T identify the impact f the internatinal narctics trade upn U.S. natinal security, and t direct specific actins t increase the effectiveness f U.S. cunter-narctics~ffrts t enhance ur natinal security. (C) Backgrund. The expanding scpe f glbal narctics trafficking has created a situatin which tday adds anther significant dimensin t the law enfrcement and public health aspects f this internatinal prblem and threatens the natinal security f the United States. (C) While the dmestic effects f drugs are a serius scietal prblem fr the United States and require the cntinued aggressive pursuit f law enfrcement, health care, and demand reductin prgrams, the natinal security threat psed by the drug trade is particularly serius utside U.S. brders. Of primary cncern are thse natins with a flurishing narctics industry, where a cmbinatin f internatinal criminal trafficking rganizatins, rural insurgents, and urban terrrists can undermine the stability f the lcal gvernment; crrupt effrts t curb drug crp prductin, prcessing, and distributin; and distrt public perceptin f the narctics issue in such a way that it becmes part f an anti-u.s. r anti-western debate. (S) While these prblems are endemic t mst natins plagued by narctics, their effects are particularly insidius fr the demcratic states f the Western Hemisphere. Mrever, the expansin f narctics activity creates a reginal, as well as a cuntry specific, prblem. (C) A recent Natinal Intelligence Estimate, "The Internatinal Drug Trade: Implicatins fr u.s. Security" (NIE 1/8-85) examines the dangers frm drug trafficking and highlights the fllwing pints: (S) ~sify n: OADR

The effect n u.s. interests frm such a situatin can range frm a regime unwilling r unable t cperate with cunter-narctics prgrams t a gvernment that is unable t cntrl key areas f its territry and elements f its wn judiciary, military, r ecnmy. (S) In key drug-prducing natins, trafficking rganizatins have used cntrl f lcal media t influence public attitudes and impede the ability f lcal gvernments t cperate with U.S. cunter-narctics prgrams. (S) Narctics activity is inevitably accmpanied by a rising rate f vilence~ This includes crimes by and upn thse seeking t buy drugs, against inncent bystanders, between cmpeting trafficking netwrks, and vilence against public fficials assciated with narctics cntrl, including U.S. persnnel. (S) In many cuntries, the same netwrks used t smuggle drugs are als emplyed t bring in illegal weapns. (S) Sme insurgent grups finance their activities thrugh taxing drug activities, prviding prtectin t lcal criminal traffickers, r grwing their wn drug crps. Access t mney available frm narctics can have a majr impact n the capability f the insurgent frces. (S) Sme terrrist grups have been linked t drug smuggling primarily t finance their activities. The prfits frm even ne cnsignment f narctics culd prvide small terrrist cells with substantial perating capital. (S) Several svereign states -- Cuba, Nicaragua, and Bulgaria, fr example -- have supprted r cndned internatinal drug trafficking fr financial r plitical reasns. (S) Plicy. The internatinal drug trade threatens the natinal security f the United States by ptentially destabilizing demcratic allies. It is therefre the plicy f the United States, in cperatin with ther natins, t halt the prductin and flw f illicit narctics, reduce the ability f insurgent and terrrist grups t use drug trafficking t supprt their activities, and strengthen the ability f individual gvernments t cnfrnt and defeat this threat. T implement this plicy, the departments and agencies f the United States shuld perfrm the fllwing: (U) The Secretary f State and the Administratr f AID shuld ensure that narctics cntrl bjectives are fully integrated int freign assistance planning effrts. The planning prcess ~huld include cnsideratin f prgrams designed t assist freign gvernments achieve effective cntrl bjectives and shuld be guided by the principles f cntrlling crp prductin and targetting trafficking at the surce and in transit. Prpsed assistance shuld be linked t a freign gvernment's willingness t develp and implement effective narctics cntrl prgrams. (S) The Secretary f Defense and the Attrney General, in cnjunctin with