Undertaking prject management duties and cntract administratin t ensure the capital prjects are delivered n time and in budget. Prject Management/Cntract Administratin Main duties are t; carry ut site surveys, develp specificatins, manage Capital Prjects n behalf ESFRS and t ensure wrks are cmpleted t the highest standard and t budget. Liaise with Client Departments and key persnnel t scpe prject requirements; Develp the client brief and specificatin Prcure where necessary specialists and cnsultants Prcure wrks and services in accrdance with Standing Orders and Financial Regulatins Undertake Pre-Qualificatin and Tender Assessments Manage Cntractrs and undertake all Cntract Administratin Duties, t include; Identify and manage Stakehlders Inviting and prcessing tenders Preparing cntract dcuments fr executin Crdinate Client input [e.g. design develpment issues] Administrating change cntrl prcedures Make decisins n variatins within delegated authrity levels Issuing instructins such as variatins r making gd defects Chairing prject prgress meetings Preparing and issuing prject prgress reprts Review dcumentatin prvided by Cnsultants and Cntractrs Agreeing cmmissining and testing prcedures Agreeing defects reprting prcedures Issuing certificates f practical cmpletin and interim certificates Apprve payment f invices in accrdance with authrised limits T manage the budget fr the Prject ensuring that Cntractr and Prfessinal csts are tracked and reprted Cllating and issuing schedules f defects. Issuing the certificate f making gd defects. Issuing the final certificate. 2. Service Prvisin Build and maintain relatinships with directrs and managers t supprt the effective delivery f Capital Prjects at all levels. Build and maintain relatinships, external t ESFRS t ensure a prperty service delivery that is relevant and meets the needs f the rganisatin. T lead all prperty prjects and initiatives and manage resurces necessary t ensure prjects are delivered n time and budget. T ensure that Prjects are carried ut in accrdance with the Crprate Prject Management Prcedures. T ensure that the Cnstructin (Design and Management) Regulatins (CDM) is fully cmplied with in relatin t all prperty cnstructin prjects and the crrect ntificatin frms are sent t the Health and Safety Executive. T be respnsible fr, r versee, the preparatin f apprpriate specificatins, tender and cntract dcuments fr all majr wrks prjects in accrdance with the relevant cnstructin standards and regulatins as well as being cmpliant t the Crprate Financial Regulatins and Cntract Standing Orders. Prmte equality and hw t maximise its benefit in the management and delivery f services as they relate t the ESFRS estate. T attend relevant meetings acrss ESFRS as necessary. 3. Cnsultatin Prmte effective internal cmmunicatins t supprt the Estates Management functin and devise apprpriate mechanisms fr delivery. 4. Financial Respnsibility T manage the Capital Prjects budget and undertake regular and timely budget mnitring prcedures in accrdance with the resurces available within the apprved Capital Prgramme in liaisn with the Estates Manager. T effectively manage prperty capital budgets, and t mnitr expenditure against individual budget cdes and cst centres n a mnthly basis, reprting any variatins r slippage t the Estates Manager. T ensure that all financial activities, cntracts, prjects within the Estates Department are carried ut in accrdance with Crprate Financial Regulatins, Prcurement Prcedures and Manual ntes. T supprt the Service s requirement t achieve an efficient and value fr mney service within the Estates functin. NOTE: This jb descriptin sets ut the duties f the pst at the time it was drawn up.
