PROJECT DESCRIPTION OR BACKGROUND Mst cmmdity sectrs in develping cuntries are afflicted by pr prductin practices that lead t increasing pressure n ecsystems and fail t imprve the livelihds f rural cmmunities. Pr prductin practices lead t negative envirnmental impacts such as bidiversity lss, defrestatin, carbn emissins, sil ersin, depletin f water resurces and cntaminatin frm chemicals. In fact, the largest driver f defrestatin is the prductin f agricultural cmmdities. On the scial side, wrking cnditins in cmmdity prductin are ften nt in line with basic labr rights. Despite recent cmmdity bms, small prducers are held in pverty, mstly due t lw prductivity and prduct quality. Despite the prgress made thrugh standards and supply-chain initiatives 1, weaknesses in the underlying enabling envirnment limit change at a larger scale. 4 public plicies, a well-functining legal framewrk, clarity regarding land-use planning, effective enfrcement mechanisms, accessible credit structures, and effective farmer extensin services. As a result f the absence f these elements, wrk n cmmdity sustainability remains less effective than it culd be, and cstlier and mre time-cnsuming than it shuld be. Imprving the enabling envirnments will increase the chances f sectr-wide change t sustainable prductin practices. UNDP established the Green Cmmdities Prgramme (GCP) in 2009 in recgnitin f the imprtance f glbal agricultural cmmdities and hw they cntribute t ecnmic, scial and envirnmental sustainability and the need t strengthen UNDP s supprt and leadership in the field. GCP was initiated with seed funding frm the UNDP and was tasked t evlve int a glbal prgramme supprting UNDP s Strategic Plan, building n almst a decade f GEF supprted prjects mainstreaming ecsystem services int prductive landscapes. GCP s glbal targets, bjectives and delivery strategies are based n inclusive and sustainable grwth and develpment cmbining gvernments and markets in agriculture thrugh public private partnerships and demcratic dialgue prcesses. GCP s fcus n strengthening the livelihds f smallhlder prducers within cmmdity supply chains and reducing envirnmental ftprints, particularly defrestatin, thrugh public private partnerships can be key fr UNDP s ambitins t reduce pverty, reduce defrestatin and engage the private sectr in SDGs. The Green Cmmdities Prgramme (GCP) exists t imprve the natinal ecnmic, scial and envirnmental perfrmance f agricultural cmmdity sectrs. GCP wrks within agricultural cmmdity prductin in cuntries f UNDP peratin where the prgramme can have significant impact n rural livelihds, mitigate climate change, and maintain the ecsystem services and resilience f landscapes and seascapes. The GCP has pineered the cncept f Natinal Cmmdity Platfrms t help gvernments facilitate shared visins and actins fr sustainable cmmdity prductin amng key stakehlders. GCP perates in ver 10 cuntries glbally. GCP is nw crdinating the Gd Grwth Partnership (GEF Integrated Apprach Pilt (IAP) prgram, Taking Defrestatin ut f Cmmdity Supply Chains), an integrated supply chain apprach t tackling the underlying rt causes f defrestatin frm agriculture cmmdities, specifically beef, il palm, and sy, which tgether accunt fr nearly 70% f defrestatin glbally. The Gd Grwth Partnership (GGP) will be delivered thrugh a multi-agency cnsrtium including WWF, IFC, UNEP, and CI. The Prgram will prvide supprt t prductin, generate respnsible demand, supprt enabling transactins and fster adaptive management and learning thrugh multiple child prjects. UNDP GCP als is implementing the prductin prject within the GGP which includes glbal supprt and activities in three target cuntries (Paraguay, Liberia and Indnesia). The Partnerships Advisr will wrk with the Senir Partnerships Advisr t manage private sectr partnerships t strengthen sustainable cmmdity prductin supprted by UNDP and reduce defrestatin frm cmmdity supply chains. C. PURPOSE The Partnerships Advisr will supprt the wrk f the Senir Partnerships Advisr and ther GCP advisers t develp, maintain and strengthen all UNDP private sectr partnerships designed t strengthen and scale up sustainable cmmdity prductin and reduce defrestatin frm cmmdity supply chains. SCOPE OF WORK The Partnerships Advisr will be respnsible fr the fllwing aspects: Maintain the database f private sectr cmpanies and key cntacts fr majr cmpanies wrking in relevant cuntries and cmmdities; Supprting engagement with majr cmpanies at the glbal level, including develpment f strategic partnerships and private sectr investment and supprt f GCP s wrk; Supprting relatinships with majr industry grups (e.g. CGF); Prviding inputs int mnitring and evaluatin (M&E) reprts. Cnducting a literature review f public private cllabratin fr systemic change in sustainable agriculture; Identifying and scheduling expert interviews, attending the interviews, writing interview ntes; Supprting the drafting f the VBV reprt and guidelines fr cmpanies; Supprting the drafting f revised Guidance Nte n private sectr engagement fr cuntry prject teams; Prject management f cnsultants wrking n cuntry-specific elements (e.g. cuntry briefing ntes & cuntry strategies). Prject management f GCP Glbal team participatin in particular cuntry prjects; Planning f cuntry missins. Prject managing the private sectr stream in the Green Cmmdities Cmmunity; Supprting the develpment f presentatins. Prject managing the develpment f the private sectr stream / cntent fr cnference; Supprting utreach t attract internatinal private sectr participants. 