1 REQUEST FOR FORMAL WRITTEN QUOTATIONS NOTICE 6 OF 2017 PROVISION OF STRATEGY CONSULTING SERVICES Buffal City Metrplitan Develpment Agency hereby invites suitably qualifying service prviders t submit frmal written qutatins fr the prvisin f strategy cnsulting services t the BCMDA fr a perid f ne mnth. The detailed specificatins are cntained the attached terms f reference: T ensure respnsiveness t the RFQ Bidders t take nte f the fllwing requirements: Service prviders must be registered n Natinal Treasury s Central Supplier Database and submit a summary reprt as prf f registratin; Bidders are required t submit an riginal and valid B-BBEE Status Level Verificatin Certificates r certified cpies theref tgether with their bids, t substantiate their B-BBEE rating claims, failing will result in a status level scre f zer be assigned t the tenderer; A valid riginal tax clearance certificate issued by Suth African Revenue Services r valid tax cmpliance verificatin pin is t be submitted with the cmpleted tender; All prspective/interested suppliers shuld cmplete the attached MBD 4, MBD 8 and MBD 9 frms; Cnfirmatin that the bidders municipal accunt is nt in arrears fr a perid exceeding 3 mnths. Such cnfirmatin must be as fllws: a statement f municipal accunt in the name f the bidder(the bidding cmpany); OR a tenderers debt clearance certificate frm their respective municipality that is stamped and signed by that municipality; OR a lease agreement: If the bidder is liable fr payment f municipal services, a statement f accunt cnfirming whether r nt the bidder is in arrears in this regard must be prvided in additin t the lease agreement; If the bidder is nt liable fr payment f municipal services a written cnfirmatin frm the lessr stating that the bidder is nt in arrears with regards t their payment bligatins in terms f the lease agreement. All the prices must include VAT, where applicable;

3 TERMS OF REFERENCE NOTICE 6 OF 2017 PROVISION OF STRATEGY CONSULTING SERVICES TO THE BUFFALO CITY METROPOLITAN DEVELOPMENT AGENCY SOC LTD (BCMDA) PURPOSE OF THE NOTICE The purpse f this ntice is t request qualifying services prviders t submit prpsals fr the prvisin f strategy cnsulting services t the BCMDA. SCOPE OF WORK / DELIVERABLES The preferred service prvider will be expected t facilitate, assist with develpment/review and prduce the fllwing dcuments: a) Five year strategic-plan, with distinct strategies fr investment prmtin in prperty develpment, turism and sci-ecnmic develpment. The strategy will als have a clear stakehlder management plan; b) Annual perfrmance plan and budget fr 2018/19; c) A high-level rganizatinal structure aligned t the mandate f the agency; d) A five-year risk management strategy and annual risk management plan fr 2018/19; e) A five-year financial sustainability strategy. The number and duratin f strategic sessins are t be determined by BCMDA. The preferred bidder will be expected t avail a facilitatr that will chair/lead/facilitate the strategic sessins, after which the bidder will be expected t develp, review and prduce each f the abve dcuments based n discussins frm each sessin. PROJECT TIMEFRAME The entire prject is expected t be cmpleted within 1 mnth after appintment. EVALUATION CRITERIA Prpsals will be evaluated in 3 stages, as fllws: 1. Cmpliance evaluatin; 2. Functinality evaluatin; 3. PPPFA Pints calculatin evaluatin. Cmpliance evaluatin On Cmpliance bidders must submit the fllwing dcuments with their prpsals, as per the ntice:

Bidders are required t submit an riginal and valid B-BBEE Status Level Verificatin Certificates r certified cpies theref tgether with their bids, t substantiate their B-BBEE rating claims, failing which will result in a status level scre f zer be assigned t the tenderer. NO BIDS WILL BE CONSIDERED FROM PERSONS IN THE SERVICE OF THE STATE AS DEFINED IN THE LOCAL GOVERNMENT MUNICIPAL FINANCE MANAGEMENT ACT 56 OF 2003: MUNICIPAL SUPPLY CHAIN MANAGEMENT REGULATIONS. Failure t meet the abve stated minimum requirements will result in a tender being cnsidered nn-respnsive and therefre nt cnsidered fr the award f the cntract. Bidders meeting the abve cmpliance requirements will be eligible fr evaluatin n functinality. FUNCTIONALITY EVALUATION Only Service prviders wh scred a minimum f 70% n functinality will be cnsidered as respnsive and be assessed further fr price and preference evaluatin.

Previus experience f cmpany in prvisin f 50 similar services. 10 pints fr each year the bidder prvided similar services t a maximum f 50 pints (5 years) Ttal pint fr Functinality Assessment 100 (Only Bidders wh btain a minimum f 70 pints ut f 100 pints fr functinality assessment will be cnsidered and evaluated further n Price and B-BBEE.) EVIDENCE TO CLAIM POINTS Methdlgy Letters f reference frm previus clients reflecting the years the bidder prvided similar services. NB: All the letters f reference need t be attached in rder t claim pints abve; Prpsals shuld be well structured and shuld detail hw the required services will be implemented based n the needs f the BCMDA as per the scpe f wrk/deliverables.
