the Natinal Cnsultant is expected t perfrm the fllwing tasks and duties: Supprt the Internatinal Cnsultant / Team Leader n setting PPG implementatin strategy; Finalize PPG wrk plan, TOR fr LCs, and design cnsultatin and validatin wrkshps. Supprt cmpletin f backgrund studies, ensuring they are apprpriate in scpe and prvide required analyses; Facilitate and guide cnsultatins t determine prject strategy, pririties, key partners, and key barriers t success; Prvide technical and prfessinal supprt t the Internatinal Cnsultant and Natinal stakehlders. Supprt develpment f the prject strategy; detailed budget, wrk plan and lgical framewrk, develp a replicatin strategy. Supprt finalizatin f the prject dcument and prvide significant input. Anther key rle f the prject develpment expert shuld be t lk fr ther key partners that the prject might partner with and seek c-financing frm, wrking clsely with the UNDP Cuntry Office and UNDP Bratislava Reginal Centre. Besides a desk review f the relevant dcuments the natinal cnsultant will supprt missins f the Internatinal Cnsultant t the cuntry, in full cllabratin with the UNDP Cuntry Office. The missins will include: Cnsultatins with key partners in Natinal Gvernment, respnsible fr envirnmental management as well as relevant sectral ministries; Facilitatin f prject validatin wrkshp. The respnsibility f the Natinal Cnsultant is t wrk n develpment and preparatin f a Medium Size Prject dcument fr submissin t GEF Secretariat.

3 Expected Outputs and Deliverables The key prducts t be delivered are as fllws:- 1. Detailed Assignment Wrk plan (within 1 weeks f start f the assignment). 2. Detailed PPG wrk plan and design f cnsultatin and validatin wrkshps (within 1 weeks f start f the assignment). 3. Draft UNDP Prject Dcument, Prject Results Framewrk, GEF Request fr CEO Endrsement (31 st f Octber 2016). 4. Final UNDP Prject Dcument, Prject Results Framewrk, GEF Request fr CEO Endrsement fully cmpliant with the enfrced GEF rules and standards (30 th f Nvember 2016). In additin, the incumbent will: Supprt cmpletin f backgrund studies, ensuring they are apprpriate in scpe and verall quality; Supprt the Internatinal Cnsultant / Lead Expert t prvide required analyses; Facilitate and guide cnsultatins t determine prject strategy, pririties, key partners, and key barriers t success. WORKING ARRANGEMENTS Institutinal Arrangement The principal respnsibility fr managing the cnsultant will lie with the Team Leader f Energy and Envirnment at UNDP Uganda and with the Reginal Technical Advisr at the UNDP Bratislava Reginal Centre. The finalized dcuments shall be submitted by 30 h f Nvember 2016 with the aim f getting the prject dcuments all apprved by the GEF Secretariat by the end f Jan 2017 hence by the end f the assignment. If any discrepancies have emerged between impressins and findings f the cnsultant and the afrementined parties, these shuld be explained in an annex attached t the final reprt. Duratin f the Wrk The ttal duratin f the cntract is 25 days spread ver 6 mnths frm 15 th April 2016 t end f Nvember Duty Statin Kampala REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic Qualificatins: Advanced University degree in the fields f envirnmental management, public administratin r relevant related fields. Experience: at least 5 years f relevant prfessinal experience Prven experience in develping/implementing similar prjects preferably in the regin Previus successful experience in develpment and apprval f the GEF prject dcuments Previus experience with UNDP is a great advantage Experience f wrk in the regin is an asset. Cmpetencies: Technical Wrk: Strng expertise in Envirnmental Management. Experience in develping institutinal arrangements fr multi-natinal prjects.

5 Familiarity with the Internatinal Cnventins addressing Climate Change, Desertificatin and Bidiversity Cnservatin. Experience in drafting prject prpsals. Ability t pick up new terminlgy and cncepts easily. Familiarity with GEF plicies, templates and requirements fr MSP. Partnerships: Maturity and cnfidence in dealing with senir members f natinal institutins. Displays cultural, gender, religin, race, natinality and age sensitivity and adaptability. Excellent written cmmunicatin skills, with analytic capacity and ability t synthesize relevant cllected data and findings fr the preparatin f quality analysis fr the prject prpsal. Excellent crdinatin skills and result riented cllabratin with clleagues especially fr this case the Internatinal Cnsultant/ Lead Expert. Results Prmtes the visin, missin, and strategic gals f UNDP. Builds strng relatinships with clients, fcuses n impact and result fr the client and respnds psitively t feedback. Gd team player wh has ability t maintain gd relatinships. Special skills requirements Excellent English writing skills are essential. PRICE PROPOSAL AND SCHEDULE OF PAYMENTS The cntract will be lump sum with single payment at the end f the cntract, upn successful delivery f the expected prduct frm this cnsultancy as cleared by the UNDP Uganda Cuntry Office. The Natinal Cnsultant shall receive payment in fur installments frm UNDP as fllws: 1. 25% upn preparatin and acceptance f the assignment wrk plan, PPG wrk plan, design f cnsultatin and validatin wrkshps; 2. 25% upn cmpletin f cnsultatin and validatin wrkshps in Kampala (fllwing the 2nd missin); 3. 35% upn preparatin and acceptance f the draft UNDP Prject Dcument, Prject Results Framewrk, GEF Request fr CEO Endrsement; 4. 15% upn clearance by Reginal Technical Advisr f the prject dcumentatin fully cmpliant with the enfrced GEF rules and standards and its submissin t GEF Secretariat which includes assistance t UNDP with respnse t any GEF Sec cmments. EVALUATION METHOD AND CRITERIA Individual cnsultants will be evaluated based n the fllwing methdlgy: 1. Cumulative analysis The award f the cntract shall be made t the individual cnsultant whse ffer has been evaluated and determined as: a) respnsive/cmpliant/acceptable, and

6 b) Having received the highest scre ut f a pre-determined set f weighted technical and financial criteria specific t the slicitatin. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates btaining a minimum f 49 pints wuld be cnsidered fr the Financial Evaluatin Technical Criteria Maximum 70 pints Criteria A: Relevance f Educatin Max 5 pints Criteria B: Special skills, Language, etc.- Max 5 Pints Criteria C: Prven experience in develping/ implementing similar prjects- preferably in the regin and in develpment and apprval f the PIF Max 30 pints Criteria D: Descriptin f apprach/methdlgy t assignment.
