Backgrund The United Natins Reginal Centre fr Peace, Disarmament and Develpment in Latin America and the Caribbean (UNLIREC) has been prviding Latin American and Caribbean Member States with technical assistance t imprve capabilities fr small arms cntrl, including law enfrcement training t cmbat illicit trafficking, legal refrms, stckpile management and the destructin f bslete and cnfiscated weapns and ammunitin. UNLIREC previusly identified the pressing need fr increased training, standards, equipment and human resurce capacity in the field f frensic ballistics t reduce impunity in cases f illicit trafficking and criminal armed vilence. Cnsequently, since 2015, UNLIREC has been implementing frensic ballistic technical prgramming, including undertaking natinal baseline assessments, delivering training n peratinal frensic ballistics, supprting the integratin f written standard perating prcedures (SOPs) int natinal frensic ballistics framewrks and prviding basic equipment t imprve the security f facilities that stre firearms and ammunitin evidence. In recent years, the internatinal dnr cmmunity has been prviding select Latin American and Caribbean gvernments with sphisticated ballistic imaging equipment t imprve natinal criminal investigative capacities, as well as enable ballistic infrmatin sharing between States t address the transnatinal aspects f illicit arms trafficking and related criminal netwrks. UNLIREC technical assistance is designed t build internal natinal capacities and reginal capacities t implement frensic ballistics strategies in States that have ballistic infrmatin systems, as well as thse that d nt. The next phase f UNLIREC frensic ballistic technical assistance builds upn existing technical tls, prcedures and training materials. 2. Duties and Respnsibilities The verall bjective t set up these On Call Lng Term Agreement (LTA) cntracts is t facilitate and expedite the prcess by which UNLIREC cntracts and deplys Frensic 1 At least ne f the Frensic Ballistics Technical Advisers placed n LTA must be a Spanish speaker. If such an individual is nt amng the tp five scrers, the highest-ranking Spanish speaker will replace the lwest-ranking English-nly speaker granted that they meet the minimum Technical Scre required.

2 Ballistics Technical Advisers (FBTAs) t prvide planned and ad hc assistance t Member States. These assignments will typically require a cmbinatin f hme-based desk wrk and multiple field missins f up t tw weeks at a time t undertake technical assessments, deliver training and prvide technical assistance. 3. Scpe f wrk The scpe f wrk will vary depending upn each assignment but wuld include ne r mre f the fllwing deliverables: Area 1- Desk wrk Revisin and editing f existing UNLIREC frensic ballistics technical materials, as well as cntribute t the creatin f new material, including standard prtcls and prcedures; Peer review thematic dcuments and papers; Create presentatins and practical exercises; Prvide remte technical assistance fr, inter alia, nline seminars as well as implementatin mnitring f recmmendatins/plans Prepare reprts, briefings, and fllw-up dcumentatin prir t and after missins Revisin f Technical Specificatins fr Prcurement f equipment/materials Area 2: Field Wrk Frensic ballistics capability assessments and analysis Executive seminars/rundtables fr institutinal clients f frensic ballistics; Operatinal frensic ballistics training curses; Integratin f frensic ballistics SOPs int natinal systems; Develpment and Integratin f Open Case Files fr frensic ballistic units Technical assistance t supprt natinal authrities in addressing casewrk management and frensic ballistic testing backlgs; Develpment f reginal and internatinal frensic infrmatin sharing prtcls and strategies; Ad hc expert testimny related t the use f frensic ballistic evidence in judicial prceedings. After cmpletin f each assignment an invice must be presented detailing days wrked and area f activity perfrmed n each day.

3 4. Duratin f the cntract This LTA is expected t have a duratin f three years. The initial cntract fr ne year (May 2018 April 2019) with an ptin fr renewal in subsequent years upn satisfactry perfrmance evaluatin. 5. Gegraphic requirements, Duty Statin and Travel UNLIREC seeks FBTAs glbally. There is n duty statin requirement. Cnsultants will be asked t deply n missins t the Latin America and Caribbean (LAC) regin as apprpriate during the duratin f the cntract. 6. LTA Cntracting and Call-ff Mechanism The LTA t be signed will be fr a fixed daily fee fr the duratin f the prject, hwever UNLIREC des nt guarantee that any specific quantity f services will be purchased during the term f the LTA as this will depend n frthcming and evlving requirements. Once the LTA is signed, if there is a specific assignment, the UNLIREC fcal pint wuld cntact the tp-ranking FBTA (ranking t be set up as per evaluatin methd and criteria sectin belw). Shuld this FBTA nt be available fr the assignment (because he/she is engaged by UNLIREC in cncurrent assignments r fr ther reasns), UNLIREC will cntact the secnd ranked FBTA and s n. UNLIREC als reserves the right t cntact lwer ranked FBTAs if these individuals are physically clser t a specific assignment r have language skills required fr a specific assignment. At least ne f the Frensic Ballistics Technical Advisers placed n LTA must be a Spanish speaker. Upn receipt f this cmmunicatin, the FBTA wuld have t cnfirm their availability fr the assignment. Upn review f the same, UNLIREC will send the FBTA a written cmmunicatin cnfirming the requirement in the frm f a wrk rder r purchase rder sent by . The rder will include details n the lcatin f the assignment, number f days t be wrked and ther practical details. Price in the rder will be based n daily fees included in the LTA cntract. After the wrk rder has been sent, n further csts wuld be reimbursed by UNLIREC (increased number f wrk days) in the absence f prir written authrizatin by UNLIREC. Once the services are cmpleted and have been apprved by UNLIREC s Public Security Prject Adviser, the FBTA will send the fllwing dcumentatin fr payment purpses: a) cmplete invice indicating number f days wrked; b) supprting dcumentatin (bills vuchers) fr any pre-apprved reimbursements if applicable; and c) cpy f the UNLIREC rder fr the assignment. Nte: UNLIREC and the FBTA may agree t pay all utstanding invices n a peridic basis (e.g. mnthly). UNLIREC will regularly mnitr the perfrmance f these LTA hlders, based n the fllwing Key Perfrmance Indicatrs (KPI):

