Bx Ynge Eglintn Trnt, ON M4P 3C8 Canada Tel: (+1) Request fr Prpsal fr a Cnsultant The Egmnt Grup Secretariat is requesting prpsals frm suitably qualified, prfessinal, Cnsultants wh will assist in the set-up f the planned Egmnt Centre f FIU Excellence and Leadership (ECOFEL). Further details n the scpe f wrk are prvided in sectins 5 and 6 f this dcument. Prpsals shuld cntain infrmatin n the prpsed apprach t prviding needed supprt services, the scpe f wrk, qualificatins and years f experience in prviding the required services and desired fee fr such services. 1.0 Backgrund: The Egmnt Grup and the Egmnt Grup Secretariat The Egmnt Grup f Financial Intelligence Units (FIUs) is an internatinal rganizatin f FIUs. The Egmnt Grup Secretariat is based in Trnt, Canada and prvides strategic, administrative and ther supprt t the verall activities f the Egmnt Grup, the Egmnt Cmmittee and the Wrking Grups. Fr mre infrmatin n the Egmnt Grup and Egmnt Grup Secretariat see Intrductin At the May 2016 Anti-Crruptin Summit, the UK Gvernment annunced its recgnitin f the key rle f the Egmnt Grup f FIUs in Anti-Mney Laundering and welcmed the Egmnt Grup s cnsideratin f establishing ECOFEL. The UK Gvernment als annunced that it is prepared t prvide fr substantial seed funding frm the UK Department fr Internatinal Develpment (DfID). Other dnrs will be invited t jin the initiative with a view t insure sustainability and a brad mandate reflecting FIUs verall respnsibilities. Financial Intelligence Units (FIUs) play a crucial rle in cmbatting crime in general, specifically mney laundering and terrrist financing, and with that cmbatting crruptin mre specifically. FIUs d nt receive and analyse suspicius activity reprts in a sil, in rder t perfrm their analyses they have access t a very brad range f financial, administrative and law enfrcement infrmatin and they wrk in a netwrk that cnsists f many entities, the natinal Anti Mney Laundering (AML) set-up, including the private sectr. 1

2 Once established, ECOFEL will assist FIUs t psitin themselves t ensure they can meet the requirements that cme with the pivtal rle they have t play, dmestically and internatinally, by: - Supprting FIUs in cuntries affected by crime, including crruptin, and the laundering f the prceeds f crime, t lead their cuntries effrts t end impunity - Supprting FIUs t Identify the risks and vulnerabilities and t drive the agenda in their cuntry t mitigate these risks - Equipping these FIUs with a set f tls that enable them t better detect prceeds f crime and crruptin and t better cllabrate dmestically and internatinally - Supprting FIUs t be practive in identifying ffenders and prvide this intelligence t cmpetent agencies fr fllw up A prject team t establish ECOFEL had been created. The prject team will present the final prpsals t the Heads f FIU at the July 2017 Egmnt Plenary fr apprval, with the aim t have ECOFEL peratinal by 1 January Prject Team Structure 3.1 Chair TATWG The Chair f the Technical Assistance and Training Wrking Grup (TATWG) is the Egmnt strategic lead n ECOFEL/TAT and will reprt t the Egmnt Cmmittee (EC) and the Heads f FIUs Steering Cmmittee The ECOFEL prject has a steering grup cmpsed f the Chair TATWG (as Prject Spnsr), prject leader, leaders f the wrk streams, Executive Secretary f the Egmnt Grup (ES), and UK DfID representative. The steering grup will meet quarterly, ideally thrugh vide cnferences. A cnsultant, supprting the prject leader, will be an bserver t this grup, starting in the SC meeting in April at the latest. The steering cmmittee will perate nly fr the duratin f this prject and will disslve upn the delivery phase f ECOFEL (which is anticipated by 1 January 2018).The steering cmmittee will have a strategic and guiding rle, enabling the Chair TATWG t advise the EC f prgress and seek EC/Heads f FIUs engagement n the activities f the prject. The steering cmmittee will frm Octber 2016 lead the develpment f ECOFEL measures f success simultaneusly with the three wrk streams Prject leader The prject is led by a senir FIU expert frm a member FIU, als a Vice Chair f the TATWG. The Steering Cmmittee will be supprted by an external cnsultant whse expertise is envisaged t assist the planning f ECOFEL. The rle f the prject leader and supprting cnsultant is firstly, t ensure the activities f the wrk streams is cmmunicated internally and n-time and secndly, t prvide expert guidance/advice n cmmunicatin t a larger audience. 2

