1 1 SPECIFICATION AND COSTS NATURAL GRASS CONSULTANCY 1.1 Intrductin The Cntract will cmprise f the NEC3 Framewrk Cntract with individual rders gverned by NEC3 Prfessinal Services Cntract Optins A (priced cntract with activity schedule) and Optin E (time based cntract). Each Framewrk Cnsultant (hereafter generally referred t as Cnsultant) will be expected t prvide the service fr any prject acrss England. 1.2 General Requirements All services prvided under this framewrk shall cmply with the fllwing. Sprt England s Design Guidance Nte fr Natural Turf fr Sprt Revisin 2: 2011 Natinal Gverning Bdies f Sprts specific guidance. SAPCA Cde f Practice fr Design, Cnstructin and Maintenance f Natural Turf Pitches. CIBSE/SLL Lighting Guide 4 (LG4) Sprts BS EN 12193:2007 Light and lighting Sprts lighting ILE (Institute f Lighting Engineers) Envirnmental Lighting Guidance, with additinal guidance, where apprpriate frm: Sprt England RFU FA FIH FIFA England Hckey Olympic Delivery Authrities. SKY All ther relevant British and Eurpean Standards The abve list is nt exhaustive and it shall be incumbent upn the Cnsultant t ascertain the relevant guidance r standards applicable t the sprts intended t use the space. 1.3 Schedule f Tasks Fr each prject, the Cnsultant shall undertake the duties utlined belw. This schedule des nt purprt t detail everything that shall be dne but is intended t indicate the level f service expected. The items belw have been written arund the cases where a funding award is being sught frm Sprt England. On prjects where this is nt the case r an alternative Lttery prcess is adpted, the Schedule f Tasks will be mdified as necessary and such amendments shall be detailed within the Order fr that prject r mini-cmpetitin data and csts agreed with the Cnsultant. The tasks that will be requested frm the Cnsultant can be gruped as fllws:

2 Feasibility Studies; Site Surveys; Design Obtaining Statutry Apprvals; Specifying and prcuring cnstructin wrks (including tender lists); Cntract Administratin and CDM C-rdinatr services; Maintenance Management Equipment bank prcurement Training regimes, and Ad Hc advisry services (including sprts lighting design). 1.4 Specific Requirements t the Prtecting Playing Fields Prgramme In each case, Sprt England will make an award t a successful Applicant and will advise the Cnsultant accrdingly f the Applicant s cntact details and prvide infrmatin relating t the prject and the award. Payment will be made by the Applicant (nt by Sprt England) t the Cnsultant fr all services under the Prtecting Playing Fields prgramme. The Cnsultant will then make cntact with the Applicant and cmmence the wrk which will include the fllwing elements. All services shall be carried ut in accrdance with Sprt England s Design Guidance Nte (DGN) Natural Turf fr Sprt, Updated Guidance fr 2011, Revisin 2, In particular, the deliverables detailed in Appendices 2 and 3 f the DGN shall be prvided Feasibility Reprt The Cnsultant shall arrange fr the cllectin f sufficient data t allw the prpsals t be prperly planned. The study n which the reprt shall be based shall include all thse elements identified in Appendix 2 f the Natural Turf fr Sprt DGN including the gephysical survey (EMI). The gephysical survey wrk can be sub-cntracted thrugh the Cnsultant where necessary. The Cnsultant shall detail within the csts sectin f the reprt the fees needed t cver any statutry applicatins that need t be made, e.g. planning applicatins, etc. Whilst these fees shall nt be included within the tender prices, they shall either be added int the Cnsultant s verall fee t pay at the apprpriate time r paid directly by the Applicant. The feasibility reprt shall include the Cnsultant s fees fr all reprts, studies, etc necessary fr the cmplete planning applicatin. On cmpletin f the feasibility study, after having discussed the ptins with sprt England, the Cnsultant shall deliver tw cpies f the feasibility reprt t the Applicant, which shall lay ut the Cnsultant s findings and cnclusins cvering thse items described in Appendix 2 f the Natural Turf fr Sprt DGN. The reprt shuld address the relevant key utputs fr RIBA Stages A & B as detailed in Appendix 3 f the DGN. Shuld the feasibility reprt indicate that the prject cannt be delivered within the budget established when the riginal award was made by Sprt England, r that the

