Backgrund 1. The Cnference f the Parties (COP), at its nineteenth sessin, established 1 : (a) The Warsaw Internatinal Mechanism fr Lss and Damage assciated with Climate Change Impacts in rder t address lss and damage assciated with the impacts f climate change, including extreme events and slw nset events, in develping cuntries that are particularly vulnerable t the adverse effects f climate change; (b) The Executive Cmmittee f the Warsaw Internatinal Mechanism (hereinafter referred t as the Executive Cmmittee), t guide the implementatin f functins f the Warsaw Internatinal Mechanism. 2. The COP, at its twentieth sessin, decided that the Executive Cmmittee may establish expert grups, subcmmittees, panels, thematic advisry grups r task fcused ad hc wrking grups (hereinafter referred t as expert grups) t help execute the wrk f the Executive Cmmittee in guiding the implementatin f the Warsaw Internatinal Mechanism, as apprpriate, in an advisry rle, and that reprt t the Executive Cmmittee. 3. The COP, at its twenty third sessin, welcmed the reprt 2 f the Executive Cmmittee, which cntains, inter alia, the five year rlling wrkplan f the Executive Cmmittee. 4. The fllwing activities cncern the establishment f expert grups in the current five year rlling wrkplan: a) Activity 2 f Strategic wrkstream (a): enhanced cperatin and facilitatin in relatin t slw nset events Establish a technical expert grup/panel t imprve the knwledge base n and develp recmmendatins fr appraches t addressing slw nset events, with a view t cnverting this knwledge base int prducts that supprt effrts at the reginal and natinal levels; b) Activity 1 f Strategic wrkstream (b): enhanced cperatin and facilitatin in relatin t nnecnmic lsses Establish an expert grup t develp inputs and recmmendatins t enhance data n and knwledge f reducing the risk f and addressing nn ecnmic lsses, including hw t factr these int the planning and elabratin f measures t address lss and damage assciated with the adverse effects f climate change; c) Activity 1 f Strategic wrkstream (c): enhanced cperatin and facilitatin in relatin t cmprehensive risk management appraches (including assessment, reductin, transfer and retentin) t address and build lng term resilience f cuntries, vulnerable ppulatins and cmmunities t lss and damage, including in relatin t extreme and slw nset events, inter alia, thrugh: emergency preparedness, including early warning systems; measures t enhance recvery and rehabilitatin and build back/frward better; scial prtectin instruments, including scial safety nets; and transfrmatinal appraches Establish a technical expert grup t enhance knwledge and understanding f cmprehensive risk management appraches, 1 Decisin 2/CP FCCC/SB/2017/1/Add.1, annex.

2 II. Mandate including issues related t finance, data, technlgy, regulatry envirnments and capacitybuilding. 5. The verarching mandate f expert grups under the Executive Cmmittee, in accrdance with decisin 2/CP.20, paragraph 8, is t help execute the wrk f the Executive Cmmittee in guiding the implementatin f the Warsaw Internatinal Mechanism, as apprpriate, in an advisry rle, and t reprt t the Executive Cmmittee. III. Scpe f wrk 6. The scpe f wrk f the expert grups cmprises thse activities cntained in the five year rlling wrkplan f the Executive Cmmittee (see para. 3 abve) that refer t the respective expert grups (see annex I). 7. Each expert grup will, at its first meeting, develp a plan f actin, taking int accunt the mandate, tasks, expected results and/r pssible appraches, as apprpriate, defined in the respective activities f the five year rlling wrkplan. The plan f actin will include specific bjectives, indicative time frames and assciated actins and deliverables, subject t apprval and, as apprpriate, will be reviewed by the Executive Cmmittee prir t its implementatin. IV. Size and cmpsitin f expert grups 8. Each expert grup shuld cnsist f: a) Balanced representatin f Annex I 3 and nn Annex I 4 members f the Executive Cmmittee; b) Technical experts wh reflect reginal diversity and wh have relevant areas f expertise, taking int cnsideratin, as apprpriate, the need fr transdisciplinary expertise; c) Representatives f relevant cnstituted bdies under the Cnventin. 9. The ttal number f individuals described in paragraph 8(a) abve will nt exceed fur at any time. Fr engagement in a single activity, the ttal number f individuals described in paragraph 8(b) and (c) abve will nt exceed Fr each activity f the current five year rlling wrkplan f the Executive Cmmittee fr which the wrk f the expert grups is envisined, the Executive Cmmittee members f the respective expert grup, with assistance frm the secretariat, will recmmend technical experts, as referred t in paragraph 8(b) abve, frm the Warsaw Internatinal Mechanism rster f experts 5 fr apprval by the C Chairs f the Executive Cmmittee, and will request the C Chairs t liaise with the relevant cnstituted bdies referred t in paragraph 8(c) abve. 11. The Executive Cmmittee, at the request f an expert grup, can invite additinal technical experts, including frm the Warsaw Internatinal Mechanism rster f experts, as apprpriate and as needed, t serve as ad hc members f the expert grup. 3 Annex I refers t Annex I Parties t the Cnventin. 4 Nn Annex I refers t nn Annex I Parties t the Cnventin. 5 The rster (see annex II) will include, inter alia, representatives f: UNFCCC nn gvernmental rganizatin cnstituency grups; intergvernmental rganizatins that have been admitted by the COP t the UNFCCC prcess; natinal r reginal research institutins and universities; multilateral financial institutins; bilateral channels and/r the private sectr; and any ther institutin agreed fr inclusin by the Executive Cmmittee.

3 V. Mde f wrk f expert grups 12. The mde f wrk f the expert grups will cmprise: a) Electrnic means/mdalities; fr example, , vide cnferencing and telephne (the primary mdality); b) In persn meetings, as deemed necessary. Such meetings shuld be held back t back with r in parallel t Executive Cmmittee meetings, sessins f the subsidiary bdies r relevant external events, as far as pssible, with a view t maximizing verall efficiency and effectiveness. Supprt fr the participatin f Executive Cmmittee members eligible fr supprt applies nly t in persn meetings that the Executive Cmmittee has apprved in advance. 13. Expert grups will be c facilitated by tw Excm members. 14. Expert grups may chse leads r c leads fr undertaking each activity, as apprpriate. 15. Members f expert grups wh are nt Excm members may nt act as representatives f the Executive Cmmittee. VI. Required qualificatins and expertise f technical experts 16. The selectin f technical experts will take int accunt the need fr reginal balance and be based n the fllwing requirements: 6 a) Demnstrable and internatinally r reginally recgnized expertise; b) Practical internatinal, reginal r natinal experience in issues related t addressing the adverse effects f climate change, preferably at a range f different levels. VII. Reprting f expert grups 17. Expert grups will reprt thrugh their c facilitatrs t the Executive Cmmittee, n a regular basis, at the meetings f the Executive Cmmittee and by written reprts, as apprpriate. 18. The written reprts f expert grups t the Executive Cmmittee shuld, t the extent pssible, include detailed infrmatin n the wrk undertaken. 19. Prgress in the wrk f expert grups will be captured in the reprt f the Executive Cmmittee. VIII. Time frame (the grup, and the membership) 19. The term f wrk f the expert grups will be bund by the mandate and scpe highlighted in sectins II and III abve, respectively, and the five year rlling wrkplan f the Executive Cmmittee. The term f engagement f individual experts will be guided by the activities fr which the experts are nminated. 6 The Executive Cmmittee encurages expert grups t select experts with diverse experience and knwledge relevant t lss and damage assciated with climate change impacts, taking int accunt the gal f gender balance pursuant t decisin 23/CP.18.
