BACKGROUND INFORMATION ON THE PROJECT AND ASSIGNMENT Within the verall framewrk f the UNESCO-IOC Prgrammme and Budget , in particular ER 6 f MPII MLA3 and in particular GLO IW:Learn 4 - Internatinal Waters: Learning Exchange and Resurce Netwrk (IW:LEARN), the cnsultant will pursue activities cnsistent with their rle in the gverning prject dcument. The GEF Internatinal Waters: Learning Exchange and Resurces Netwrk (GEF IW:LEARN) s latest phase cmmenced in 2016, with the endrsement f a furth phase f the prject (IW:LEARN4). IW:LEARN4 will be implemented frm March 2016 until apprximately March The prject is based n the utcmes f a three successful full-sized prjects (as well as a single Cmpnent f ne prject) perating frm 2000 t 2014, as well as recmmendatins frm the Glbal Envirnment Facility (GEF) Agencies and their partners engaged in Internatinal Waters prjects. Multiple critical and independent evaluatins als infrm the prject. This latest phase scales up successful IW:LEARN initiatives and services. The prject represents a cperative effrt between the UN Develpment Prgramme and UN Envirnment Prgramme, but with the invlvement f all GEF Agencies. The Glbal Envirnment Facility (GEF) is a glbal partnership amng 183 cuntries, internatinal institutins, nn-gvernmental rganizatins (NGOs), and the private sectr t address glbal envirnmental issues while supprting natinal sustainable develpment initiatives. It prvides grants fr prjects related t six fcal areas: bidiversity, climate change, internatinal waters, land degradatin, the zne layer, and persistent rganic pllutants. The GEF internatinal waters fcal area targets transbundary water systems, such as river basins with water flwing frm ne cuntry t anther, grundwater resurces shared by several cuntries, r marine ecsystems bunded by mre than ne natin. 1

2 In pursuit f its glbal and reginal bjectives, IW:LEARN seeks t strengthen knwledge management capacity and prmte scale-up learning f disseminated experiences, tls and methdlgies fr transbundary water management - acrss and beynd the GEF IW prtfli, tgether with a glbal netwrk f partners - in rder t imprve the effectiveness f GEF IW and partner prjects t deliver tangible results and scaled-up investments.. The prject will achieve this thrugh the fllwing 3 cmpnents: Cmpnent 1: Supprt the Harvesting, Standardizatin, Disseminatin and Replicatin f Prtfli & Partner Results, Data and Experience Cmpnent 2: Share Knwledge and Results Acrss Prjects and Partners (Thrugh Dialgue Prcesses and Face-t-Face Capacity Building) t Advance Transbundary Water Management Cmpnent 3: Expand Glbal Freshwater Cmmunities f Practice t Advance Cnjunctive Management f Surface and Grundwaters, & Surce-t-Sea linkages with Marine waters and Partner with New Enterprises n Initiatives t Better Manage Internatinal Waters Cmpnent 4: Launch Prgrammatic Tls t Imprve Prtfli Perfrmance and Sustain Prject Interventins Mre infrmatin abut GEF IW:LEARN is available at Further backgrund n the activity described can be btained frm the IW:LEARN Prject Dcument. Mre than 30 Strategic Actin Prgrammes have been adpted by cuntries at ministerial-level since the start f the GEF Internatinal Waters Prgramme, and during the current GEF replenishment (GEF6) at least 12 SAP implementatin Prjects will be executed. T date there has been little investigatin f hw well the gvernance measures and ther actins prpsed in SAPs have actually wrked. Gd SAP implementatin practices need t be shared and scaled up fr greater impact in the IW prtfli. Where apprpriate, links will be made t State f the Envirnment Reprts t assist with SAP implementatin mnitring f status indicatrs. Activity 4.2 aims t imprve the quality f IW SAPs by creating guidance t help ensure that they are fcused n actins that can realistically be implemented. This will fcus initially with a review f the effectiveness f existing SAPs, assessing bth their implementatin readiness and their use f activities frm the cmmunity t reginal levels t achieve the management actins within the SAP. The guidance will cnsider gd practices with regard t the SAPs that have been mre clearly mainstreamed at the lcal, natinal and reginal levels, frm bth GEF (IW and ther Fcal Areas) and partners activities. The activity will als take nte f the rle f NAPs in SAP implementatin with a survey f NAP implementatin and effectiveness. The activity will capture gd practices in SAP implementatin based n a review f fllw-up f prvisins in existing SAPs and NAPs (what elements have been implemented effectively, and what has nt) as well as review f SAP implementatin status reprts/equivalent. This activity will imprve and strengthen the TDA/SAP methdlgy (manuals.iwlearn.net/tdasap) and prvide recmmendatins fr imprvement in incrprating and mainstreaming crss-sectral, participatry, integrated, ecsystem-based appraches. The activity will als imprve the existing methdlgy in a number f ways. Results will be used frm the Transbundary Waters Assessment Prgram (TWAP) recmmendatins (geftwap.rg), including specific guidance n ecsystem-specific cnsideratins in the prcess. Mrever the wrk f TWAP, as well as related prcesses and meetings with regard t the develpment f enhanced indicatrs sets fr measuring prgress in SAP 2

