Thrugh its Department f Human Develpment, Educatin and Emplyment (DHDEE), GS/OAS supprts OAS member states in creating plicies and executing prgrams that prmte human capacity develpment at all educatinal levels. By enabling frmative pprtunities t citizens, DHDE E strengthens demcratic values and security under the framewrk f reginal integratin. DHDEE des this: (i) by supprting the effrts f OAS member states t imprve the quality f and equity in educatin while enhancing and highlighting the cntributin f their diverse cultures t ecnmic, scial, and human develpment; and (ii) by assisting the citizens f the Americas in realizing their full ptential by giving them access t knwledge and skills thrugh training that imprves the standard f living fr individuals, families and cmmunities in the regin. The Inter-American Telecmmunicatin Cmmissin f the OAS (CITEL) The Inter-American Telecmmunicatin Cmmissin (CITEL) is an entity f the Organizatin f American States (hereinafter "the Organizatin"), established by the General Assembly, in accrdance with Article 53 f the Charter f the Organizatin. CITEL has the missin t facilitate and prmte the integral and sustainable develpment f interperable, innvative and reliable telecmmunicatins/icts in the Americas, under the principles f 1

2 universality, equity and affrdability. The visin f CITEL is the full integratin f the American States int the Glbal Infrmatin Sciety, with a view t enabling and accelerating scial, ecnmic and envirnmentally sustainable develpment fr all the regin s inhabitants thrugh the develpment f telecmmunicatins and infrmatin and cmmunicatin technlgies (ICTs) 2

Curse Objectives and Cntent: The training will prvide attendees with: a cmprehensive verview f regulatry issues and develpments in the telecmmunicatins sectr, using real-life examples and case studies frm the Eurpean Unin; an insight int the latest develpments in the fields f bradband deplyment and access regulatin, radi spectrum awards including the digital dividend, net neutrality, mbile raming, privacy, e-payments, carriers liability (mere cnduit principle) and universal service;

4 II. an understanding f key institutinal mechanisms, ntably the EU legislative prcess as it relates t the telecms sectr; analysis f the benefits and difficulties f implementing a harmnized apprach t regulatry issues in the telecms sectr, including case studies n NGA, reginal regulatry bdies and spectrum liberalizatin; an histrical perspective n Eurpean telecms regulatin fr participants t gain a clear appreciatin f the key regulatry trends. ABOUT THE SCHOLARSHIP 1. BENEFITS: One full schlarship and ne partial schlarship will be granted: A cmplete schlarship f the registratin fee t the curse fr ne participant, fr a value f US$2, (2, Eurs), cvering als the accmmdatin and flights expenses fr a maximum amunt f US$2, (2, Eurs) and the csts fr lunches and dinners i.e a maximum ttal value f US$5, (4, Eurs). NB: By accepting the full schlarship, the participant r the participant s cmpany r rganizatin cmmit themselves t take charge f any ther extra amunt abve the US$2,800 (2,500 Eurs) freseen fr the expenses. A partial schlarship cvering the registratin fees t the curse fr ne participant, fr a value f US$2, (2, Eurs). (Csts fr lunches and dinners fully cvered). NB: By accepting the partial schlarship, the participant r the participant s cmpany r rganizatin cmmit themselves t bear the expenses fr travel and accmmdatin. 2. ELIGIBILITY REQUIREMENTS: Be a citizen r permanent resident f an OAS member state 1/ (Residents must send in a cpy f their visa); Participant prfile: As the histry f market liberalizatin in the EU and the assciated regulatry framewrk is ften seen as an interesting and influential mdel fr ther reginal markets, these classes will meet the needs f thse wh want t: 1. gain a clear insight int the main issues and latest develpments f the EU telecms regulatry framewrk; 2. understand hw these issues may translate int their wn natinal regulatry envirnment; and 3. learn and exchange views n emerging questins faced by the cmmunicatins industry The ideal participants fr these masterclasses are: seasned regulatry experts wh have becme specialized in a specific regulatry area but wh wish t refresh their understanding f the brader range f regulatry issues, r Individuals wh have recently mved int a regulatry psitin and wish t acquire a rapid grasp f the key debates

SCHOLARSHIP APPLICATION RESTRICTIONS: If yu were awarded an OAS Prfessinal Develpment Schlarship in the past twelve (12) mnths r if yu currently hld an OAS Schlarship fr Academic Studies, yu are NOT eligible t apply fr anther Prfessinal Develpment Schlarship. Als, Staff members f the General Secretariat, persns under perfrmance cntracts with the General Secretariat, staff members f the permanent missins t the OAS, and their relatives are nt eligible fr OAS academic schlarships. 4. SCHOLARSHIP SELECTION CRITERIA: Schlarships shall be granted based n the fllwing criteria: The merits and verall credentials f the candidate, including his/her academic and prfessinal backgrund, and An extensive and equitable gegraphic distributin fr the benefit f all member states that takes int accunt the greater needs f the smaller and relatively less develped ecnmies. 6. RESPONSIBILITIES OF SCHOLARSHIPS RECIPIENTS: All Schlarship Recipients must: Cnfirm their acceptance f the schlarship award by signing and returning t OAS DHDEE their cmpleted frm: Acceptance f the Schlarship Award. Infrm the OAS Department f Human Develpment, Educatin and emplyment at least ne week befre the prgram start date in the event he/she is unable t begin 5

6 the prgram f study s that the schlarship may be ffered t the next ranked candidate. If after accepting the schlarship, the schlarship recipient fr whatever reasn cannt attend the curse, he r she must immediately ntify the Department f Human Develpment, Educatin, and Emplyment f the OAS. In every case, all future participants t Cullen Internatinal s schlarships (whether they benefit frm the full r partial schlarships) are expected t subscribe t travel insurance. The csts related t this insurance shall be brne either by the participant s rganizatin r the participant.
