Natinal Sciety f Prfessinal Engineers Strategic Plan Linkage The Luisiana Engineering Sciety (LES) is a state sciety f the Natinal Sciety f Prfessinal Engineers (NSPE). LES seeks t align its strategic plans with that f NSPE. NSPE s Strategic Plan NSPE Website NSPE Strategic Plan On-Line ( Backgrund NSPE state and natinal leaders frm acrss the cuntry came tgether in January 1999 fr an unprecedented Leadership Cnsensus Cngress that apprved a new visin, missin, and gals t guide the Sciety fr the next three years. At the same Atlanta meeting, the NSPE Bard f Directrs then unanimusly endrsed the plan. The bjectives accmpanying each gal will give a new fcus t NSPE's prgram planning and budgeting. Visin NSPE is the premier natinal rganizatin that prmtes and defends the prfessinal interests f all engineering prfessinals. Missin NSPE is the natinal sciety f engineering prfessinals frm all disciplines that prmte the ethical and cmpetent practice f engineering, advcates licensure, and enhances the image and well being f its members. LES Values and Critical Success Factrs The LES strategic management system is defined by using cre values t determine the critical success factrs f the rganizatin. These key success factrs are then translated int gals, bjectives, perfrmance indicatrs and strategies as utlined in the fllwing text. Cnduct efficient and effective gvernance f LES at the chapter and state levels while participating thrugh representatin at the reginal and natinal levels and use all available means and technlgy. 4. Becme practive in identifying cmmunity cncerns befre they result in adverse publicity that might negatively impact the image f prfessinal engineers. 6. Membership grwth and retentin. LES Strategic Plan Implementatin By setting the framewrk fr sund management and accuntability, the LES Strategic Plan prvides guidance fr hw the rganizatin will achieve its missin cnsistent with Natinal Sciety f Prfessinal Engineers plicies and sund management principles. The plan establishes the basis fr perfrmance standards; defines requirements that drive budget and resurce management decisins; and prvides accuntability fr all prcesses and utcmes. The plan establishes a fundatin upn which perfrmance the staff, chapters and cmmittees f the rganizatin can define measures and targets. These measures can then be reprted t the LES Bard f Directrs at its regularly scheduled meetings. This enables a systematic apprach t measure rganizatinal perfrmance, establishes expectatins fr perfrmance-based activities, and evaluates utcmes and their significance with respect t the verall missin. This prcess assures that all perating and supprting activities are planned and carried ut within a galdriven envirnment. LES Planning and Perfrmance Measurement Apprach Peridic Evaluatin and Validatin Peridic evaluatin shall be used t determine the prgress against stated bjectives, identify where gals require revisin, identify barriers t accmplishing gals, and assist in identifying curses f actin that will help vercme thse barriers. Within LES, peridic evaluatin is a cntinuus prcess f assessment, reprting, and evaluatins thrughut the year t the cmmittees, chapters and the LES Bard f Directin. This cntinuus prcess includes an annual evaluatin t determine what, if any, imprvements, revisins and updates shuld be made t this Strategic Plan, which shall be carried ut by the lng range planning cmmittee. The results f evaluating all f the infrmatin frm these surces, as well as knwledge f LES fficers and bard, are used t establish new gals and revise r update existing gals in the Strategic Plan. 9 Factrs within the cntrl f LES: Key Factrs Affecting Achievement f Gals and Objectives The Bard f LES is fcused n managing and assuring the perfrmance capability envisined in this Strategic Plan and that f the Natinal Sciety f Prfessinal Engineers as applicable t Luisiana. These respnsibilities include the requirement t: Prmte the cmpetent, ethical, and prfessinal practice f engineering. Enhance the image and stature f engineering prfessinals. Prvide educatin, career develpment, netwrking pprtunities, and ther benefits t engineering prfessinals and students. Advcate the interests f engineering prfessinals and prtect the public thrugh an effective gvernment relatins prgram. Align the structure, activities, and gvernance f the sciety t ptimize supprt and resurces fr all prgrams. Factrs utside f LES cntrl: LES is a prfessinal sciety that perates within the bundaries, laws, and regulatins that gvern similarly cnstituted rganizatins. Althugh LES can seek t influence new laws and the subsequent rules develped t implement them thrugh the legislative prcess ultimate utcmes are determined thrugh the demcratic prcess and may nt always be in the best interests f the engineering prfessin. LES depends heavily upn vlunteerism f its individual engineering members and their willingness t give back t his/her prfessin. The extend t which this can be accmplished is depend n a number f factrs including ecnmic cnditins, the supprt prvided by crprate emplyers, ties t engineer educatin, interactin r the lack f it with ther prfessinal and technical rganizatins and finally the extent f prfessinal unity that can be achieved within its wn ranks. Strengths, Areas fr Imprvement and Opprtunities The strategic planning grup identified the fllwing strengths: Prfessinalism, educated members, membership based, strng traditins, ethical, reliable, respected, trusted, leadership cmmittee, paid staff, yuthful, diverse, gegraphically dispersed, builders, giving, and rganized. The strategic planning grup identified the fllwing areas fr imprvement: Rank & file invlvement, cntinuity, training, cmmitment, time management, % representatin, image, funding (financial), vice in cmmunity, public awareness, cmmunicatin, ties t engineer educatin, lack f interactin with ther rganizatins, prfessinal unity, and gals as stated.
