2 Intrductin t Reginal Operatins and Organizatin This is a guide t the peratins and rganizatin f the By Scuts f America fr new reginal r area vlunteers. It is an hnr and privilege t serve at this level. It is expected that reginal and area fficers will actively serve in their rles and attend area, reginal and natinal meetings r cnferences. Active leadership and participatin is critical t supprting the missin f the regin and areas. There are fur regins in the By Scuts f America, each headed by a reginal president. Each regin has gegraphical clusters f cuncils called areas. Areas are administrative units that prvide direct service t lcal cuncils. The missin f the regin is t prvide liaisn between the Natinal Cuncil and lcal cuncils t achieve the purpses f Scuting and t maintain standards, plicies, prgrams, and prcedures established by the By Scuts f America. The regin is respnsible fr the effective peratin f each f its cuncils: the prper alignment f cuncils, sufficient qualified vlunteer and prfessinal leadership in each cuncil, and effective prgram fr financing each cuncil. Reginal Respnsibilities 1. T cmmunicate natinal plicy, prgrams, and infrmatin t lcal cuncils within reginal jurisdictin. 2. T listen t lcal cuncil vlunteers and prfessinals and cnvey t the Natinal Cuncil innvative ideas fr strengthening the prgrams and plicies f the By Scuts f America. 3. T prvide prfessinal and vlunteer supprt t cuncils t help them meet Jurney t Excellence standards and criteria. 4. T maintain established standards and prvide nging training t keep vlunteers and prfessinals updated. 5. T serve cuncils, thrugh areas prviding nging services, cunsel, guidance, mentring and supprt. Reginal Functins 1. Cnduct an Annual Cuncil Prgress Review fr each cuncil. Target Index f Grwth and Jurney t Excellence Objectives and strategic lng range plans. 2. Cnduct annual camp visitatins t help maintain natinal standards and mnitr camp lng range plans. 3. Cnduct training n an nging basis t all cuncil persnnel (bth vlunteers and prfessinals), t keep them in tune with changing prgrams and scial needs. This can be accmplished thrugh called meetings f prfessinals and vlunteers n a cluster, area, regin, r natinal level. 4. Assist cuncils in maintaining the best, mst cmpetent prfessinals in all cuncils thrugh the apprpriate persnnel system. 5. Assist cuncils in meeting their fiduciary respnsibilities as a financially sustainable cuncil including revenue generatin, gvernance and fiscal management. 6. Assist cuncils with administratin supprt and training. 7. Help cuncil vlunteers and prfessinals achieve gals using all the resurces available thrugh the regin, area, and Natinal Cuncil. 2

3 Respnsibilities f Reginal Officers Reginal President 1. Serves as vlunteer leader f the regin. 2. Serves as a member f the Reginal Key 3 with the Reginal Cmmissiner and Reginal Directr and an active member f the reginal executive bard and executive cmmittee. 3. Serves as a member f the Natinal Executive Bard and the Reginal Presidents Grup. 4. Presides at all reginal executive bard and executive cmmittee meetings. 5. Acts as cmmunicatr with all Natinal Cuncil standing cmmittees. 6. Prvides needed vlunteer supprt t help areas and cuncils be successful in meeting gals and bjectives and Jurney t Excellence standards and criteria. 7. Appints the reginal nminating cmmittee in cnsultatin with the reginal directr. 8. In the event f a vacancy in the psitin f reginal vice president r area president appints a successr (subject t the apprval f the reginal executive cmmittee) t cmplete the unexpired term. 9. Appints reginal Scuters in cnsultatin with the reginal directr t give leadership studies f cuncil mergers, cnslidatins, jint cuncil ventures, and bundary realignments, in cllabratin with Missin Impact Cmmittee. 10. Appints reginal task frces as needed in cnsultatin with the apprpriate reginal vice president and reginal directr. 11. Helps maintain standards and plicies f the By Scuts f America. Reginal Cmmissiner 1. Serves as a member f the Reginal Key 3 with the Reginal President and Reginal Directr and an active member f the reginal executive bard and executive cmmittee. 2. Wrks clsely with the Natinal Cmmissiner, in prviding quality cmmissiner service thrughut the regin and the areas in supprt f lcal cuncils fr the purpse f imprving unit retentin. 3. Prvides leadership thrugh area cmmissiners, in service lcal cuncils in the attainment f the quality unit, district and cuncil recgnitin awards. 4. Supervises the activities f cmmissiners, in serving lcal cuncils in the attainment f the quality unit, district and cuncil recgnitin awards. 5. Encurages cmmunicatins between natinal, area and cuncil cmmissiners t ensure that cuncils prvide pprtunities fr immediate cmmissiner rientatin, frequent basic training and mnthly learning experiences fr all cmmissiners. 6. Prvides needed vlunteer supprt t help areas and cuncils be successful in meeting gals and bjectives and Jurney t Excellence standards and criteria. 7. Prvides directin and supprt t area cmmissiners especially related t the membership validatin prcess; unit charter renewal; cnducting and tracking unit visits; cunseling regarding particular situatins; and recruiting and training a full staff f cmmissiners. 8. Supprts areas and cuncils in imprving unit t cmmissiner ratis, mnthly unit visits. 9. Helps maintain standards and plicies f the By Scuts f America. 3

