3 1. Legal Framewrk. The Reginal Wrkshp develps ne f the activities t be perfrmed under the framewrk f the s-called ERA TAF TSI Implementatin Cperatin Grup. In the cntext f this grup, reginal is intended t mean an activity t be perfrmed in clse cperatin with a Grup f Member States. Furthermre, this activity is freseen in the mandate delivered by the Eurpean Cmmissin t ERA n 26/05/2015, where it is quted n sectin 3.2 Main activities t be perfrmed, where ne f the items is: Perfrm a disseminatin campaign t NCPs and assist them t fllw-up the TAF TSI implementatin at natinal level. T fulfill this bligatin and under request f the NCPs, ERA has launched this activity in clse cperatin with the NCPs, supprting them thrugh the rganizatin f Reginal Wrkshps with the aim t get clse t the cmpanies intended t deply the TSI TAF and technically supprting them t accmplish the deplyment f the TAF system. 2. Business Wrkflw The Reginal Wrkshp s aim is t engage the cmpanies perating in the reginal cntext where the Wrkshp takes place in the Implementatin f TAF TSI. Additnally, the wrkshp aims the NCPs can be better invlved and infrmed abut the TAF TSI s that they can cmply with the prvisins set ut in Appendix III f the TAF TSI regulatin 1305/2014/EC. T reach this bjective the wrkshp is the apprpriate frame t: Explain the cntent f the regulatin fcusing tin the technical and gvernance details. Mrever, it facilitates the sharing f experience regarding the implementatin f TAF TSI f the rail sectr at Eurpean level with the cmpanies perating in the reginal level where the Wrkshp takes place. invlve the cmpanies in the ppulatin f the the JSG TAF implementatin database (the cntent f which will be later n transmitted t the TAF Implementatin Cperatin Reprting Database f the Eurpean Railway Agency). Mrever, it allws the analysis f reprted prblems curred during the implementatin f TAF in terns f evidence and business impact. It includes the prpsal f mitigatin/crrectin measures as well. In additin the prcess identifies the elements within TAF cntributing t a psitive impact fr the sectr as frecasted in the TAF ex Ante assessment. This activity is embedded in the frame f the ERA TAF TSI Implementatin Cperatin Grup, and in particularin the cntext f the Reginal Wrkshp, therefre all the utcmes, including prpsals fr mitigatin/crrectin will be submitted t the the ERA TAF TSI Implementatin Cperatin Grup fr discussin and further decisin. 3 / 11

5 3. Requirements fr Reginal Wrkshps. The cnclusins drawn frm the 1 st Reginal wrkshp held in June 2015 in Madrid, allw ERA defining the fllwing requirements fr the Reginal wrkshp activity: 1. It must be requested / supprted by the NCPs and prmted by ERA. 2. It shuld be held at Reginal Level. Indeed, this must be rganized by ERA invlving mre than ne NCP. This allws t better use the limited resurces f ERA. 3. The presence f an fficial frm the Eurpean Cmmisssin is quite relevant t better shw the endrsement f the NCPs tasks by the Eurpean Institutins. 4. It must be requested / supprted by the NCPs. 5. It must be rganized in clse cperatin with ERA stakehlders, in particular JSG and available TAF IT implementers such as RNE, Raildata, UIP-RSRD 2, HitRail, UNIFE, etc After the wrkshp the cmpanies perating in the reginal cntext shuld be aware f the existence f available TAF IT implementers (see chapter 7 belw). 6. It must cmprise a cmbinatin f the explanatin abut the legal bligatins quted in the COMMISSION REGULATION (EU) N 1305/2014 and the presentatin f real business implementatin cases and IT tls facilitating the deplyment f the IT system prescribed by TAF TSI. 7. It must be dne whenever pssible in the lcal language and explained by lcal partners f JSG and IT implementers as RNE, Raildata, RSRD 2, HitRail, UNIFE, etc 8. The seminar shall ffer the pssibility fr sectr actrs t present their views, expectatins, experience and prblems. It will facilitate the understanding f ERA fficers abut the issues faced by the cmpanies during the implementatin f the TAF TSI. 9. It must bring light int sme business issues in such a way that ERA and the Stakehlder will better explain hw these functinalities shuld be materialized by the cmpanies. Advantages shall be named and explained t the participants. The future develpment f TAF deplyment shall be utlined. 10. It will prvide inputs t be assessed in the framewrk f the ERA TAF TSI cperatin Grup. 11. After every wrkshp, a reprt shall be drafted by ERA and submitted t the ERA TAF TSI Implementatin Cperatin Grup (see chapter Errr! Reference surce nt fund.). The utcmes lessns learnt f this reprt shall be assessed by the Cperatin Grup in the frame f the 2 meetings t be held per year. 12. ERA t ask affected cmpanies whether sme cmmercial related infrmatin shared by the cmpanies in the secnd part f the wrkshp can be isclsed t third parties, e.g. JSG. 5 / 11