3 scpe f the prject has, fr whatever reasn, changed significantly, the Cnsultant/Applicant shall refer the matter t Sprt England t agree hw t prceed Design Fllwing the Applicant s, and where apprpriate Sprt England s, agreement f the findings f the feasibility reprt and apprval t mve n t the next stage f the prject, the Cnsultant shall prepare the design and cnstructin cntract dcumentatin. The design dcumentatin fr this shall be as indicated in Appendix 2 f the Natural Turf fr Sprt DGN. The Cnsultant shall carry ut a full traditinal design fr the wrks. The design shall prgress thrugh the RIBA Stages and prduce the deliverables as detailed in Appendix 3 f the Natural Turf fr Sprt DGN. Where required by the CDM Regulatins, the Cnsultant shall als act as CDM Crdinatr Planning and Other Statutry Apprvals Where new facilities are prpsed r existing facilities altered in a manner that may require planning apprval the Cnsultant will make all necessary arrangements t seek apprval frm the relevant authrity. This wuld typically include, but nt limited t, the fllwing: Careful cnsideratin f the siting f any prpsed lighting which shuld be sympathetic t the surrundings whilst minimising disturbance t neighburing prperties and infrastructure. Liaisn and discussins with adjacent landwners, sprting bdies, statutry authrities and any ther interested parties t review and cnsider the ptins available. Undertake initial appraches t the particular planning ffice t assess their cncerns and desires, including the preparatin f preliminary sketches. Preparatin f all planning drawings and dcumentatin necessary fr a frmal applicatin t the relevant Authrity and submissin theref. Including but nt limited t: Fld Risk Assessments; Design and Access Statement; Landscaping Prpsals and the like. Further liaisns with the planning authrity landwners and interested parties plus the additin f any further infrmatin required during the planning prcess t aide that prcess t delivery a successful utcme. In the event that planning apprval is nt frthcming the scheme will nt prgress further, unless further funding and apprval is btained frm Sprt England and/r the Applicant. The Cnsultant shall als be respnsible fr btaining apprvals frm ther Statutry Bdies, e.g. Envirnment Agency fr their prpsals. Such shall include, but nt be limited t as apprpriate, discharge cnsents and fld defence cnsents Tender Prcess

4 The Cnsultant shall prduce a set f tender dcuments fr the prject in accrdance with Appendix 2 f the Natural Turf fr Sprt DGN. The Cnsultant shall, where required, prepare a tender list fr the cnstructin wrks in accrdance with current public sectr prcurement guidelines (and in cnjunctin with Sprt England s desire t establish a lng list f Cntractrs capable f delivering the cnstructin services). The tenderer selectin prcess shall be detailed in a reprt which shall include firm recmmendatins n wh shuld be invited t tender. The Cnsultant shuld als nte that where Sprt England are funding a number f relevant prjects, the Cnsultant shall liaise with Sprt England t investigate the pssibility f gruping a number f prjects tgether and benefitting frm an ecnmy f scale. The Cnsultant shall issue n behalf f the Applicant, the tender dcumentatin t the selected tenderers and shall administer the tender prcess, in line with the key utputs as detailed in Appendix 3 f the DGN fr RIBA Stages F, G and H. The final tenderer selectin reprt shall detail the prcess fllwed and highlight any pints f nte with the submitted bids and shall cnclude with a clear and reasned recmmendatin fr which tenderer shuld be appinted based n a quality and cst assessment Cntract Administratr, Emplyer s Agent, Quantity Surveyr, etc rles The Cnsultant shall als administer any cnstructin cntract that may result frm the prject. Such duties shall include perfrming the duties f Cntract Administratr, Emplyer s Agent, etc as required by the particular frm f cnstructin cntract as well as the fllwing: Testing Carrying ut the functins as utlined in Appendix 2 f the Natural Turf fr Sprt DGN. Making site visits at apprpriate intervals during the cnstructin and defect liability perids, etc. Management f payments, financial drawdwns and cashflw frecasts Stakehlder management, including EA and Lcal Authrity and the clearance f any cnsent cnditins. Cmpletin f any testing required t ensure cmpliance with the Cntract. Quality Assurance Quality mnitring f n-site wrks. Ensure cmpilatin f Cntractr s Health & Safety File, including Operatin & Maintenance manuals and as-built drawings. Liaise with Sprt England, and pitch wners/peratrs and NGBs as necessary. Pitch quality assessments at cmpletin f the 12 mnths maintenance perid. Checking the perfrmance f the lighting at the end f the 12 mnths maintenance perid. The Cnsultant shall arrange fr the delivery f any test results undertaken by the cntractr and shall review these t ensure cmpliance with the design and any statutry cnsents. Where lighting installatins have been prvided this shall include sprts lighting perfrmance levels.