7 F. INSTITUTIONAL ARRANGEMENTS The Partnerships Advisr will be supervised by the Senir Partnerships Adviser f UNDP Green Cmmdities Prgramme and the GGP Glbal Prject Manager. The Partnerships Advisr will liaise regularly with ther advisrs that will wrk under the prductin prject, as well as with the internatinal private sectr (including internatinal buyers and traders). The Cnsultant will be hme-based with missin travel. The Cnsultant will be given access t relevant infrmatin necessary fr executin f the tasks under this assignment. The Cnsultant will be respnsible fr prviding her/his wn wrk statin (i.e. laptp, internet, phne, scanner/printer, etc.) and must have access t a reliable internet cnnectin. G. DURATION OF THE WORK The Individual Cntract is expected t require a cmmitment f apprximately 150 days fr 9 mnths. The expected date f cmmencement is April 2019 and expected cmpletin date is December H. DUTY STATION The Individual Cntractr will be hme-based, with missin travel. Travel: Internatinal travel may be required- ttal number f days and timing t be determined; Any necessary missins must be apprved in advance and in writing by the supervisr; The Advanced and Basic Security in the Field II curses must be successfully cmpleted prir t cmmencement f travel; Individual Cnsultants are respnsible fr ensuring they have vaccinatins/inculatins when travelling t certain cuntries, as designated by the UN Medical Directr; Cnsultants are required t cmply with the United Natins (UN) security directives set frth under Cnsultants are respnsible fr btaining any visas and security clearances needed in cnnectin with travel with the necessary supprt frm UNDP. All related travel expenses will be paid separately thrugh the prject travel fund and will be reimbursed as per UNDP rules and regulatins upn submissin f an F-10 claim frm and supprting dcuments. Csts fr airfares, terminal expenses, and living allwances shuld nt be included in financial prpsal. In general, UNDP shuld nt accept travel csts exceeding thse f an ecnmy class ticket. QUALIFICATIONS OF THE SUCCESSFUL CONTRACTOR Academic Backgrund: Bachelr s degree in Envirnment, Agriculture, Internatinal Develpment, Management, Business, Scial Sciences, r ther clsely related field. Master in any f the related field is an advantage. General Experience: At least 2 years f experience wrking with Private Sectr; Advanced experience in PwerPint and Excel; Experience wrking in sustainable develpment is an advantage; Experience wrking n agricultural cmmdities is an advantage; Experience at the UN, r at similar internatinal r bilateral rganizatins is an advantage; Full cmputer literacy required. Required Languages: Excellent ral and written English required. Spanish, French r Bahasa wuld be an advantage. J. SCOPE OF BID PRICE AND SCHEDULE OF PAYMENTS Please include nly cst f prfessinal services in yur bid. UNDP will pay the expert the fees specified in the cntract. Daily expenses, transprtatin fares, and terminal expenses crrespnding t travel required fr the cnsulting jb shuld nt be specified in the prpsal as these will be paid separately. The expert will receive payment f fees subject t apprval f the deliverables agreed upn in the Terms f Reference and apprval f the respective Certificate f Payment by the immediate supervisr. Signed cntracts in the individual agreement mde d nt entail any advance fees either at the cntract start date r at the start f the specific cnsulting perids. When travel is necessary, air fare will be prvided t travel, by the mst direct and ecnmic rute and fr as many travel hurs as needed, t the place and cuntry where the expert is t prvide his /her services, and the expert will be paid the respective terminal expenses and 100% f his /her respective daily expenses accrding t the United Natins rate fr the place and cuntry in which the services are t be prvided. K. RECOMMENDED PRESENTATION OF PROPOSAL AND OTHER RELEVANT INFORMATION The selected cnsultant will have the bligatin t: 1. Befre any travel, btain the security permits fr traveling t the cuntries where the services will be required. These permits may be btained at 2.
