1 IPC Glbal Partners Meeting Summary 19 June 2013 Intrductin: IPC crdinatin/secretariat cnvened a meeting fr IPC glbal partners perating in Afghanistan, specifically ACF, CARE, FAO, FSAC, FEWSNET, OXFAM, SCI, UNICEF and WFP, n June 19th 2013 at FAO Darulaman ffice in Kabul frm 10:00 am pm. The meeting was chaired by Mr. Sahib Haq, the new IPC Manager in Afghanistan. Objectives The verall purpse f the meeting was t kick ff the IPC in Afghanistan fr year 2013 and jintly plan fr IPC activities frm June t December 2013 and request supprt and feedback f IPC glbal partners. The bjectives included: Prvide an update n the prgress f IPC rll-ut and activities ( start f the actin, August 2011, - until May 2013); Review f the IPC wrk plan frm June 2013 up t December 2013; Glbal partners supprt t IPC crdinatin fr IPC activities in 2013; Recmmendatins f glbal partners n IPC activities fr 2013 Agenda There were fur agenda items t discuss in the meeting, in additin t the pening and clsing sessins: 1. Overview f IPC rll-ut activities 2. Challenges and Recmmendatin n IPC rll-ut activities 3. Overview f IPC activities fr remaining part f Feedback and recmmendatin n IPC activities fr remaining part f 2013 Participants Nine participants representing OXFAM, Save the Children, FEWSNET, WFP, ECHO, FSAC, and IPC crdinatin attended the meeting. Mr Kuldeep Sagar attended first time n behalf f OXFAM netwrk in Afghanistan. ACF culd nt appear in the meeting based n security cncerns, while CARE Internatinal did nt attend the meeting. Challenges and Recmmendatin n IPC rll-ut activities Challenges mentined in the meeting: Establishing reginal IPC analysis grups in all 6 regins where FSAC is peratinal nrth, nrth-eastern, western, suthern, eastern, and central regins are gd, hwever, it will raise tw cncerns; first, we were nt able t identify prper technical persns t natinal IPC technical team, Afghanistan Fd Security Technical Team (AFSTT), hw culd be pssible t have right technical persns in the reginal IPC analysis grups as fd security is smehw a new phenmenn in Afghanistan and it takes time fr a persn t be aware with all brad perspectives fd security. Secnd, when reginal IPC analysis grups will d fd security situatin analysis fr their respective regins, afterwards, their analysis will be brught int AFSTT fr further analysis and classificatin, as a result it will cmplicate the analysis if AFSTT findings is nt cnsistent with reginal wrkshps findings. Reginal IPC analysis grups will be mre prblematic in terms f crdinatin and technical capacity cmpared t natinal technical team. During first tw analysis wrkshps, mainly NRVA 2011/12 findings were used, hwever, NRVA findings are nt fficially indrsed by gvernment yet. Hw IPC culd vercme and avid this in future analysis. In additin, NRVA data was cllected in 2011 while its results were used in 2012 s it will nt depict current situatin. There is usually a high turnver f internatinal staff at central and reginal level, wh trained as part f AFSTT capacity building. Mst f the rganizatins have limited staff in the regins, including WFP, t be nminated fr reginal IPC analysis grups. S it is smehw prblematic fr member agencies t nminate their staff fr different cmpeting wrking grups in the regins, such as OCHA, FSAC, NC... etc. In terms f challenge t IPC, building technical capacities are mre challenging than crdinating activities.

3 Recmmendatins: Fd security experts need t facilitate discussins during IPC analysis wrkshps in the regins Team members shuld have further technical capacities n hw t used indicatrs and reach t technical cnsensus. Clear TORs shuld be established fr reginal IPC analysis grups and natinal technical team (AFSTT). As NRVA is mre fcusing n chrnic and IPC n acute fd insecurity, therefre, prper care shuld be taken while using NRVA data fr IPC. Mrever, NRVA will be cnducted n yearly bases nwards, s mst f prblems related t NRVA wuld be slved. Besides, IPC als used seasnal fd security assessment findings frm last year t supprt verall phase classificatin. Sme agencies are ding mre technical wrks, while thers mre invlved in crdinating activities, therefre, capacity building trainings shuld be prvided fr bth type f agencies and peple. A new rgangram fr the ministry f agriculture, irrigatin, and livestck (MAIL) is in the prcess and will be finalized sn, frm there we will be able t identify a prper unit r department inside the ministry related t fd security and needs t be institutinalized fr IPC. Mrever, at prvincial level prper technical persns need t be identified frm DAILs t reginal IPC analysis grups. Fr crdinatin purpses, Directrate f Planning and Crdinatin f MAIL might be gd t crdinate all activities, hwever, it is still subject t finalizatin f rgangram. We have gd number f cuntries t cite as an example fr Afghanistan where gvernment is directly taking lead f IPC prcess at natinal level and at decentralized level. In additin, sme cuntries ding IPC analysis at decentralized level, even at district level, and then crss check the findings with natinal level. IPC glbal partners in Afghanistan need t play an active rle in this regard and give a full hand t the IPC crdinatin/secretariat. Seasnal fd security assessment findings shuld be triangulated with ther available infrmatin and adptable t lcal cntext. Member rganizatins decisin makers shuld be keen t IPC and if there is any change in turnver f the staff, s prmptly nminate anther staff t this prcess. MAIL shuld take an active rle in this prcess. All member agencies f AFSTT shuld be cmmitted t IPC prcess. 3. Overview f IPC activities fr remaining part f 2013 IPC manager elabrated IPC wrk plan fr 2013 t the meeting participants, which was distributed t them, item by item, such as upcming seasnal fd security assessment (SFSA) trainings and requested members t supprt the crdinatin in accmplishing these tasks, specifically in identificatin f trainers fr SFSA trainings and pened the flr fr discussin.

Feedback and recmmendatin n IPC activities fr remaining part f 2013 It will be better if the IPC wrk plan is elabrated under the specific bjectives as it will ease the verall understanding f these activities. We can categrize these activities int the fllwings: i. Resumptin f IPC activities, such as re-structuring technical teams ii. Seasnal Fd Security Assessment (SFSA) iii. Capacity building fr IPC analysis grups Other gvernmental departments and ministries als need t be invlved in the transitin phase f IPC t gvernment and there shuld be an fficial cmmitment between IPC and gvernment department wh will take ver this prcess in the future. ECHO may supprt IPC in rganizing high level meeting with gvernment departments in this regards, whenever a meeting is set with the cncern ministry, IPC can give further technical details in the meeting, and ministry staff wh is currently aware abut IPC might give further details t the ministry staff. If pssible 2 staff in each prvince frm DAIL is allcated t cllect data fr IPC and help IPC crdinatin during analysis prcess MEETING ended at pm.
