3 Cntributins frm the perspective f the Cmmissin n Narctic Drugs (CND) t the reprt f the Secretary-General n strengthening the Ecnmic and Scial Cuncil 1. The need fr ECOSOC and its subsidiary bdies t develp a shared develpment agenda The agenda f the CND includes a thematic debate in the frm f rund-table discussins, which takes place at the regular Cmmissin sessin in March each year. The CND decides the themes and subthemes fr the discussins during the intersessinal perid, thrugh a prcess f cnsultatin within and amng Reginal Grups. An alignment f the CND agenda with the multi-year prgramme f ECOSOC appears pssible, were the Cmmissin t take int cnsideratin the crrespnding theme f the AMR prir t the cnsultatins n the themes and subthemes. 2. The need fr the ECOSOC machinery t play its mandated rle with regard t sustainable develpment - The areas f wrk f the CND, whse agenda is determined by the mandates derived frm relevant internatinal cnventins, cannt easily be clustered int niy ne f the three pillars f sustainable develpment, namely ecnmic, scial and envirnmental. Althugh drug cntrl issues have been insfar cnsidered as factrs affecting the enabling envirnment fr the realizatin f develpment gals because f their relatin t scial develpment in general, they als have imprtant ecnmic and even envirnmental dimensins. Fr instance, alternative develpment is ne f the main issues dealt with by the CND which has imprtant sustainable develpment implicatins, and the 1961 Single Cnventin n Narctic Drugs clearly recgnizes that addictin t narctic drugs cnstitutes a serius evil fr the individual and is fraught with scial and ecnmic danger t mankind.,- The Cuncil and ther functinal cmmissins shuld be made aware f the crss-cutting mandates f the CND. All ptins t ensure vertical and hrizntal dialgue and engagement (utlined belw) shuld be explred t ensure adequate interactin with ECOSOC and between its subsidiary bdies, in rder t achieve a balanced integratin f the three pillars f sustainable develpment and t take int accunt crss-cutting issues.

The need t ensure nging vertical dialgue and engagement between ECOSOC and its subsidiary bdies > The reprting by the CND t ECOSOC culd be enhanced in the fllwing ways: The Chairpersn s summary f the thematic rund-table discussins, transmitted t ECOSOC as part f the reprt f the CND, culd prvide useful inputs int the Annual Ministerial Review f the Cuncil, in accrdance with ECOSOC reslutin 2008/29. Giving the chairpersn the pssibility t present the reprt f the CND t the Cuncil wuld represent a way t enhance the visibility f the utcmes f the sessin and t draw the attentin f the members f the Cuncil t the salient pints f the thematic rund-table discussins and the draft reslutins befre their adptin by the Cuncil. A thematic discussin/rund table amng the President f the Cuncil and the chairpersns f the subsidiary bdies, pen t interested Member States, during the annual substantive sessin f the Cuncil, might be anther idea wrth pursuing. > Further ways t strengthen vertical dialgue and engagement between ECOSOC and the CND culd include the fllwing: The President f the Cuncil culd regularly attend the sessins f the CND. Fr instance, the participatin f H.E. Mils Kterec in the pening f the 2 1st sessin f the Cmmissin n Crime Preventin and Criminal Justice (CCPCJ) in April 2012 was highly appreciated by Member States and represented an excellent pprtunity t engage in exchanges f views and infrmatin with the Chairpersn f the CCPCJ and the Executive Directr f UNODC, while als enhancing the visibility f the Viennabased cmmissins. Mre regular meetings f the Extended Bureau f the Cuncil with the chairpersns f ne r mre f its subsidiary bdies shuld be held, in rder t increase the mutual awareness f nging wrk and t fster pprtunities fr streamlining and alignment. It wuld be imprtant t distribute the agenda f thse meetings well in advance and t keep it shrt and fcussed, in rder t enable prductive and fcussed discussins. Additinal resurces shuld be available under the Regular Budget t facilitate participatin f the Chairpersn in persn (rather than via videcnference). Scheduling an annual meeting f the Extended Bureau f the Cuncil with the chairpersns f the subsidiary bdies during the Cuncil s substantive sessin might als facilitate participatin in persn. ECOSOC may wish t cnsider hlding special (high level) events n issues cncerning the mandate f the CND. ECOSOC may als wish t cnsider hlding thematic meetings during its Annual Ministerial Reviews in the cming years, which culd fcus n drug issues.
