FUNCTIONS AND DELIVERABLES Reprting t the Executive Bard, the Executive Directr (ED) will manage the successful cmpletin f the first peratinal phase and the establishment f the prgram and prject prtfli f the Centre. In this rle, the ED will have direct versight fr the technical prgram f the Centre and will supprt the executin f CARICOM Reginal and Sub-reginal initiatives, prgrams, prjects and activities under the Caribbean Sustainable Energy Radmap and Strategy (C-SERMS). In view f the freging, the Executive Directr will crdinate the activities f the Centre with the Energy Unit f the CARICOM Secretariat, and wrk clsely with develpment partners and ther supprting institutins, particularly the United Natins Industrial Develpment Organizatin (UNIDO) and SIDS DOCK, t strengthen the strategic partnerships that are necessary fr enabling t Centre in the discharge f its mandate. Specifically, the ED will be respnsible fr the fllwing: B. 2 the Centre, which includes the netwrk f Natinal Fcal Institutins (NFIs) amng Member Cuntries and the Thematic Hubs (TH), rganizing regular meetings with the NFIs and THs, as well as supprting the Executive Bard (EB) in the establishment and management f the Technical Cmmittee (TC) and any ther subsidiary technical bdies f the Centre; Implementatin f the decisins and recmmendatins f the CCREEE Executive Bard (EB) and Technical Cmmittee (TC), s as t ensure effective rganizatinal develpment f the Centre and its strategic psitining in the reginal and internatinal renewable energy and energy efficiency markets; Establishment, in cperatin with the relevant stakehlders, f the CCREEE Five-Year Business Plans (including revised rganizatinal chart, budget, lgical framewrk and perfrmance indicatrs), as well as the submissin f the Plan t the TC and EB fr apprval; Develpment, in cperatin with the relevant stakehlders, f the annual wrk plans, prgress reprts and financial statements (t be externally audited) fr the CCREEE, as well as the submissin f the afrementined dcuments t the TC and EB fr apprval; Prviding strategic guidance and inputs fr the annual wrk plans f the Centre, thereby ensuring lng-term budgetary and ther planning, as well as the financial sustainability f the peratins, prgrams and prjects f the CCREEE; Prviding supprt t the external auditrs and evaluatrs assigned by the Executive Bard t mnitr the transparency and accuntability f the Centre, as well as implement the recmmendatins f the external auditrs and evaluatrs when apprved by the Executive Bard; Ensuring the efficient implementatin f the activities and cst-effective use f financial resurces, which are apprved in the annual wrk plans f the CCREEE; Establishment f the CCREEE Finance and Prcurement Sub-Cmmittee, ensuring, in cperatin with the chairman, the establishment f standard prcesses and templates that allw transparent and timely implementatin f accunting prcedures and prcurements methdlgies; Signing f cntracts with staff, cnsultants and/r p a r t i e s c n t r a c t e d t t h e C C R E E E, n t h e b a s i s f the rules and prcedures f the Centre, recmmended by the CCREEE Finance and Prcurement Sub-Cmmittee and apprved thrugh the Executive Bard, as well as mnitr the implementatin f the cntracts; Ensuring that the Centre meets and maintains all fiduciary standards Page 2 f 7 Trinity Business Centre Cuntry Rad St. Michael, BB11081 BARBADOS Tele: +1 (246) inf@ccreee.rg Website

3 (financial, administrative, prcurement, internal cntrls, prject management, etc.) required t manage internatinal dnr funding (e.g. Eurpean Cmmissin, GEF, UN, etc.). Ensure that CCREEE staff and cntractrs implements and maintains the established quality standards; Ensuring, thrugh regular reprts frm the Head fr Administratin and Finance, financial accuntability, recmmending and verseeing the implementatin f internal cntrl mechanisms t prevent misuse f funds, where necessary; Ensuring, thrugh regular reprts frm the Head fr Administratin and Finance, the quality f CCREEE cntracts and prgress reprts n prgrams and prjects, as