3 implementatin and the SDG targets (particularly fr decisin-makers and cmmunities) will be incrprated. Gender mainstreaming will als be addressed in the cntext f the TDA-SAP methdlgy (wrking with partner leads WWF-US and UNESCO-WWAP). Prjects such as Partnership Interventins fr the Implementatin f the Strategic Actin Prgramme fr Lake Tanganyika, fr example, have explicitly addressed the need fr implementing principles f Gender Equity, recgnizing the rles f bth wmen and men in envirnmental management. Implementatin f the Principle f Gender Equity in activities f this prject was particularly strng in Zambia and Tanzania. Als critically, the sub-cmpnent will link als clsely t the wrks undertaken in 4.1 n ecnmic valuatin (wrking with partner lead UNIDO), and specifically incrprate specific guidance and tlbxes arising frm Activity n hw t incrprate ecnmic valuatin int the TDA-SAP methdlgy. The activity has the fllwing specific bjectives: Imprve SAP frmulatin and implementatin (and thus prtfli perfrmance) by supprting the mainstreaming f imprved guidance and analysis f gd practices in SAPs Address a gap in understanding f hw well gvernance measures have been changed in the cntext pririty actins endrsed in the existing thirty-dd Strategic Actin Prgrammes The Cnsultant will lead and manage the implementatin f the activities based n the UNDP Prject Dcument, with specific activities and deadlines as summarized in the next sectin. Key deliverables fr the Partner include: Activity #1: Prduce a review f existing SAPs Activity #2: Prduce a guidance n Gd Practices with SAP implementatin The review f existing SAPs, taking accunt f cmmunity and ther lcal level actins, SAP readiness fr implementatin, etc. and the draft guidance n SAP implementatin will be presented at IWCs and reginal wrkshps as apprpriate. This will engage the wider IW prtfli in bth the identificatin f apprpriate actins and as a means f disseminating the gd practices adpted utside IW (especially with regards t mre lcal invlvement). It is expected that activities in this activity will supprt the cmpnent utcme by increasing capacity f beneficiary gvernments, intergvernmental bdies and GEF prjects t implement agreed actins identified in existing Strategic Actin Prgrams, thrugh disseminating the prpsed guidance and knwledge n hw they are best implemented. The PCU will wrk with partners, n the activity and supervise cnsultant(s) t prduce the guidance The GEF apprved targets fr the verall sub-cmpnent include (but d nt apply nly t the Cnsultant): 100% new SAP prjects fllw the guidance prepared by IWL n enhancing implementatin f SAPs 2. DESCRIPTION OF REQUIRED ACTIVITIES The Cnsultant will lead and manage the implementatin f the activities based n the UNDP Prject Dcument, with specific activities and deadlines as summarized in the next sectin. Key tasks fr the Partner ver the perid frm signature thrugh 31 December 2017 include: Activity A: Prduce a review f existing SAP implementatin gd practices 3

4 UNDP has hired a cnsultant t undertake a review f Strategic Actin Prgrammes develped, endrsed and implemented in the large marine ecsystem water bdies. The Cnsultant will wrk clsely with this UNDP cnsultant t supprt their wrk, as well as t extract relevant infrmatin regarding marineecsystem-based SAPs fr this Cnsultancy s final prduct. The TDA-SAP Methdlgy cvers all water bdies and s shall the guidance. #1. The Cnsultant will prduce a cmprehensive retrspective analysis f existing freshwater SAPs. This will still include examining and categrizing the rughly thirty apprved SAP s in the GEF internatinal waters fcal area f bth freshwater and marine water bdies. The Cnsultant will reference existing wrk dne under the afre-mentined UNDP cnsultancy. The Cnsultant will examine each SAP, cnsidering the fllwing elements: Cllectively rank cmmn typlgies f SAP actins (plicy, legal, institutinal refrms, investments). Determine hw many cuntries signed/endrsed/ratified the SAP? Which cuntries enacted specific plicy changes in accrdance with the SAP? Were they apprved in the cntext f a Natinal Actin Prgramme? Was that linked t the reginal SAP in any way? Are thse natinal plicy changes effective and enfrced? If yes, what were the success factrs behind their apprval and enfrcement? Were the plicy changes linked t brader changes in envirnmental plicy? Was there any link t agreements in ther fcal areas (such as land degradatin, bidiversity, climate change r chemicals? Was that a reasn fr their success? Were any cmmunity r municipal level actins cntained in the SAP r were any apprved? If nt prescribed in the SAP, what actins tk place at the cmmunity r municipal level in cnjunctin with natinal r reginal gvernance prcesses launched by the SAP? What cmmunity-based management mdels culd be recmmended? The first utput will cnsist f tw dcuments: first, a guidance dcument, cntaining lessns learned and gd practices frm the implementatin f present SAPs (bth successful and unsuccessful cases). The dcument shuld help identify best practice in SAP implementatin vis a vis effective delivery f gvernance refrms and investments cmmitted t under SAPs. The secnd dcument will be a specific set f recmmendatins n the success (and als ptential pitfalls elements f develping apprvable and sustainably implementing SAPs (and assciated natinal plans), with an eye t what future prjects might cnsider when facilitating negtiatins n these dcuments. Activity B: Imprvement and revisin f the existing TDA-SAP Methdlgy #1. The Cnsultant will review utputs f the GEF-UNEP prject Transbundary Waters Assessment Prgramme, fr any specific guidance n ecsystem-specific recmmendatins t be incrprated int the Methdlgy. Mrever the wrk f TWAP, the wrk f UNEP-DHI and WWF n indicatr sets, as well as related prcesses and meetings with regard t the develpment f enhanced indicatrs sets fr measuring prgress in SAP implementatin, especially vis-à-vis the SDGs (particularly fr decisin-makers and cmmunities) will be incrprated int the revised methdlgy. #2. The Cnsultant will arrange dialgues and wrk with UNIDO and its designated cnsultants t incrprate int the methdlgy, specific recmmendatins and methdlgical steps 4

