1 27 June 2017 Call fr KIC prpsals Evaluatin Criteria Admissibility criteria Prir t evaluatin, prpsals will be examined fr cmpliance with the fllwing admissibility criteria: the prpsal must be submitted thrugh the electrnic prpsal submissin system; the prpsal must be submitted by the Call deadline; the prpsal must have cmpleted all mandatry parts. Eligibility criteria After the admissibility check, a prpsal will nly be cnsidered eligible if it cmplies with the fllwing eligibility cnditins: The prpsed KIC must cntain at least three independent partner rganisatins established in at least three different Member States; at least tw third f the partner rganisatins frming the prpsed KIC are established in Member States; the prpsed KIC includes at least ne higher educatin institutin and ne private cmpany; the prpsal must be submitted by a partnership cntaining a maximum f 50 partners; Only prpsals satisfying all f the eligibility criteria shall pass n t the evaluatin stage. Exclusin criteria Applicants will be excluded frm participatin in the Call and frm the award if they are in ne f the situatins referred t in Articles 106(1) and 107 f the EU Financial Regulatin 1. As evidence, the applicants will have t submit a declaratin f hnur n exclusin criteria and absence f cnflict f interest. Fllwing the designatin decisin, the winning cnsrtia will be requested t submit 1 Regulatin (EU, EURATOM) N 966/2012 f the Eurpean Parliament and f the Cuncil f 25 Octber 2012 n the financial rules applicable t the general budget f the Unin and repealing Cuncil Regulatin (EC, Euratm) N 1605/2002, as amended by Regulatin (EU, Euratm) N 647/2014 f the Eurpean Parliament and f the Cuncil f 15 May 2014 and by Regulatin (EU, Euratm) 2015/1929 f the Eurpean Parliament and f the Cuncil f 28 Octber

2 recently issued evidence (e.g. registratin and tax certificates, judicial recrds) in supprt f the declaratin f hnur, in accrdance with Article 141 f the Rules f Applicatin f the EU Financial Regulatin 2. Financial and peratinal capacity (selectin) criteria Only admissible and eligible prpsals will be evaluated against the financial and peratinal capacity criteria. Financial capacity criteria The rganisatin f the Partnership s Crdinatr (r Crdinatr f the KIC start-up phase) will be subject t the financial capacity assessment if (and when) the KIC has been designated and the Crdinatr is subject t a financial viability check. Financial capacity will be assessed n the basis f the financial viability check 3. At the prpsal submissin stage 4, the Crdinatr will be asked t cnfirm that he/she has carried ut a self-check f the financial capacity f the rganisatin thrugh the financial self-check tl 5 r has been cvered by a financial viability check fr an EU prject fr the last clsed financial year. If the Crdinatr s financial viability wuld be assessed as weak r insufficient : the Crdinatr will nrmally step dwn as Crdinatr but can participate in any ther rle; in this case, the cnsrtium must put frward a slutin, including the appintment f a new Crdinatr and reassignment f crdinatin tasks; the partnership s activities will be subject t additinal mnitring and reprting based n an actin plan; if n acceptable slutin r actin plan wuld be presented by the Crdinatr, the KIC designatin/start-up phase may be terminated and the designated KIC (partnership) cancelled. Fllwing the prvisins f the EU Financial Regulatin and Article 15(10) f the Hrizn 2020 Rules fr Participatin 6, public bdies, internatinal rganisatins, higher r secndary educatin establishments r legal entities, whse viability is guaranteed by a Member State r an assciated cuntry, will be exempted frm the financial capacity check. 2 Cmmissin Delegated Regulatin (EU) N 1268/2012 f 29 Octber 2012 n the rules f applicatin f Regulatin (EU, Euratm) N 966/2012 f the Eurpean Parliament and f the Cuncil n the financial rules applicable t the general budget f the Unin, as amended by Cmmissin Delegated Regulatin (EU) 2015/2462 f 30 Octber The rganisatin's financial viability will be assessed by checking that: it has sufficient liquidity it is able t cver its shrt-term cmmitments, it is financially autnmus, it is slvent - capable f cvering its medium and lng-term cmmitments, it is prfitable by generating prfits, r at least with self-financing capacity. 4 This cnfirmatin will be requested n the SEP system as part f the Prpsal Submissin Frms Regulatin (EU) N 1290/2013 f the Eurpean Parliament and f the Cuncil f 11 December 2013 laying dwn the rules fr participatin and disseminatin in Hrizn 2020 the Framewrk Prgramme fr Research and Innvatin ( ) and repealing Regulatin (EC) N 1906/2006 2