4 Reginal Directr 1. Serves as the reginal leader fr a large and diverse gegraphical area within the natinal structure f the BSA. 2. Respnsible fr the attainment f the bjectives f the natinal strategic plan in the regin. 3. Serves as an active member f the Assistant Chief Scut Executive, Cuncil Operatins, and Chief Scut Executive s management team. 4. Prvides leadership in develping and implementing plans and prgrams t perate and grw the rganizatin in the regin. 5. Represents the expressed needs f prfessinal and vlunteer Scuters within cuncils and the areas f the regin. 6. Prvides needed vlunteer supprt t help areas and cuncils be successful in meeting gals and bjectives and Jurney t Excellence standards and criteria. 7. Respnsible and accuntable fr the peratins, prgrams, finances, emplyees, and vlunteer relatinships f the regin t accmplish the gals and bjectives established by the Natinal Cuncil. 8. Recruits, guides, develps, and mtivates a crps f cmpetent vlunteers in sufficient number t supply effective supprt t the cuncils f the regin. 9. Participates in the develpment and placement f prfessinal persnnel, as apprpriate, in cperatin with the Assistant Chief Scut Executive and human resurces. Prvides guidance regarding the emplyment f the best qualified individuals in key lcal cuncil leadership rles in the regin. 10. Serves as the prfessinal advisr fr the Reginal Key Serves as the prfessinal advisr t the reginal executive bard and executive cmmittee. 12. Respnsible fr implementing and maintaining natinal standards, plicies, rules and regulatins, and general bard reslutins within the regin. Staff Advisr t varius Operating Cmmittees 1. A member f the Reginal staff, Natinal staff r a cllabrative team f bth as determined by the Reginal directr and respective Grup Directr. 2. Respnsible fr the attainment f the bjectives f the cmmittee in accrdance with natinal strategic plan. 3. Prvides leadership in develping and implementing plans and prgrams t lead the cmmittee in supprt f lcal cuncils. 4. Prvides needed vlunteer supprt t help areas and cuncils be successful in meeting gals and bjectives and Jurney t Excellence standards and criteria. 4. Prvides leadership in serving lcal cuncils in supprt f natinal strategic plan. 5. Helps maintain standards and plicies f the By Scuts f America. 6. This psitin reprts t the reginal president. Reginal Vice President Cuncil Operatins Supprt 1. Serves as a member f the reginal executive bard and executive cmmittee, and serves n the natinal Cuncil Operatins Standing Cmmittee. 2. Prvides leadership in serving cuncils with slutins t build capacity in lcal cuncils thrugh psitively impacting membership grwth and retentin, financial health, prgram impact, and cuncil gvernance. 3. Respnsible fr the fur standing cmmittees f the cuncil peratins supprt functin and the active participatin f their chairmen and cmmittee members in bringing slutins t lcal cuncils. 4. Prvides needed vlunteer supprt t help areas and cuncils be successful in meeting gals and bjectives and Jurney t Excellence standards and criteria. 5. Chairs the meetings f the Reginal Prgram Impact Cmmittee. Prmtes adult vlunteer training in lcal cuncils as ne f the crnerstnes t quality prgrams and yuth retentin. Ensures, thrugh a task frce f vlunteers and area representatives, the highest level f training fr Wd Badge and NYLT curse directrs thrughut the regin. Prvides leadership and prmtin t cuncil led leadership develpment curses including Pwderhrn, Kdiak and Sea Badge. Prmtes and supprts the Jurney t Excellence effrts f area and cuncil Prgram Impact chairs in achieving a percentage increase in Cub Scut and By Scut advancements. Prmtes adult leader recruitment and engagement thrugh prgrams such as Friend Strming and Scut Parents. Prmtes vlunteer recgnitin including Silver Buffal and reginal Silver Antelpe awards. Prmtes and supprts area leadership in cnducting area prgram cnferences in supprt f lcal cuncils. Helps maintain standards and plicies f the By Scuts f America. 