The Divisin is respnsible fr administering the infrmal cnference prcess fr taxpayer appeals f tax due bills, refund adjustments, tbacc license denials and cigarette/tbacc seizures. This psitin plans, rganizes, implements, and crdinates the administrative functins f the Department's infrmal cnference prcess. This psitin will prvide management structure that cntributes significantly t the achievement f the missins, gals, and bjectives f the Bureau/Divisin. Prmtes and maintains and envirnment cnducive t cntinuus quality imprvements and t encurage emplyee ideas, input, and teamwrk.

The ttal percentage f all duties perfrmed must equal 100 percent. Duty 1 General Summary: Percentage: 75 Plans, rganizes and administers infrmal cnference prcess fr the Department. Duty 2 Review the infrmal cnference referees recmmendatins. Determine whether t accept r reject the recmmendatins. If rejected, have rebuttals prepared. Issue final decisins and rders fr infrmal cnference matters n behalf f the State Treasurer. Researches case law related t infrmal cnference recmmendatins. Determines ffice pririties, assigns infrmal cnference dckets t infrmal cnference referees, mnitrs and manages dcket prcessing. Review and accept r reject taxpayer requests fr infrmal cnference. Review and respnd t taxpayer crrespndence regarding the infrmal cnference prcess. General Summary: Percentage: 15 Oversees the peratins f the Hearings Divisin. Establishes lng range gals fr the Divisin and assists with determining methds fr carrying ut the brad verall plicies f the Bureau/Divisin, cnsistent with the Department's missin and gals. Establish prgram bjectives, gals, and pririties and determine perating plicies and implementatin methds within the cntext f verall agency plicies and guidelines. Prduce and submit Hearings metric and status reprts. Direct the activities f staff in the implementatin f agency prgrams and plicies. Advise staff in the reslutin f sensitive, cmplex, r precedent-setting situatins; determine apprpriate curse f actin; assign respnsibilities and mnitr actins and respnses. Direct and review research in such areas f prgram peratins as management systems develpment, assessment f target audience needs, and prgram evaluatin. Determine need fr imprvement. Evaluate emplyee perfrmance during and at the end f year n a timely basis. Prvide cnstructive feedback regarding meeting perfrmance bjectives and take crrective actin n emplyee's perfrmance as needed Duty 3 General Summary: Percentage: 10 Other duties as assigned including respnding t requests fr pinins/interpretatins regarding tax issues. In-depth analysis f issues including multistate tax research.