3 Operatinal capacity criteria 1) The Partnership s Crdinatr s familiarity with the Call s theme and experience f crdinating and/r participating in internatinal prjects related t the integratin f the three sides f the Knwledge Triangle, as well as familiarity with the Eurpean Unin s financial prcedures, is prven thrugh having: participated in at least ne prject with a ttal budget (allcated r crdinated) exceeding EUR 3 millin; crdinated at least ne prject with at least tw ther partners (three in ttal) frm at least three different Eurpean cuntries and frm at least tw sides f the Knwledge Triangle; participated in at least ne prject financed by EU funds. The Crdinatr shuld prvide references fr at least tw prjects as evidence f his/her peratinal capacity (ne prject may meet several f the abve criteria). The prjects shuld have been successfully cmpleted, the final implementatin date f the prjects shuld nt be earlier than 31 December 2012, and the minimum budget f the prjects shuld be higher than EUR t make the reference eligible. All reference prjects shuld be related t the relevant thematic area. 2) The capability and necessary experience f the key members f the Interim Management Team, namely the CEO (Chief Executive Officer), COO (Chief Operatinal Officer), is evidenced thrugh them having: at least 7 years wrk experience relevant t the psitin (tasks in the Interim Management f a KIC); fr the CEO, 7 years and fr the COO, 5 years experience in the Call s thematic field; at least 3 years wrk experience in an internatinal envirnment (including implementatin f internatinal prjects). Detailed curriculum vitae in the Eurpass frmat 7 cvering relevant prfessinal qualificatins and experience shall be attached t the Crdinatr s Mtivatin and Cmmitment Declaratin. Only prpsals that pass the peratinal capacity verificatin will be evaluated by the external experts

[15 pints max] [0-5 pints; weighting: 3] 1.3 SYNERGIES Demnstrate value added and readiness t establish cncrete synergies and cmplementarities, psitining f the KIC vis-à-vis ther relevant public, private and third sectr initiatives at EU and ther levels. [10 pints max] The quality f the KIC leadership team prfiles (management and gvernance teams); effectiveness f the peratinal structure including selectin and cnnectivity f clcatin centres and demnstratin hw the Knwledge Triangle Integratin apprach will be implemented n the peratinal level [10 pints max] [0-5 pints; weighting: 2] 2.2 KIC BUSINESS MODEL AND FINANCIAL PLAN Feasibility f the KIC s business mdel and financial plan (including EIT and nn-eit resurces) fr attracting financial resurces and achieving financial sustainability in the lngterm; a plan fr the management and explitatin f intellectual prperty supprting the KIC s business mdel. [10 pints max] [0-5 pints; weighting: 2] Planned pan-eurpean impact n the scietal challenge, human capital, jb creatin, ecnmic grwth demnstrated by the strategy; quality and relevance f the utreach (in particular EIT Reginal Innvatin Scheme); relevance and feasibility f the expected utcmes, utputs and Key Perfrmance Indicatrs (KPIs) included in a KIC Screbard and their cntributin t the EIT Screbard. [30 pints max] [0-5 pints; weighting: 6] 3.2 DISSEMINATION OF RESULTS AND COMMUNICATION Disseminatin plans fr KIC results, including sharing gd practices within, between and beynd the KICs, acrss EU Member States, regins and institutins t ensure a widening f the reach f the EIT and increase f its impact; quality and relevance f the KIC cmmunicatin strategy including the cntributin t building the EIT brand identity; [10 pints max] [0-5 pints; weighting: 2] [0-5 pints; weighting: 2] 4

5 Hearings and designatin f the KICs The EIT GB will hld hearings with representatives f KIC prpsals reaching r exceeding the threshld f 70% f pints at the Panel f Experts evaluatin stage. At the evaluatin stage f the Gverning Bard Hearing, the verall strategic ratinality and cnsistency f the KIC mdel presented in the prpsal will be assessed. This will be dne by evaluating the prpsals frm a hlistic perspective against the three main criteria: Strategy, Operatins and Impact. In particular, the fllwing aspects that are key t the effective implementatin f the KIC mdel will be assessed: Strategy - adaptability and suitability f the KIC mdel fr the prpsed strategic apprach by the applicant and ptential cntributin t the EIT s strategic bjectives; Operatins feasibility f the prpsed KIC peratinal mdel and its financial sustainability, taking int accunt lessns learnt frm current KICs, suitability f the interim management team; Impact cnsistency f the applicant s KIC mdel, its ptential and feasibility t achieve a significant and sustainable systemic impact in line with the EIT s verall bjectives; Each criterin will be scred with a ttal f 10 pints [0-5 pints; weighting: 2] by the Gverning Bard, therefre the maximum scre that can be btained in the hearing is 30 pints. The Gverning Bard s scre will be calculated as the average f the individual scres f the Gverning Bard members. The sum f the pints frm the Gverning Bard Hearing will be added t the pints btained at the technical evaluatin stage (Panel f Experts stage). The prpsal receiving the highest number f pints ut f the maximum f 130 pints can be designated by the EIT Gverning Bard. The EIT GB can designate ne KIC per thematic area and may establish a reserve list with ne KIC per thematic area. 5