6 Reginal Membership Impact Cmmittee Chairman Serves as a member f the reginal executive bard and executive cmmittee and serves n natinal Membership Impact Cmmittee. Chair the meetings f the Reginal Membership Impact Cmmittee. Prmte thrugh areas and lcal cuncils natinally crdinated membership initiatives with specific chartered partner grups t increase the number f registered yuth per cuncil. Prmtes and prvide encuragement t area and lcal cuncil leadership t extend Scuting prgrams t emerging multicultural markets, including Hispanic and Asian cmmunities. Prmtes and supprts the Jurney t Excellence effrts f area and cuncil Membership Impact chairs in achieving an increase in market share percentage, increased percentage in membership grwth and an increase in percentage f membership retentin. Prvide leadership t annual membership recruitment and new unit develpment campaigns t psitively impact the market share f lcal cuncils. Prmte best methds fr membership grwth and utreach including target emerging markets t psitively impact the market share f lcal cuncils. Prmte strng relatinships with ur chartered partners. Prmte recgnitin f utstanding service by adult individuals r rganizatins in rural r lw-incme urban backgrunds with the prmtin f the Whitney M. Prmted and supprts the Annual Prgress Review prcess fr lcal cuncils. Prvide supprt t area leadership t assist cuncils with perfrmance management, strategic planning (My Cuncil Plan) and gvernance. Supprts lcal cuncils t imprve their financial health as measured by the Jurney t Excellence key perfrmance indicatrs f: Grwth f Net Assets f the Operating and Ttal all Funds Psitive Annual Operating Fund Balance Grwth Direct Supprt Grwth In cnsultatin with staff, helps lcal cuncils becme infrmed abut the latest fundraising cncepts and techniques including thse in Friends f Scuting, capital campaigns, prject sales, direct mail slicitatins, special events, and fundatin grant prpsals. Prmtes and supprts the Jurney t Excellence effrts f area and cuncil Finance Impact chairs in achieving favrable perating net assets t expense rati, an increased percentage in cuncil-generated cntributins and an increase in the percent f new permanently restricted Endwment t expense. Prmtes majr gifts develpment prgrams, including the prmtin f reginal and natinal majr gifts events, estate seminars, training and use f Natinal Cuncil resurces fr securing majr gifts. Prvides guidance and supprt fr investment stewardship in lcal cuncils. Thrugh area leadership, prvides resurces t lcal cuncil leadership t develp and implement their cuncil investment plicy, define their internal cntrls, define risk t reward tlerance, define gals and establish effective structure. Keeps fully infrmed f United Way and ther federated funding t effectively supprt lcal cuncils in their relatinships with these agencies. Prvides leadership t the annual cuncil audit prcess. Takes necessary actin, as needed, t assure fiscal integrity f all cuncils and t assure that prper accunting and reprting methds are being used. Prmtes recgnitin fr financial service t lcal cuncils such as the Win Rckefeller Award. Helps maintain standards and plicies f the By Scuts f America fr financial develpment and stewardship wrking with area leadership. 8 Reginal Vice President Outdr Adventures 1. Serves as a member f the reginal executive bard and executive cmmittee and represents the regin n the Natinal Adventure Cmmittee. 2. Crdinates the prmtin f natinal and wrld jambrees, high-adventure bases, apprved internatinal events, and ther natinal utdr adventures. 3. Prvides leadership t area and lcal cuncils n the prmtin f risk management and health and safety issues including use f risk management cmmittees and the Guide t Safe Scuting. 4. Respnsible fr ensuring that all lcal cuncil utdr prgrams are cnducted by trained and certified staff members and meet natinal camping standards and state mandated standards, thrugh the standing cmmittees f the utdr adventures functin and the active participatin f their chairmen and cmmittee members in bringing slutins t lcal cuncils. 5. Prmte the relatinship between Scuting and cnservatin, including prmtin f the William T. Hrnaday Award. Helps maintain standards and plicies f the By Scuts f America. Schedules and Chairs mnthly meetings/telecnferences f Area Jambree Chairs. Ensures that all assigned Areas have an active Jambree Chair. Ensures that each Area has a Jambree Ambassadr. Ensures that all Area Chairs and Ambassadrs have adequate training and current infrmatin. Schedules the Reginal Jambree Ambassadr t prmte and recruit staff at all scheduled Reginal events. Assists each Area Jambree Chair in scheduling Jambree Ambassadrs t prmte and recruit staff and yuth participants fr the Natinal Jambree at all Area and Cuncil events including: Area meetings and wrkshps, cuncil camprees, merit badge events, cmmissiner clleges, University f Scuting prgrams and similar pprtunities fr mass marketing. Mnitrs the engagement and perfrmance f Area Jambree Chairs and Ambassadrs. Helps maintain standards and plicies f the By Scuts f America. Crdinates marketing plans in supprt f lcal cuncils in specific media markets wrking thrugh the area leadership t prmte membership initiatives and relatinships develpment. 3. Prvides updated materials frm the Natinal B.S.A. in supprt f area and cuncil needs (i.e., Wrds t Live By and ther materials). 4. Creates awareness f all natinal relatinships materials and religius awards t assist lcal cuncils. 9
