Draft TOR fr the Task Frce n Displacement Backgrund and Mandate f the Task Frce n Displacement The Cnference f the Parties, in para 49 f the Decisin 1/CP.21, requested the Executive Cmmittee f the Warsaw Internatinal Mechanism t establish, accrding t its prcedures and mandate, a task frce t cmplement, draw upn the wrk f and invlve, as apprpriate, existing bdies and expert grups under the Cnventin including the Adaptatin Cmmittee and the Least Develped Cuntries Expert Grup, as well as relevant rganizatins and expert bdies utside the Cnventin, t develp recmmendatins fr integrated appraches t avert, minimize and address displacement related t the adverse impacts f climate change. In accrdance with this request, the Executive Cmmittee (ExCm) f the Warsaw Internatinal Mechanism (WIM), at its secnd meeting in February 2016, agreed upn a draft radmap and first steps t establish the Task Frce. The draft radmap prvides that the Task Frce meets fr the first time in the secnd half f 2016 and envisages clse linkages between the wrk f the Task Frce and Actin Area 6a f the initial tw-year wrkplan f the ExCm apprved by Decisin 2/CP.20. In guiding the implementatin f the functins f the WIM n this issue, Actin Area 6 f the initial wrk plan aims at enhancing the understanding f and expertise n hw the impacts f climate change are affecting patterns f migratin, displacement and human mbility; and the applicatin f such understanding and expertise, and envisages the ExCm t invite relevant rganizatins and experts t prvide scientific infrmatin n prjected migratin and displacement based n prjected climate and nn-climate related impacts in vulnerable ppulatins. The wrk under Actin Area 6 and the Task Frce shall mutually benefit each ther. Mst imprtantly, the radmap prvides that the ExCm specifies the cncrete tasks in line with the mandate f the Task Frce t develp recmmendatins fr integrated appraches t avert, minimize and address displacement related t the adverse impacts f climate change and with the functins f the WIM as utlined in Decisin 2/CP.19, namely (1) enhancing knwledge and understanding f cmprehensive risk management appraches; (2) strengthening dialgue, crdinatin, cherence and Cmment [A1]: Accrding t Dc. A mapping that includes: The mandates, activities, and knwledge sharing platfrms f UN agencies, internatinal and reginal rganizatins; The activities and initiatives f civil sciety and nngvernmental rganizatins; Relevant activities and plicies f Parties t the UNFCCC; Relevant bilateral and reginal (i.e. supra-natinal) 1 plicies and agreements (such as the Kampala Cnventin). A review f relevant academic papers relating t legal appraches t address climate change displacement. 7 Members f the Task Frce n Displacement shall initially serve fr a term f tw years. An extensin f the Task Frce may be cnsidered by the ExCm. The Task Frce has an advisry rle and perates under the guidance f the ExCm. Budget is nly prvided t supprt travel and subsistence allwance, but nt t cmpensate fr time and effrt. The preferred mde f wrk is electrnic (e.g. via , telecnferences) and inter-sessinal. It is suggested that the members f the Task Frce meet face-t-face at least nce per year. Representatives f the Task Frce shall be represented at each ExCm meeting. Reprting The Task Frce regularly reprts t and clsely crdinates its wrk with the ExCm. Reprts f the Task Frce will be a standing agenda item f ExCm meetings, which take place at least twice a year, and which can be adjusted flexibly, as apprpriate. Page 7

The Executive Cmmittee (ExCm) was established in rder t guide the implementatin f functins f the Warsaw Internatinal Mechanism. In this cntext, the ExCm invites experts n displacement, internatinal rganizatins and bdies under the United Natins Framewrk Cnventin n Climate Change (UNFCCC) [t serve as r assign members f the Task Frce n Displacement, initially fr a term f tw years/t supprt the Task Frce n Displacement n request]. The Annex t this letter cntains the Terms f Reference fr the Task Frce that yu may find helpful in cnsidering the abve invitatin by the ExCm. Ptential Recipients/Experts n Displacement a) Cnsideratins n the cmpsitin and size f the Task Frce In rder t ensure an peratinal Task Frce, it is suggested that the Task Frce cnsists f a maximum f 12 members. The Task Frce culd, if needed, draw n additinal experts with specific requests. Accrding t the COP decisin, the Task Frce shuld invlve, as apprpriate, existing bdies and expert grups under the Cnventin including the Adaptatin Cmmittee and the Least Develped Cuntries Expert Grup, as well as relevant rganizatins and expert bdies utside the Cnventin. Cnsidering the decisin, it is suggested that the Task Frce is cmpsed f inter-gvernmental bdies (UNFCCC and ther UN/internatinal rganizatins) as well as experts representing academic, civil sciety, plitical and peratinal/practical rganizatins. The Task Frce wuld thus functin as an advisry grup, in which inter-gvernmental bdies as well as experts n displacement are well represented.
