UHC 2030: Building a Partnership fr Health Systems Strengthening In September 2015 the wrld mved frm fcusing n the Millennium Develpment Gals t the universal and mre ambitius Sustainable Develpment Gals (SDGs). SDG 3 demnstrates a renewed glbal cmmitment t health, underpinned by target 3.8 fr Universal Health Cverage (UHC). This presents an pprtunity t prmte a cmprehensive and cherent apprach t strengthening health systems fr prgress acrss all health targets. UHC 2030 is a multi-stakehlder partnership c-hsted by the Wrld Bank and WHO with the verall aim f supprting a mvement fr accelerated, equitable and sustainable prgress twards UHC as well as the ther health targets in the SDGs, including glbal security and equity. The bjectives f UHC2030 are t: Prvide a platfrm t crdinate health systems strengthening effrts, including linkages and synergies with related technical netwrks and partnerships Cnslidate plitical mmentum arund a shared glbal visin f HSS fr UHC and advcate fr sufficient, apprpriate and well-crdinated resurce allcatin t HSS Facilitate accuntability fr prgress twards HSS, UHC and SDG3 Prmte crdinatin in cuntries receiving external assistance thrugh adherence t IHP+ principles and behaviurs Civil Sciety Engagement Mechanism: The Civil Sciety Engagement Mechanism (CSEM) aims t be the civil sciety arm f the UHC mvement and a critical cntributr t UHC2030, with systematic attentin t the needs f the mst marginalised and vulnerable ppulatins s that n ne is left behind. The CSEM seeks t strengthen an inclusive and brad mvement n UHC, influence plicy design and implementatin, strengthen citizen-led and scial accuntability mechanisms, and prmte crdinatin and harmnisatin between CSO platfrms and netwrks wrking n health-related issues. The CSEM will deliver n these bjectives thrugh the fllwing structures: 3 CSO representatives t the UHC2030 Steering Cmmittee A Glbal CSO advisry grup, linking glbal and lcal inputs and prviding technical guidance

2 A Secretariat, hsted by a CSO implementing the wrkplan, ensuring crdinatin and cmmunicatin acrss the structures, and reprting t the UHC2030 Cre Team Natinal grups, with fcal pints frm existing CSO health platfrms Reginal fcal pints, t supprt natinal grups and prmte exchange acrss cuntries Building the CSO cnstituency during the interim perid T build this mvement, a grup f CSOs with an interim secretariat was set up in December 2016 in Geneva fllwing the result f an nline cnsultatin dne in three languages (French, Spanish, and English) t shape the basis f the CSEM rle, mandate and representatin. This interim CSO grup will develp the fundatinal dcuments and appraches f the UHC 2030 CSO Cnstituency, which will be reviewed by the first Advisry Grup when set up and fully peratinalised. The first three CSO representatives and their Alternates were nminated in June 2017 by an interim grup. The interim grup will nw select the first Advisry grup (Sept 2017). The advisry grup will be cmpsed f 18 members including the three CSO representatives and their alternates and will be respnsible fr: cnsulting with the natinal CSO grup representatives and the wider cnstituency n a regular basis cmmenting and prviding feedback n UHC2030 plicies and guidelines cntributing t UHC2030 wrking grups t raise CSO vices strengthening the capacity f natinal-level CSOs t better engage in natinal health plicy prcesses cnsulting, prpsing, and develping a mechanism fr better crdinatin with ther glbal health initiatives supprting CSO representatives in prmting CSO cnstituency views and psitins in the UHC 2030 Steering Cmmittee develping tls (guidelines r TRs) fr each level f CSO invlvement in UHC2030 grwing and nurturing the CSO cnstituency membership representing the UHC2030 CSO cnstituency when requested Wrking methds: The Advisry Grup will: Fr UHC2030 steering cmmittee meeting and wrking grups:

3 Read all relevant dcuments prir t a steering cmmittee t ensure effective input int the decisin-making prcess; Maintain a fcus n issues f interest and imprtance t the cmmunity and NGO mvements; Seek input frm the cnstituency n issues being cnsidered by the steering cmmittee prir t its meeting; Meet face-t-face with CSO prir t UHC 2030 Steering Cmmittee meetings; Cllect and share cuntry-level infrmatin with UHC2030 members when apprpriate; Identify which UHC2030 wrking grups are relevant fr CSOs and ensure members f the Advisry grup r CSO reps are cntributing; Share utput f the wrking grups with CSEM cnstituency; Develp strategic alliances n behalf f the CSO Cnstituency with partners at the Steering Cmmittee level Fr the CSEM cnstituency: Review and adpt CSEM Charter and peratinal guidelines Prpse strategies, wrking plans and budgets fr the CSEM Fllw up mnitring and evaluatin f UHC and HSS plicies and cntribute t the setting up f scial accuntability tls t be made available t CSOs Participate in telecnferences r any ther means f cmmunicatins set up by the CSEM secretariat Be available t cntribute t discussins and debates amng CSOs, CBOs, and ther grups related t HSS and/r UHC issues when requested; Participate in crdinatin meetings with ther CSO rep in Glbal Health Initiative t update infrmatin n Health and health related issues and prpse, when apprpriate, t d cmmn activities. Fr relatinship with ther stakehlders: Represent the interests f UHC2030 as necessary, bth within the cnstituency and t external stakehlders; Share UHC2030 and CSEM principles, functin and area f wrk with Gvernment, Glbal Health Initiatives, thers t increase UHC2030 and CSEM prfile twards all type f health actrs; Share with CSEM cnstituency (accrding t the level f interest: advisry grup, secretariat, thers ) relevant infrmatin emerging frm meetings with Gvernments, GHI, thers; If apprpriate, meet and share infrmatin with WHO and UNICEF representatives in cuntry, as well as with ther key actrs in HSS/UHC area.

4 CALL FOR MEMBERS The CSEM Pre-advisry grups currently inviting nminatins fr membership frm individuals representing and wrking with NGO s n glbal health issues and abve, t supprt the wrk f the CSEM at the steering cmmittee level but as well at natinal and reginal level. Candidates shuld have ne r mre f the fllwing areas f expertise: Health f key ppulatins (Wmen and children, yuth and adlescents, elderly, patients, vulnerable and marginalized grups etc ) Health system strengthening, UHC plicies, sustainability and transitin issues Health financing and budget tracking Strategic planning, media and cmmunicatin Scial accuntability and advcacy Gender, human rights issues Health and the envirnment Criteria s fr selectin Amng the members we will need a gd mix f the abve area f expertise with a reginal and gender diversity Demnstrated expertise in at least tw f the abve subject areas plus an understanding f advcacy methds arund strengthening health systems and supprting Universal Health Cverage Capacity t cmmunicate and netwrk effectively and bradly Cmmitment t spend a minimum f 3 days per mnth supprting HSS and UHC activities, knwing that arund steering cmmittee perid, the cmmitment will be higher Institutinal supprt frm an emplyer r affiliated rganisatin Regular access t internet, and phne Ability t wrk well in written and spken English (additinal languages are valued) Length f the nminatin Because this is the first UHC 2030 CSEM, the term fr the 12 new members is fr ne year, renewable fr a secnd year. Additinally, the wrk f UHC2030 will be driven at the peratinal level by wrking grups that are multi-stakehlder and activity riented grup cmpsed f technical experts brught tgether t cllectively deliver n a pririty area f wrk as identified in the UHC2030 wrkplan.