5 Shuld the results, in the pinin f the Cnsultant, nt be in accrdance with the design, the Cnsultant shall require the cntractr t rectify the matter in accrdance with the cnstructin cntract. Testing shall als be carried ut at the end f the defects liability perid, etc t ensure that the pitch and assciated wrks are perfrming in accrdance with the design and statutry cnsents Maintenance The Cnsultant shall ensure that within the defects liability, etc perid that the cntractr undertakes a suitable maintenance regime t prve cmpliance with the design and specificatin. The Cnsultant shall als advise the Applicant f any limitatins f usage there are and fr hw lng these will apply. The Cnsultant shall prvide the Applicant with a recmmended maintenance schedule fr the pitch imprvement wrks (including that assciated with any sprts lighting wrks undertaken), which shall take effect after the cntractr s bligatins are fulfilled. Shuld any further advice be needed by an Applicant t supprt their maintenance regime, this shall be undertaken fllwing further agreement between Sprt England, the Applicant and the Cnsultant, where n such agreement has been reached befrehand. 1.5 Cnstructin Design and Management Regulatins 2007 The Cnsultant is required t fully cmply with the requirements f the Cnstructin Design and Management Regulatins 2007 as Designer, where necessary. He will als be required t prvide a cmpetent CDM C-rdinatr where ne is required by the Regulatins n individual tasks awarded t the Cnsultant. 1.6 Training There may be a requirement fr the Cnsultant t ffer training t Applicants respnsible individuals in grunds maintenance whether in an ad-hc r structured recgnised delivery mechanism (fr example, an NVQ apprach). There needs t be a balance between technical training and hands n practical grunds management. The Cnsultants/s shall assist Sprt England in develping training prgrammes. Sprt England is investigating the apprach t be taken with regards t training and nce a firmer brief has been established, Sprt England will seek prpsals frm the Cnsultant/s. 1.7 Assciated Sprts Lighting Services Where under any f the natural turf pitch imprvement prjects there is als a requirement fr wrks t sprts lighting, such wrks will generally be designed and cnstructed under a separate Framewrk Agreement established by Sprt England. Under this arrangement, the sprts lighting cntractr will be cntracted directly by the Applicant and will carry ut all necessary wrks. Cntract administratin and CDMC duties fr the sprts lighting wrks in these cases will be undertaken by thers.

6 The Cnsultant s sprts lighting specialist will, when required by Sprt England, prvide any related supprt and independent design services necessary and generally supprt Sprt England s External Sprts Lighting Framewrk Agreement. 1.8 Other Ad-Hc services All f the abve services are available t ther third parties and subsequent Lttery Funded prgrammes. Other services that Sprt England has identified that may be required, include, but are nt limited t: Review f Sprt England Design Guidance Ntes Supprt Sprt England in any discussins with NGBs, etc. Understanding and apprach t Perfrmance Quality Standards (PQS). Sprt England, in cnjunctin with partners, intend reviewing the relevance and practicality f the PQS methdlgy in an attempt t review its flexibility acrss the spectrum f pitch usage frm grass rts thrugh t the natinal game. Prject management in the c-rdinating and delivery f research prjects relating t natural grass and managing the assciated cnsultants, research agencies, etc. Technical Assurance, Due Diligence and Prject Mnitring Services f ther Lttery Funded rund prjects. There are instances where there is the requirement fr the Framewrk Cnsultant t carry ut an audit f an Applicant s prpsal. The Framewrk Cnsultant will review the prpsals and can wrk clsely with the Applicant where necessary. Technical review f Lcal Authrity Planning prpsals. The Framewrk Cnsultant shall supprt Sprt England Planning Officers t review prpsals where Sprt England is a statutry cnsultee. Technical review f ther Parties develpment prpsals. The Framewrk Cnsultant shall supprt Sprt England Officers t review prpsals where Sprt England is nt a statutry cnsultee r direct funder. Assist Sprt England in the develpment f a Natural Turf Pitch Cntractr framewrk (where cnsidered apprpriate). Advising n land acquisitin/valuatin f ptential sites. The abve Ad Hc Services shall generally be undertaken directly fr Sprt England.