4 KP1: Respnsiveness: FBTAs shuld respnd and cnfirm their availability fr an assignment within 2 days f UNLIREC s ntificatin cmmunicatin. KP2: Quality f utput pre-wrk rder submitted. KP3: Perfrmance in field wrk and missins. KP4: Cmmunicatin and Reprting: FBTAs shuld cmmunicate and prvide written reprts and ther prducts accrding t agreed timelines. KP5: Accuracy f invice payment dcumentatin (crrect quantities f days, unit prices, etc.). UNLIREC wuld cnduct biannual perfrmance review f these LTAS, which might include meeting with the LTA hlders and feedback frm Member State clients and ther relevant stakehlders. If the FBTAs fail t meet UNLIREC s perfrmance requirements detailed abve, s/he will receive in first instance, a cmmunicatin requesting an imprvement in perfrmance. Cntinued failure t meet perfrmance requirements may result in terminatin f the LTA. 7. Required Skills and Experience 8.1 Educatin Undergraduate University degree in Natural r Scial Science Advanced University degree r pst graduate studies in frensic science with specializatin in ballistics an added advantage Additinal training r specializatin in areas within frensic ballistics desired

5 8.2 Experience Minimum ten years f experience in frensic ballistics in a Frensic Science Labratry; Experience with Quality Management and Accreditatin in the field f frensics a distinct advantage. Minimum ten years f practical experience in the preparatin and submissin f ballistic frensic evidential reprts fr judicial and legal prcesses; Dcumented experience in prviding instructin t firearms examiners and/r ther frensic labratry persnnel (experience in cuntries ther than cnsultant s hme cuntry a distinct advantage); Prven ability t prduce, review and edit reprts and technical instructins n substantive issues with strict attentin t deadlines; Previus experience prviding cnsultancy services in field f frensic ballistics t United Natins r ther internatinal rganizatins - (experience prviding advice t ther States wuld be a plus). 8.3 Languages Cmplete fluency in written and ral English; r Cmplete fluency in written and ral Spanish 2 Cmpetency in at least ne f the abve languages is required. 9. Price Prpsal and Schedule f Payments Cnsultant must send a financial prpsal based n a Daily Fee in US Dllars. The financial prpsal must be divided int tw daily fees, ne fee per each area f wrk t be perfrmed. Nte: The daily fees, attuned t the areas f wrk t be perfrmed, will be the basis fr UNLIREC t calculate rates belw ne day duratin. Half-day rates will be 50% f daily fee. Fr cntract purpses a half day f wrk is cnsidered 4 hurs. Payment will be made upn receipt f invice per assignment, specifying effective days f wrk and prducts delivered including the area f wrk, and satisfactry cmpletin f the task. Travel days assciated with the cnsultancy will nt be paid. 10. Evaluatin Methd and Criteria Individual cnsultants will be evaluated based n the Cumulative Analysis methdlgy. The ranking f FBTAs shall be made based n prpsals that are a) respnsive/cmpliant/acceptable; and b) having received the highest scre ut f a set f weighted technical criteria and financial criteria as per belw weightages (Technical 70%, Financial 30%). 2 2 At least ne f the Frensic Ballistics Technical Advisers placed n LTA must be a Spanish speaker. 6 The technical criteria will be divided int Technical Criteria Part A (educatin, language, experience, and writing sample) and Technical criteria Part B (interview). Only the tp scring candidates frm the Technical Criteria Part A will be selected fr an interview. Financial scre shall be cmputed as a rati f the prpsal, taking int accunt the fees fr the tw areas f wrk t be perfrmed, being evaluated in the lwest priced prpsal received by UNLIREC fr the assignment. Only candidates btaining a minimum f 55 pints in the Technical Evaluatin (Part A and B) will be cnsidered fr the Financial Evaluatin Interview The interview will be carried ut by a panel f 3 peple. Each questin will have a maximum scre, which will be evaluated qualitatively by each member f the panel in relatin t the perfrmance f the candidate.