well as ensuring timely financial disbursements and payments accrding t established payment schedules; Managing the timely preparatin and dispatch f financial reprts fr prjects as required by internatinal dnrs; Establishment f the staff and recruitment rules, recmmended by the CCREEE Administratin and Human Resurces Sub-Cmmittee and apprved thrugh the Executive Bard, and the recruitment f qualified reginal and internatinal administrative and technical staff, in accrdance with the rules and recruitment plan apprved by the EB, as well as the rganizatinal chart fr the CCREEE; Ensuring effective human resurce prcesses (e.g. perfrmance appraisal), as well as effective management practices that manage and supervise staff fairly and efficiently, ensuring adherence t gd labur practices and laws; Ensuring that secnded internatinal experts are fittingly and apprpriately integrated int the Centre in a manner that is cnsistent with the terms and cnditins f the secndment; Mnitring the prgress f the technical and financial implementatin f the annual wrk plans f the CCREEE, with the elabratin f peridical reprts n the prgress and achievements in relatin t t h e bjectives, results and indicatrs (incl. analytical recmmendatins fr adaptatins and revisin f activities in the Business Plan) f the Centre; Mnitring the relevance, effectiveness, efficiency and sustainability f the CCREEE prgram (as described by the CCREEE Business Plan), with strategic guidance and decisin-supprt prvided t the Executive Bard n areas that are cnsidered necessary fr achievement f the prgram bjectives; and Regular cmpilatin f infrmatin and analytics, prvided thrugh the NFIs, THs and any ther implementing partner, n prgress regarding the executin f CCREEE activities fr disseminatin t TC and EB members. 4 Technical Cperatin and Supervisin Represent the Centre and raise awareness n renewable energy and energy efficiency pprtunities in the Caribbean regin as well as n internatinal levels; travel regularly t Caribbean cuntries and internatinal key events t participate in cnferences and wrkshps; Prepare and submit CARICOM/SIDS DOCK plicy inputs/statements n renewable energy and energy efficiency t be cnsidered in internatinal energy and climate prcesses (e.g. Ri+20, COP, SDGs, SE4ALL); Supervise the develpment, appraisal, implementatin, and mnitring f CCREEE prjects and prgrams in the areas f capacity and plicy develpment, knwledge management and investment and business prmtin; supervise the executin f cnferences, wrkshps and trainings f the Centre; Give guidance n the develpment and implementatin f CCREEE flagship prgrams. Take leadership in the develpment and implementatin f C-SERMS and SIDS DOCK targets in cperatin with the CARICOM Energy Unit and SIDS DOCK. 5 Supervise the preparatin and executin f cmplex technical prcurements and call fr prpsals; supervise staff t effectively mnitr cnsultants r installatins; Strengthen the reginal netwrk f Natinal Fcal Institutins (NFIs) and the netwrk f Thematic Hubs (THs) f CCREEE and cntribute t the rganizatin f crdinatin meetings; Crdinate and cperate clsely with the cre partners f the Centre (e.g. SIDS DOCK, UNIDO, ADA, GIZ, thers); Seek active invlvement f the Centre in internatinal decisin and negtiating prcesses intended t advance financing fr sustainable energy activities. QUALIFICATIONS, SKILLS AND EXPERIENCE: Natinal r citizen f a CARICOM Member State Minimum qualificatin: Master degree in engineering, ecnmics, natural sciences r in renewable energy r energy efficiency technlgies; further academic degrees, particularly in the area f business r public administratin, are an added value; Prven track recrd in resurce mbilizatin amng develpment partners, private sectr, and philanthrpic rganizatins; N less than 10 years f wrk experience in the energy sectr within the Caribbean regin with a prven track-recrd f develped, managed and implemented prgrams and prjects that have generated quantifiable benefits. Languages: Prficiency in English. Knwledge f French r Spanish is an added value. E.
