1 JOB MATCHING PROCEDURE AGAINST NATIONAL (BENCHMARK) JOB EVALUATION PROFILES 1. AIMS The aims f the matching prcedure are: (1) T match as many jbs as pssible t natinal evaluatin prfiles in the mst efficient manner pssible aviding the need fr many lcal evaluatins. (2) Fr the matching prcess t be carried ut by a jint team and t secure utcmes, which accurately reflect the demands f the jb 2. MATCHING PANEL(S) 2.1 Matching shuld be carried ut by a jint matching panel cmprising bth management and staff side members. It shuld be representative f the rganisatin as a whle. The members must have been trained in the NHS Jb Evaluatin scheme, which includes an understanding f the avidance f bias. The members must als be cmmitted t partnership wrking. The number f members per panel is fr lcal agreement, but frm 3 t 5 is the recmmended range, with 4 being fund mst satisfactry by Early Implementer rganisatins. 2.2 It is imprtant fr reasns f cnsistency that a number f cre members (typically 3 t 5) shuld between them attend as many panel meetings as pssible. Recrds shuld be kept f matching panel members and representatives attending each sessin, tgether with a list f jbs matched. This is fr future reference, in case f need t cnvene a differently cnstituted review panel, and t establish a matching audit trail. 2.3 In additin the panel must have available/cntactable tw peple representing management and staff in the area f wrk under review. Their rle will be t prvide additinal infrmatin abut the pst under cnsideratin, generally in respnse t specific questins frm the matching panel. These jb advisers/ representatives shuld be briefed abut the matching prcess. 3. DOCUMENTATION 3.1 The matching prcess is based primarily n agreed and up t date jb descriptins fr the jbs t be cnsidered (see attached guidance nte n jb descriptins). The jb advisers/ representatives may add lcal infrmatin where apprpriate. It is imprtant t ensure that all relevant dcumentatin is befre the Matching Panel. This includes the jb descriptins, persn specificatins and rganisatin charts fr jbs t be matched; and, where relevant, ther reference dcuments and any shrt-frm questinnaires used t cllect supplementary infrmatin, fr example, in relatin t the Effrt and Envirnment factrs.

2 4. STEP B STEP PROCEDURE 4.1 The JE Steering Grup r its nminees in partnership will decide which psts are ptentially cvered by a prfile. These shuld nrmally be a blck f psts with duties substantially the same. There may hwever be sme differences, including lcatin. The psts may have different titles r current grade. 4.2 Fr each jb, the matching panel shuld: Identify pssible prfile matches, using the (cmputerised r paperbased) prfile index and prfile titles (there are unlikely t be mre than 3 pssible matches). Read the jb descriptin, persn specificatin and any ther jb infrmatin and the selected natinal prfiles. Identify what appears t be the nearest prfile t match first. This must be frm the same ccupatinal gruping* as the jb t be matched. Cmpare the prfile jb statements with the jb descriptin, persn specificatin and any ther available infrmatin, including that prvided rally by jb grup advisers/representatives, fr the jb t be matched. The available infrmatin abut the jb duties must be cnsistent with the prfile jb statement and frm the same ccupatinal gruping*. If this is nt the case, the match shuld be abrted, anther prfile sught frm the same ccupatinal grup r, if n suitable prfile is available, the jb sent fr lcal evaluatin. If the jb duties d bradly match, cmplete the jb statement bx n the (cmputerised r paper-based) matching frm. On a factr-by-factr basis, cmplete the matching frm bxes with infrmatin abut the jb t be matched frm the jb descriptin r ther surces, which may include verbal infrmatin frm the grup advisers/ representatives. Refer t the prfiles fr the types f infrmatin required. Fr each factr, cmpare the infrmatin n the frm with that in the selected prfile and determine whether they match. The infrmatin des nt have t be exactly the same as that frm the prfile, but shuld be equivalent t it (e.g. supervises trainees is equivalent t supervises students ). Even if the infrmatin n Knwledge des nt appear at first sight t match, it is imprtant t cntinue the matching exercise t ensure that that all infrmatin is taken int accunt. Recrd the prfile level in the Prfile Level clumn and the prpsed level fr the jb in the Jb Level clumn, referring t the JES factr levels nly when the jb infrmatin des nt appear t match the prfile level(s), in rder t determine the apprpriate level. Where the jb level is the same as the prfile level r within the prfile range, mark M (fr