5 An additinal ptin culd be prpsing drug issues as the subject f a future Annual Ministerial Review in the years ahead. > An imprtant example f vertical dialgue and engagement between ECOSOC and the CND is the hlding f an ECOSOC high-level segment n a theme related t the wrld drug prblem, as recmmended by Member States in paragraph 40 f the Plitical Declaratin n internatinal cperatin twards and integrated and balanced strategy t cunter the wrld drug prblem, adpted by the General Assembly in 2009 (reslutin 64/182). This ECOSOC high-level segment wuld ideally take place in 2014/15, after the high-level review in 2014 by the CND f the implementatin by Member States f the Plitical Declaratin and its Plan f Actin. 4. The need t ensure nging hrizntal dialgue and engagement amng subsidiary bdies > In rder t increase crdinatin with ther functinal cmmissins and t ensure crss-fertilizatin f ideas, the secretariats f the functinal cmmissins shuld keep each ther infrmed f the agenda and calendar f meetings f Members f their cmmissin in the freseeable future. It wuld als be useful if the Cuncil culd cnsider ways t enhance the use f its calendar f meetings and events psted nline t facilitate infrmatin sharing amng all its subsidiary bdies. Attendance and active participatin f chairpersns in the sessins f ther functinal cmmissins shuld als be encuraged, especially when issues f cmmn interest are discussed. The need fr ECOSOC and its subsidiary bdies t develp a shared develpment agenda The agenda f the CCPCJ includes a prminent theme, which is discussed by the Cmmissin at its sessin in April each year. The prminent themes fr the sessins frm were established by ECOSOC in its decisin 20 10/243. This multi-year prgramme was agreed at the 12 th United Natins Cngress n Crime Preventin and Criminal Justice in The United Natins crime cngresses are the ldest peridic United Natins cnferences devted t a specific subject area. They are f majr plitical significance and imprtance in the area f internatinal standard-setting and plicy-making in crime preventin and criminal justice. It is expected that the prminent themes fr the perid will be discussed and pssibly agreed at the 13 th United Natins Cngress n Crime Preventin and Criminal Justice in An alignment f the CCPCJ agenda with the multi-year prgramme f ECOSOC appears pssible, since multi-year prgrammes f wrk f bth bdies expire in The (envisaged) new multi-year prgramme f wrk f ECOSOC wuld need t be cmmunicated t the 13th Crime Cngress, scheduled t take place in Qatar in Delegatins wuld be expected t give due cnsideratin t the issue f agenda alignment, taking int accunt the verall tpic f the 13th Cngress: lntegrating crime preventin and criminal justice int the wider United Natins agenda t address scial and ecnmic challenges and t prmte the rule f law at the natinal and internatinal levels, and public participatin. Wrth mentining are the agenda items and wrkshp tpics which have been identified by Member States fr cnsideratin during the 13 th Cngress: agenda items [ (i) Preventin and criminal justice plicies and strategies t prmte the rule f law at the natinal and internatinal levels, and t supprt sustainable develpment; (ii) Internatinal cperatin, including at the reginal level, t cmbat transnatinal rganized crime; (iii) Cmprehensive and balanced appraches t prevent and adequately respnd t new and emerging frms f transnatinal crime; (iv) Natinal appraches t public participatin in strengthening crime preventin and criminal justicej and wrkshp tpics [(a) Rle f the United Natins standards and nrms in crime preventin and criminal justice in supprt f effective, fair. humane and accuntable criminal justice systems: experiences and lessns learned in meeting the unique needs f wmen and children, in particular the treatment and scial reintegratin f ffenders; (b) Trafficking in persns and smuggling f migrants: successes and challenges in criminalizatin. in mutual legal assistance and in effective prtectin f witnesses and trafficking victims; (c) Strengthening crime preventin and criminal justice
8 respnses t evlving frms f crime such as cybercrime and trafficking in cultural prperty, including lessns learned and internatinal cperatin; (d) Public cntributin t crime preventin and raising awareness f criminal justice: experiences and lessns learned] 2. While crime preventin and criminal justice issues relate t scial develpment in general. they als have imprtant ecnmic and even envirnmental dimensins. Fr example, issues like transnatinal rganized crime, crruptin and mney-laundering relate t illicit ecnmic activities which can cause significant damage t natinal ecnmies. Since the 1990s, the CCPCJ has dealt with the use f criminal law in the prtectin f the envirnment, illicit trafficking in timber, wildlife and ther frest prducts. as well as endangered species. At its 22 sessin in it will hld a thematic discussin n The challenge psed by emerging frms f crime that have a significant impact n the envirnment and ways t deal with it effectively. r The Cuncil and ther functinal cmmissins shuld be made aware f the crss-cutting mandates f the CCPCJ.