Hw can supprt n leadership be achieved beynd frmal prvisin f learning? Hw can ECOFEL assist FIUs t strengthen their autnmy? peratinal practice Hw can ECOFEL assist FIUs t better assess risks and vulnerabilities (in particular thse related t crruptin)? Hw can ECOFEL assist FIUs t better detect prceeds f crime and better cllabrate dmestically and internatinally (in particular thse related t crruptin)? What are the current Egmnt training and TA prducts and hw can they be integrated int ECOFEL? Hw can we put AC cmpnent int the current Egmnt training and TA prducts? Wrk stream 2 (Organisatin/Gvernance) This wrk stream will prpse the future rganizatinal structure f ECOFEL (pssibly as ptins with different scenaris), including financial and gvernance aspects. Pririty shuld be given t a slutin that ensures ECOFEL s autnmy (as requested by the dnrs) and still benefit frm an integratin int EG s structure. This wrk includes: - Organizatin Hw is ECOFEL integrated int EG, while maintaining its autnmy and attachment t TATWG? Where is ECOFEL lcated (central lcatin; r decentralised structure reginal ffices) What are the management and cst implicatins f bth ptins? - Persnnel management Hw is the staff cmpsed, and what are their respnsibilities (number f staff will als be determined by funding available and the develpment and delivery required; permanent staff?) may be very limited as ECOFEL can wrk as flexible as pssible hiring temprary staff - Gvernance Hw can the autnmy f ECOFEL be assured, in line with EG gvernance rules (and hw the latter may have t be updated)? In particular, what shuld be the perating rules fr receiving dnr funds? Shuld ECOFEL accept tightly ear-marked (re either purpse r recipients) funding r nly accept nn-earmarked funds against a clear wrk plan f prvisin? Or be willing t accept bth frms? Hw and when des the Directr f ECOFEL reprt t the Chair TATWG (fr cntent related matters) and t the ES (fr administrative matters)? Financial and administrative prcedures, including reprting t HFIU and dnr(s) Wrk stream 3 (Partnerships - External) This wrk stream will prpse the way hw ECOFEL will cllabrate with external stakehlders such as Observers, Partners and Dnrs. It will develp prpsals hw ECOFEL: - crdinates its wrk with dnrs wh prvide funding (eg DfID) - crdinates its wrk with stakehlders that prvide assistance t FIUs (e.g. TREIN, IMF, Wrld Bank, OSCE, UNODC, Cuncil f Eurpe, Cmmnwealth, individual FIUs) - crdinates its wrk with stakehlders that prvide T&TA in the area f Anti- Crruptin (e.g. UNODC, IAACA, ICAR, etc) - liaises with the private sectr (e.g. Wlfsberg) - reaches ut t ther ptential dnrs (e.g. US State Department, SECO/DDC, SIDA, CIDA etc) t assure sustainable funding and bradening the dnr base - maintain a regular strategic review mment with partners and dnrs (eg annual gvernance meeting?) 4

The Cnsultant is expected t develp the cmmunicatin strategy t effectively reach ut t all stakehlders Egmnt Grup Members FIUs, Cmmittee members, Observers and Other External Stakehlders. 6.0 Scpe f Wrk The cnsultant wh is asked t supprt the wrk f wrk stream 2 (Gvernance and financial aspects) shall be invlved in the wrk f the ECOFEL setup prject frm April 20 until end f May). He/she is expected t supprt the Prject team in bringing frward a prpsal that is cmprehensive, cherent and precise as far as the prcedures that are prpsed t the Heads with regards t the gvernance, respnsibilities and financial arrangements that have t be in place in rder t be able t have an ECOFEL that can wrk in an autnmus way in rder t achieve the results that will be defined fr ECOFEL in the setup prject, but still embedded in the regular structures f the Egmnt Grup f FIUs. Als this prpsal cntains 5

6 the prpsed changes t the Charter f the Egmnt Grup f FIUs if needed in rder t establish the ECOFEL in the Egmnt Grup f FIUs. The cnsultant shuld be able t understand and wrk with the Egmnt dcuments and prcedures as well as be a creative, result riented persn wh is capable f identifying mre than ne slutin nce a challenge is psed. He/she must have experience as a cnsultant with cmparable prjects. The cnsultant that is asked t supprt the Prject Team fr ne day a week frm January 2017 until December The cnsultant is expected t cme frward with a cmprehensive, cherent and appealing cmmunicatin strategy that enables the Prject Lead t cmmunicate in a timely and tailr made way, as well as prpsals fr cmmunicatin, bth cntent wise as means f cmmunicatin. This implies that cmmunicatin must be shaped in a way that it allws the Prject Lead t send the apprpriate message t every targeted grup, being Heads f FIUs, nn Egmnt FIUs, Egmnt members, partner rganizatins, pssible dnrs, etc. The cnsultant shuld have gd knwledge f the AML/CFT envirnment, specifically FIUs and the Egmnt Grup f FIUs and have thrugh experience in drafting cmmunicatin strategies as well as cmmunicatin itself. 7.0 Prpsal Submissin All prpsals must be received by 5:00 p.m. n 3 February All submissins must be addressed t the attentin f Mr. Jerme Beaumnt, Executive Secretary, Egmnt Grup Secretariat (mail@egmntsecretariat.rg). 8.0 Cntact Persn Any questins regarding the RFP shuld be directed t Mr. Francis Sanchez, Senir Financial Officer (mail@egmntsecretariat.rg). 9.0 Prpsals Must Cntain Apprach t prviding services Scpe f Wrk Desired Fee in USD (United States Dllars) Qualificatins and years f experience 6