5 incrprating the valuatin f ecsystem services as a critical step in the TDA-SAP Prcess. The Cnsultant will wrk with UNIDO t extract specific language frm the methdlgy develped as part f IW:LEARN Activity 4.1 #3: The Cnsultant will arrange dialgue and wrk with UNESCO-WWAP and WWF-US t incrprate int the methdlgy, specific recmmendatins and methdlgical steps t address the mainstreaming f gender cnsideratins as part f the develpment and implementatin f SAPs. #4: The cnsultant will liase with the GEF Secretariat and individual agency representatives in the GEF Internatinal Waters Task Frce t further identify gaps in the current methdlgy. The Cnsultant will make specific recmmendatins t the PCU and IWTF fr revisins, which will be endrsed by the IWTF and then prduced by the Cnsultant. 3. SUMMARY OF ACTIVITIES, DEADLINES, PAYMENTS, MONITORING AND PROGRESS CONTROL The schedule f activities and payments is as fllws: N. IMPLEMENTATION AND WORK ARRANGEMENTS Time-frame The IW:LEARN prject will fficially perate until March It is expected that this assignment will last abut six mnths. Wrk place Wrks taking place under this TR will be executed frm the Cnsultant s lcatin, as well as n fficial missins. The Cnsultant will make its wn travel arrangements unless therwise agreed in advance by the PCU n behalf f UNESCO-IOC. Crdinatin arrangements The GEF IW:LEARN PCU will assume the verall supervisin and crdinatin rle. Fr purpses f prgrammatic guidance and executin f activities, the Cnsultant will crdinate with the IW:LEARN Prject Manager and als the UNDP Reginal Technical Advisr (Supervisr) f the Prject. The Cnsultant will reprt n financial matters t UNESCO-IOC. The PCU may als prvide directin frm IW:LEARN s Steering Cmmittee (SC) t the Cnsultant and, as needed, slicit prgress reprts, mnitring and evaluatin data, etc., frm the Cnsultant in rder t keep the SC appraised f all prject activities. UNDP and/r UNESCO-IOC shall be cnsidered as the legal representative f the IW:LEARN prject. At n pint shuld the Cnsultant make representatins r act n behalf f UNDP, 5

6 UNESCO-IOC r the IW:LEARN prject withut crdinatin with the UNDP Reginal Technical Advisr and/r the IW:LEARN PCU. Skills and Experience Required Advanced degree in envirnmental, natural r scial sciences, internatinal relatins, ecnmics, develpment studies r related fields, r equivalent demnstrated Prject Manager experience; At least five years demnstrated glbal prject management experience (with at least ne year f demnstrated senir management f a GEF Internatinal Waters prject) and familiarity with the transbundary waters regins and assciated issues; internatinal experience with GEF IW prject develpment; Experience with the develpment f TDA/SAP s fr GEF IW prjects and verall knwledge f the TDA/SAP prcess, IWRM, etc. Strng analytical, reprting and writing abilities and experience with researching and writing n internatinal envirnment and/r internatinal develpment issues; Gd rganizatinal skills and demnstrated ability t rganize and facilitate training wrkshps; Als desirable is demnstrated experience with the develpment f training curses and the training f wrking prfessinals Excellent ability t wrk and write in English and prficiency in at least ne ther UN language (Arabic, Chinese, French, Spanish r Russian) is an asset. Demnstrated ability t cmmunicate effectively and reliably cntribute t a gegraphically distributed wrk envirnment (via phne and ), including accuntability t remtely lcated manager(s) Teamwrk Strng inter-persnnel skills and ability t establish and maintain effective partnerships and wrking relatins in a multi-cultural envirnment with sensitivity and respect fr diversity Experience with researching and writing n internatinal envirnment and/r internatinal develpment issues. Als Desired: Familiarity with transbundary waters regins and assciated issues. Familiarity with r, ideally, wrk experience in GEF Internatinal Waters recipient cuntries and/r with dnrs r related NGOs; Prficiency in at least ne ther UN language (Arabic, Chinese, French, Spanish r Russian). 5.