6 4. Structure f the Reginal Wrkshps st Day meeting t explain TAF TSI Technical Details. This 1 st Day meeting will cmprise all the presentatin and real live demnstratins needed t prvide a cmprehensive view abut the cntent f TAF TSI and its Implementatin. Therefre, the agenda fr the 1 st day meeting will include the fllwing presentatins r speeches: 1. A general speech t intrduce the general frame f TAF TSI t be made, whether pssible, by an fficer f the Eurpean Cmmissin and the Ministries/NSAs/NCPs hsting the Wrkshp. 2. A presentatin t explain the legal bligatins and TAF TSI functins t be implemented by the Railway Undertakings. This presentatin will cmprise tw different parts: a. The cntent f TAF TSI: RU functins and Legal Obligatins: Respnsible, the Eurpean Railway Agency. b. Hw t implement RU Functins: Respnsible, an IT implementer as RAILDATA r IT suppliers as HitRail r UNIFE members. These presentatins shall be neutral presentatins fcused n the functinality implemented by tls develped by suppliers. 3. A presentatin t explain the legal bligatins and TAF TSI RU/IM Cmmunicatin functins t be implemented by the Infrastructure Managers and Railway Undertakings. This presentatin will cmprise tw different parts: a. The cntent f TAF TSI: RU/IM Cmmunicatin and Legal Obligatins: Respnsible, the Eurpean Railway Agency. b. The deplyment f the Cmmn TAF TSI Elements and Hw t implement RU/IM Cmmunicatin Functins: i. Respnsible fr Cmmn TAF TSI Elements: RNE as assciatin hsting and maintaining the Reference Files. ii. Respnsible fr Cmmn Interface basic parameter: an IT implementer as RNE and IT suppliers as UNIFE members. iii. Respnsible t explain a business slutin implementing RU/IM Cmmunicatin functinality: RNE as IM cluster. RNE has develped IT slutins cmplying with the TAF TSI RU/IM cmmunicatin requirements. The develpment f these IT slutins have been cfunded by EC. 4. A presentatin t explain all the details f the Implementatin prcess. This presentatin shall cntain at least the fllwing infrmatin: a. Explanatin abut the cntent f the TAF TSI Implementatin Master Plan and wh is intended t meet the milestnes quted in such a master plan. This explanatin shuld be given by bth ERA and JSG. b. ERA shuld explain the prcess in place t reprt abut the degree f Implementatin f TAF TSI and the rle played by the NCPs and JSG. c. The JSG shuld infrm abut their rle in the frame f the reprting prcess and shw hw t use the JSG tl develped t cllect the infrmatin cncerning the deplyment f TAF TSI. 5. A presentatin t explain the legal bligatins and TAF TSI functins t be implemented by the Wagn Keepers. This presentatin will cmprise tw different parts: a. The cntent f TAF TSI: Legal Prvisins fr Wagn Keepers: Respnsible, the Eurpean Railway Agency. b. Mrever, the Cperatin Grup will mandate ERA t include the mitigatin prpsals agreed by this Cperatin Grup in the Implemenatin reprt t be delivered t the Eurpean Cmmissin and the TAF TSI Steering Cmmittee fr decisin. Beynd this, the utcmes f the ERA TAF TSI Implementatin Cperatin Grup discussin based n these inputs may be as well used within the framewrk f evaluatins perfrmed by the Agency. 9 5. Schedule fr the Reginal Wrkshp. Guideline The Reginal wrkshp has t fllw the same schedule as it is defined fr the ERA TAF TSI Implementatin Cperatin Grup. Therefre, at least tw reginal wrkshps shuld be rganized per year (mre can be rganized under request f the NCPs and assessment f ERA resurces availability). The lessns learnt will trigger the gathering f a set f recmmendatins t be raised t the ERA TAF TSI Implementatin Cperatin Grup fr its adptin in rder t imprve the Reginal Wrkshps Issues raised. The Reginal wrkshp seems t be the apprpriate envirnment t cllect all the issues that the cmpanies are finding because f the implementatin f TAF TSI. These cncerns will be gathered in the reprt t be issued after every Reginal Wrkshp t be discussed in the cntext f the ERA TAF TSI Implementatin Cperatin Grup.