3 Match) in the Match clumn. Where it is 1 level higher r lwer than the prfile level r range, mark V (fr Variatin) in the Match clumn. Where the jb level is mre than 1 level higher r lwer than the prfile level r range, mark NM (N Match). 5. DETERMINE THE MATCHING OUTCOME 5.1 Pssible utcmes are: If all factr levels are within the range specified n the prfile, this is a (perfect) Prfile Match. If mst factr levels match, but there are a small number f variatins, marked V in the Match clumn, there may still be a Band Match, if ALL the fllwing cnditins apply: The variatins are f NOT MORE than 1 level abve r belw the prfile level r range AND The variatins d NOT relate t the Knwledge r Freedm t Act factrs. Variatins in these factrs are indicative f a different prfile and/r band. AND The variatins d NOT apply t mre than 4 factrs. Multiple variatins are indicative f a different prfile r the need fr a lcal evaluatin. AND The scre variatins d nt take the jb ver a grade bundary. If there are any NM indicatrs in the Match clumn, there is N Match. Recrd this, and repeat the prcess with anther riginally identified prfile. If there is n ther pssible prfile, refer the jb fr lcal evaluatin see Lcal Evaluatin prcedure [Jb Evaluatin Handbk p.??] 5.2 When a prfile r band match has been achieved, cmplete the scre clumn and remaining sectins f the matching frm. Whether r nt a match has been achieved, all dcumentatin shuld be submitted fr cnsistency review (see belw) 6. CONSISTENC AND PUBLICATION OF MATCHING OUTCOMES 6.1 When each batch f jb descriptins is matched t natinal prfiles, they shuld be quality assured by nminated persns (e.g. Management and Staff Side JE leads, r a small sub-grup f the JE steering grup). Cmpleted matching frms shuld be checked t ensure that all bxes have been filled in and reasns given in relatin t the jb in questin. It is fr lcal agreement t determine the mechanism and frequency fr cnsistency checking. The utcmes shuld be checked fr cnsistency against:

4 Other matches cmpleted by the same and ther matching panels ver an agreed perid; Other lcal matches within the same ccupatinal grup* and jb family*; Other lcal matches within the same pay band; Natinal prfiles fr the same ccupatinal grup* and pay band. 6.2 Any apparent incnsistencies in matching shuld be referred back t the matching panel with any queries and/r cmments. The matching panel shuld review the match in questin and answer any queries r make amendments t the riginal match, as apprpriate. 6.3 Only when cnsistency checking is cmplete and any apparent incnsistencies reslved shuld the matching frm be issued t jbhlders cvered by the match, tgether with the relevant natinal prfiles and a persnal letter explaining the prpsed pay banding and what t d in case f disagreement (see belw). It may be apprpriate t issue matching frms in ccupatinal grups, t be agreed lcally. 7. RESOLUTION OF QUERIES AND PROBLEMS 7.1 In the event that grups f staff r an individual is unhappy with the result f matching they may request a rematch by a panel with the majrity f its members different frm the previus panel. Such a request must be made within three mnths f ntificatin f the riginal panel s decisin. In rder t trigger a review, the psthlder(s) must prvide details in writing f where they disagree with the match and evidence t supprt their case using the matching review frm 7.2 The secnd panel perates in the same way as the first and fllws the prcedure abve, including having available/cntactable jb advisers r representatives. The secnd panel can: - Cnfirm the same match; - Cnfirm a match t a different prfile; - Or, exceptinally, refer the jb fr lcal evaluatin. 7.3 The psthlder has n right f appeal beynd the secnd panel if their cmplaint is abut the matching utcme. 7.4 In the event that the psthlder can demnstrate that the prcess was misapplied they may pursue a lcal grievance abut the prcess, but nt against the matching r pay banding decisin. Where a grievance is upheld, a ptential remedy may be a reference t a new matching panel. NOTE: * Examples f jb families are: Nursing and Midwifery; Allied Health Prfessins (AHP); Administrative and Clerical jbs, Supprt Services.

5 Examples f ccupatinal grups within these jb families are: Nursing; Speech and Language Therapists; Finance jbs; Prtering jbs.