the Secretary f State, shuld develp and implement any necessary mdificatins t applicable statutes, regulatins, prcedures, and guidelines t enable u.s. military frces t supprt cunter-narctics effrts mre actively, cnsistent with the maintenance f frce readiness and training. U.S. military activities in supprt f cunter-narctics effrts shuld include, but are nt limited t: (S) assistance t ther u.s. gvernment agencies in the planning and executin f large cunter-narctics peratins. (S) cllectin, analysis, and disseminatin f intelligence. (S) participatin in crdinated interdictin prgrams. (S) small-scale cmbined exercises t enhance planning, intelligence, mbility, and cmmunicatins. (S) training t assist freign military frces in planning and cnducting cunter-narctics peratins. (S) technical and materiel supprt t enhance the ability f a freign gvernment t cmbat drug prductin and trafficking. (S) The Vice President and the Secretaries f State, Treasury, Defense and the Attrney General shuld strengthen internatinal supprt fr cunter-narctics initiatives by raising this issue in high level discussins with.cp v I.r: I L L.:::!_ c... They shuld als raise narctics as an internatinal security issue with U.S. allies, urging these natins t increase their assistance and cperatin and encuraging them t als raise the issue as a high pririty in their wn rel~tins with prducer and trafficking states. (S) The Directr f Central Intelligence, in cnsultatin with the Attrney General and ther relevant agencies and acting in accrdance with E.O , shuld enhance, where apprpriate, supprt f the drug enfrcement effrt targetted against internatinal drug traffickers, particularly thse with knwn r suspected ties t terrrist r insurgent grups. Such enhanced effrt shall be in accrdance with applicable Presidential Findings and the Natinal Security Act f (S) The Directr f Central Intelligence, in cnjunctin with the Attrney General, the Secretary f Defense, and the Secretary f the Treasury, shuld ensure that existing prvisins f E.O and related implementing prcedures which permit the cllectin and disseminatin f infrmatin n u.s. persns cncerning the freign aspects f internatinal narctics activities t apprpriate law enfrcement agencies are fully and expeditiusly adhered t. (S) The Directr f Central Intelligence shuld ensure that the intelligence cmmunity gives special emphasis t cllecting, assessing, and disseminating freign intelligence n all aspects f the internatinal illicit drug trade. In pursuit f this gal, the intelligence cmmunity shall cntinue its effrts t target specific drug surce and transit regins fr in-depth analysis f the links between drug trafficking rganizatins, insurgent grups, and terrrists. (S) The Secretary f State, in cllabratin with the Directr, USIA and the Administratr f AID, shuld assist in develping drug abuse preventin and educatin prgrams within drug prducing, transit and cnsumer natins. Public diplmacy aspects f these effrts shall be reviewed as apprpriate by the Internatinal Infrmatin Cmmittee and the Internatinal Plitical Cmmittee. (S)

5 ERET 5 The U.S. Chief f Missin shuld assure the necessary crdinatin f all assistance, intelligence and interdictin activities f U.S. gvernment agencies tward specific cuntries as a pririty respnsibility. The Chief f Missin shuld peridically reprt his effrts t bring the full range f U.S. resurces t bear t engage the cperatin f prducer and transit cuntries. (S) The Secretary f Defense, as Executive Agent fr Cmmunicatins Security (in accrdance with E.O and NSDD-145) and the Natinal Cmmunicatins System (in accrdance with E.O and NSDD-97), shuld crdinate with apprpriate agencies and departments t ensure that a secure and interperable interagency telecmmunicatins capability is available fr drug-related peratins and intelligence cllectin and disseminatin in supprt f interdictin and ther cunter-narctics activities. Existing natinal cmmunicatins system (NCS) assets, U.S. Gvernment-wned and leased, will be used t the maximum extent pssible. (S) The Attrney General, as Chairman f the Natinal Drug Enfrcement Plicy Bard, shall submit a reprt t the President by September 30, 1986 giving the status f plans and accmplishments fr all actins directed herein.
