1 I-SEM Prject Managers Grup (PMG) 12 April 2018 Key Ntes, Actins & Decisins Meeting Details Meeting Purpse Lcatin Chair Secretariat I-SEM Prject Managers Grup (PMG) EirGrid, Dublin - Cnference Call Simn Grimes Lenka Peskva; William Clancy Date 12 April 2018 Key Ntes 1 & Decisins This additinal meeting f the PMG was called t prvide participants with a timely update n: 1) The g-live decisin-making stage gate prcess prviding insights int recent deliberatins and next steps. 2) The current status f planned fixes t pririty defects detailing the changes in the defect statistics since they were last discussed by the PMG at its 29 March Meeting, and als t shw the prgress since thse statistics were mst recently published n 9 April. 3) What has actually been deplyed int Market Trial this week including the prvisin f release ntes fr the 11 April system fixes. G-Live Decisin-Making Prcess The RAs prvided a briefing n recent deliberatins regarding readiness and the g-live decisin. They reprted: The I-SEM G / N-G intentin t prceed decisin was due t be made at the 26 th April SEM Cmmittee meeting; hwever, it was recgnised that this was t clse t G-Live fr participants. The Electricity Assciatin f Ireland (EAI) attended the Jint Prject Bard n Tuesday 10 th April and presented industry views n the state f readiness with respect t the g-live decisin, advising: I-SEM G-Live date shuld be delayed Tw mnths f clean unscripted Market Trial is required There shuld be an extra perid factred in fr cntingencies Any new G-Live date shuld nt be in the hliday perid. 2 SEM Steering Grup. Thse grups were each meeting n the afternn f Thursday, 12 April, where the pssibility f delaying the I-SEM G-Live date, and where it culd be mved t, was t be discussed. In the event that the SEM Cmmittee determined a revised G-live date, that decisin wuld need t be apprved by the Departments f the tw gvernments. An annuncement wuld then fllw and the change cntrl prcess wuld apply. A Change Request wuld be issued detailing the change and setting ut revisins t the Milestne Plan (Level 1 and Level 2). The emergency change cntrl prcedure wuld be applied fr the first time, thereby expediting the prcess (e.g. a 5 day impact assessment wuld apply). The use f the emergency change cntrl prcedure had been discussed with the EAI. It was agreed t schedule a PMG meeting during the 5 day impact assessment perid t cnsider the new date, its implicatins, and hw t make it wrk fr all parties t ensure everyne was ready and achievement f the revised G-live date. It was pinted ut that n decisin had been made at that time; there was therefre n value at the PMG meeting in speculating n a new g-live date. The range f views was clear and wuld be infrming the decisin-makers that afternn. The scpe f any change request wuld be set by the I-SEM Steering Grup, but the fcus wuld be n the Level 1 and 2 Milestnes which are subject t Change Cntrl. It was acknwledged that further replanning wuld als be needed and detail added arund aspects such as registratin freeze perids, and cutver dates maybe needed. Cre dcumentatin wuld likely need t be updated; the RAs nted that this dcumentatin was als subject t change cntrl. In respnse t a Participant s questin, the RAs advised that shuld there be a change t the G-live date, that change wuld nt take effect frmally until the change cntrl prcess had cmpleted. Being cgnisant f the participants need fr visibility and the assciated certainty, it will be suggested that the SEM Cmmittee issue a nte fllwing the briefing f the Gvernment Departments. The TSOs reiterated that regardless as t whether there was r was nt a date change, their fcus remained n delivering the scheduled pririty defect fixes int the Market Trial by 30 April. This requirement was unchanged. Pririty Defects Update The TSOs presented the latest update n its delivery f pririty defect fixes against plan; full details are available in the 11 Apr Release Ntes and 11 Apr Defect Reprt. The 11 April release t Market Trial was substantial, reslving 52 defects. Whilst sme defects scheduled fr the later release at the end f the mnth had been delivered, nt all f the defects riginally scheduled fr the 11 April had yet been deplyed int Market Trial; the mst significant missin was QBOA. Significant prgress had been made n QBOA, but it wasn t quite cmplete. Whilst it was hped that a patch might be deplyed in the cming days, it was prudent t nw assume that QBOA wuldn t be fixed until the 30 April release int Market Trial. This, hwever, remained at risk. The TSOs cnfirmed that at this time n further releases are scheduled pst 30 April, and the TSOs believe that the defect fix plan is still achievable. The TSOs als stressed that the risks remain high, but aside frm QBOA, recent prgress was encuraging. Participants wuld cntinue t be updated n prgress thrugh at least weekly reprting, plus discussin at the PMG and Market Trial Crdinatrs Wrking Grup. Respnding t a participant questin n the impact f the QBOA defects n the Balancing Market certificatin prcess, the TSOs cnfirmed that certificatin had prgressed, but that it was being temprarily blcked by the utstanding defects. As f tday, the certificatin timeline was achievable, but it remained at risk fr the reasns stated n the I-SEM Status Reprt (see Milestne #9). The TSOs nted it is nt pssible t predict what the certificatin prcess will uncver; this is bth the value f the prcess and a risk t the plan. A Participant queried the frmat f hw the defect data was presented and if the prgress f defects culd be shwn within ne table. The TSOs walked thrugh hw prgressin was shwn in the slide deck and it was 2 P a g e

3 acknwledged that best effrts had been made t present the prgressin f the defects, week n week, and this was nt an easy task due t the way the infrmatin is evlving. Overall the infrmatin is fully prvided in the slide deck, but the TSOs wuld cnsider alternatives, shuld participants wish t prpse them, cautining that the aim was t prvide meaningful views n prgress t keep participants infrmed rather than prducing yet mre cuts f the statistics fr the sake f it. Market Trial The TSOs updated the attendees n the latest prgress f the Market Trial. Althugh nt all pririty defects planned fr the 11 April had been added and therefre it wuld nt be pssible t pass the 168-Hur Operatinal Trial, the release deplyed was substantial and the imprvements shuld flw in the Market Trial experience. Hence, tracking and reprting f the 168-Hur Operatinal Trial had begun; there was n expectatin t achieve a successful trial until settlement feeds and QBOA defect fixes are deplyed. As such, weekend running will nt be triggered at this time until the prcesses settled dwn and the ther key defects are fixed. One week s ntice will be issued prir t cmmencing weekend running. Participants were thanked fr their patience; there were n questins r cmments. Any Other Business The TSOs advised that despite the assurances given by participants, they still had t fllw up with participants t request they cmplete the Market Readiness Assessment (MRA). This is impacting n the expedited turnarund time, with the current MRA delayed until at least the end f this week as a cnsequence. Participants were asked t cmplete the MRA within the ne week windw. In respnse t a Participant questin, the RAs cnfirmed that there was n update n Licence issue. 3 P a g e
