By applying t becme registered as a Registered Specificatin Writer (RSW), yu are beginning a prcess that validates yur cmbinatin f knwledge, experience and judgment related t cnstructin prcurement and lends credibility t yur participatin in a multi-billin dllar industry in which the risks and rewards are substantial EXPECTATIONS Successful candidates will frm a part f a recgnized grup f cnstructin prcurement specialists with expert knwledge f cnstructin cntract dcuments and specificatins and will receive a certificate that will permit them t use the RSW designatin. Fllwing in this preamble is additinal infrmatin t help yu understand the registratin prcess and fulfill the necessary steps t cmplete this registratin prcess. Yu will have a maximum f ne year t cmplete the secnd and third stages f the registratin prcess fllwing acceptance f yur applicatin by the RSW SC. Nrmally, this is plenty f time, but if yu d nt cmplete all f the stages within this time perid and still wish t cmplete them, yu will be required t re-new yur applicatin, including the applicatin fee. 3 PREAMBLE RSW REGISTRATION PROCESS The Registratin Prcess invlves three stages, each f which yu must pass befre prceeding t the next. Yu will qualify fr registratin as an RSW after having successfully cmpleted all three Stages, as fllws: STAGE 1: AND PROJECT MANUALS Applicatin List educatin and experience in the Applicatin Frm. Submit cmpleted Applicatin Frm and Applicatin Fees. Prject Manuals Submit three (3) examples f Prject Manuals representing a diverse range f industry sectrs (public and private), prject delivery methds r prject types. Prject Manuals indicating experience in nly ne prject type will nt satisfy the diversity requirement and will nt qualify fr applicatin purpses. Prject Manuals must have been prepared r supervised by yu during the last tw years prir t applying. Include a letter frm a principal r supervisr member f yur emplyer rganizatin cnfirming that the Prject Manuals yu are submitting are representative f the wrk yu have listed in yur Applicatin Frm. Prject Manuals will be evaluated against standardized marking criteria and will be determined as acceptable r nt acceptable fr cntinuatin in the Registratin Prcess. Prject Manuals will be returned t yu. If yur Prject Manuals are fund t be unacceptable yu will be required t re-new yur applicatin, including the applicatin fee using different dcuments that better illustrate yur skills. STAGE 2: RESEARCH ASSIGNMENT The intent f the research assignment is t demnstrate yur ability t research, analyze, and prepare technical dcuments. The assignment may be cmpleted in ne f the fllwing three frmats: Research Paper Reprt and Presentatin Article and Presentatin The RSW SC will assign three tpics fr the research assignment. Yu must chse ne f the tpics and which frmat yu chse t d the assignment in and infrm the RSW SC within seven business days after receipt f assignment tpics. Yu must cmplete the research assignment within the time specified fr each frmat. If yu cannt cmplete the research assignment within the time specified, yu must immediately ntify the RSW SC. Yu will nrmally be given ne pprtunity t re-start the research assignment, but must select ne f three new tpics assigned by the RSW SC. Text must be single-spaced Helvetica 12 pint fnt r Arial 11 pint fnt. Margins must be 25 mm. Tables, graphics and phtgraphs may be used in supprt f text cntent. The Tek-Aid Preparatin Guide is dwnladable frm the CSC web site. Submit the Paper t the RSW SC within fur mnths after tpic selectin. Submit a brief prgress reprt t the RSW SC every three weeks after tpic selectin until cmpletin. The RSW SC may frward the cmpleted assignment t the CSC Technical Studies Cmmittee fr cnsideratin as the Digest prtin f a new Tek-Aid. Reprt and Presentatin Submit a shrt reprt f 3,000 wrds t the RSW SC and cnduct an ral presentatin befre a panel f three RSW s identified by the RSW SC. Yu will have fur weeks t prepare the reprt and presentatin after being ntified f the tpic and the date and time fr the ral presentatin. Yu are respnsible fr arranging the lcatin f the ral presentatin and fr ntifying the RSW SC. Submit a brief prgress reprt every week until cmpletin f the assignment. The ral presentatin will be held in a lcatin acceptable t the RSW SC, and be as cnvenient as pssible t yu and the panel. Yu will be respnsible fr yur wn travel expenses. The tpic will require a cnsiderable amunt f research in rder t prepare the reprt and answer questins psed by the examiners. The examiners will evaluate the reprt and the ral presentatin and recmmend a mark t the RSW SC. Article and Presentatin This frmat may be selected if yu have a minimum f 10 years f specificatin writing experience. Yu must submit an article suitable fr publicatin in Cnstructin Canada and make an ral presentatin befre a panel f three RSW s. The article must be f a substantial nature in rder t meet acceptance f the RSW SC. Yu will have fur mnths t submit the article and make the ral presentatin. Submit a brief prgress reprt every three weeks until cmpletin f the assignment. Yu are respnsible fr arranging the lcatin f the ral presentatin and fr ntifying the RSW SC when yu submit a brief prgress reprt every week until cmpletin f the assignment. STAGE 3: SPECIFICATION ASSIGNMENT AND RSW EXAMS These exams are nrmally held the same day in the same lcatin but may be dne n separate dates t suit individual schedule cmmitments. The exams will be cnducted under the supervisin f an RSW r ther registered prfessinal acceptable t the RSW SC. Yu may select the lcatin, subject t RSW SC s apprval. Yu will have three hurs t cmplete each exam. One re-write f bth exams will be permitted, subject t payment f a $50 re-write fee and fllwing nt less than three mnths and nt mre than six mnths after writing the riginal exam. Specificatin Assignment (Open Bk) Exam This specificatin assignment is intended t assess yur ability t write specificatins in a supervised, time-cnstrained situatin, using a prescribed frmat. In a timed, pen bk frmat, yu must prepare a single prject specific specificatin sectin n ne tpic selected by yu frm tw tpics assigned by the RSW SC several days in advance f the exam. Yu will have three hurs t cmplete this exam. At the beginning f the exam, yu will be given a detailed scenari t prvide the cntext fr the tpic that the specificatin sectin must address. The specificatin must be written using MasterFrmat 2004, SectinFrmat and PageFrmat, Yu are required t bring research materials fr the tw tpics with yu, including unrelated master specificatin dcuments; yu will nt be permitted use f electrnic brwsers r the internet during the exam. Yu can chse t write lng hand r use a standalne cmputer t prepare the specificatin. Use f previusly prepared specificatins is prhibited and will cause terminatin f yur RSW Registratin Prcess. If yu decide t use a standalne cmputer t prepare the specificatin, yu must arrange t have yur specificatin printed immediately after terminatin f exam. The pass mark is 70%. RSW (Clsed Bk) Exam This Register Specificatin Writers clsed bk exam is intended t demnstrate yur knwledge and understanding f specifying principles, bidding and cntract prcedures, knwledge f cnstructin infrmatin resurces, and verall knwledge in dealing with specific situatins relating t cntract administratin. The pass mark is 75%. Upn successful cmpletin f all three Stages, CSC will be pleased t cntact yu abut fficially cnferring the RSW designatin.
