Backgrund t CATHSSETA VISION STATEMENT A Leader in skills develpment within ur diverse sectr MISSION STATEMENT T facilitate skills develpment thrugh strategic partnerships fr CATHSSETA t cntribute t ecnmic grwth The Skills Develpment Act (N 97 f 1998) (SDA) makes prvisin fr the establishment f Sectr Educatin and Training Authrities (SETAs) fr each natinal ecnmic sectr and thereby aims t develp the skills f the Suth African wrkfrce by increasing the investment in educatin and training in the labur market; and encuraging emplyers t play a meaningful rle in develping emplyees, particularly the previusly disadvantaged. The Culture, Arts, Turism, Hspitality and Sprt Sectr Educatin and Training Authrity (CATHSSETA) was established thrugh the SDA, t research and establish natinally recgnised Sectr Skills Plan (SPP) supprted by skills develpment prgrammes serving the interest f the fllwing sectrs: Culture, Arts and Heritage Turism and Travel Services Hspitality Gaming and Ltteries Cnservatin; and Sprt, Recreatin and Fitness These sectrs are diverse and unique and they play a significant rle nt nly in the ecnmy, but als in the brader quest fr scial chesin and frmulatin f a unique Suth African natinal identity. CATHSSETA s critical success factrs are described as the Key prcesses that deliver services t the CATHSSETA beneficiaries, i.e. learners and emplyers. The prcess is based n the three critical cmpnents f the CATHSSETA service delivery Value Chain: Facilitatin f Learning Interventins. Invlves facilitatin f all skills develpment initiatives Quality Assurance f Skills Develpment. Invlves accreditatin f skills develpment facilitatrs, verificatin f learners, and develpment f ccupatinal qualificatins Emplyer engagements. Invlves the receipt f levies and payments f grants. The imprtance f the three areas are the pints f integratin between them. 2. Overall bjective CATHSSETA seeks services f an independent service prvider t ensure that the prcess is fair, transparent, credible and bjective. The rle f the service prvider will include: Evaluate mandatry and discretinary grants applicatins, Cnduct Site visits Prject management f cntracts frm learning prgrammes, Management f the CATHSSETA recrds management prcess Manage industry funded learning prgrammes

Evaluatin f applicatins fr Mandatry and Discretinary Grants: The SETA Grant Regulatins requires SETAS t allcate Mandatry Grant t levy paying emplyers that has met certain criteria and requirements set by a SETA. The regulatins further allws fr SETAs t prepare and distribute grant applicatin and prject prpsal frms in a manner that enables pprtunities fr a legal persn r enterprise f different sizes (including small and micr enterprise, NGOs and Cperatives in sectr t apply fr Discretinary Grants t benefit T ensure cmpliance with the Grant regulatin, CATHSSETA evaluates mandatry and Discretinary grant t ensure that implementatin runs smthly with n cmplicatins. Cmpliance checks and evaluatin will be dne thrugh an nline tl in rder t increase efficiency. A minimum f 3 windws(1x windw fr Mandatry and 2x windws fr Discretinary Grants) will be pened per annum. An estimate number f fr mandatry and discretinary grant applicatins are received frm all prvinces. Evaluatin prcess will include but nt limited t the belw: Evaluate applicatins fr pivtal prgrammes in line with apprved criteria and the apprved Discretinary Grant Plicy Maintain a clear and unambiguus recrd f evaluatin prceedings Evaluate Mandatry grants applicatin in line with apprved criteria and apprved plicy. The scpe fr evaluatins f mandatry grants include actual evaluatin f all submissins/ applicatins, review f request fr extensins, appeals as well as cnducting site visits in cmpliance with plicy requirements Cnduct due diligence visits fr discretinary grants and prduce reprts fr each case. Cmpile and submit evaluatin reprts with recmmendatins and supprt prcesses fr cnsideratin and decisin making purpses by relevant structures within CATHSSETA

4 B. Prject management f cntracts frm learning prgrammes. CATHSSETA has during the previus years disbursed Discretinary Grants prgrammes fr bth emplyed and unemplyed t address frecast f scarce and critical skills identified. Full-value chain prject management, mnitring and evaluatin frms a cntinuus and integral part f ensuring that prjects are well implemented, cntrlled and clsed. There are apprximately 122 live cntracts emanating frm that needs t be managed and clsed. Duties related includes: Cnduct a diagnsis and analysis f ld prjects, and prvide recmmendatins fr decisin making purpses. Liaise with the service prviders and emplyers fr cntinuus feedback and infrmatin disseminatin fr administrative prcesses per prject, Track, manage and mitigate risks thrughut the remaining prject life cycle. Ensure a prper integratin f rganisatinal dcuments t be used fr each prject implementatin (payments, reprting, filing and mnitring) Administer all cntractual payments and ensure that they are in line with the tranche payment schedule and ensure payment f service prviders is in line with the apprved cntract and agreed time lines. Submit all prject files t the central filing system and archive all prject data Cmpile and submit mnthly prgress reprts including recmmendatins fr each prject attended t every mnth Cmplete cntract clse ut reprt and clse ut the cntract n the cmmitment register Manage stakehlder relatins C. Management f the CATHSSETA recrds management prcess CATHSSETA learning prgrammes Infrmatin is a central strategic bjective. CATHSSETA is required t adequately dcument and preserve Learning prgrammes infrmatin fr audit purpses. Duties related will include: Creating Recrds, including the early capturing f recrds in rder t prvide adequate and prper dcumentatin f CATHSSETA learning prgrammes activities. This will be achieved by cmplying with recrd keeping requirements established by CATHSSETA recrds management plicy. Using and maintaining recrds which includes dcument cntrl; files and filing equipment must be maintained in an apprved requirements f CATHSSETA dcument management Plicy Ensure that Learning Prgrammes dcuments are accessible t thers and easy t retrieve fr all CATHSSETA audit requirements. Crdinates transfers f recrds fr archiving Classificatin f recrds per learning prgrammes interventin Manage internal stakehlder relatins Prduce mnthly recrds management reprts and clse ut reprt at the end f the prject. D. Supprt the Administratin f Industry Funded Learning Prjects NSDS III puts emphasis n the need t train emplyed wrkers t imprve the verall prductivity f the ecnmy and address skills imbalances. CATHSSETA as a training authrity fr its specific sub sectrs manages the registratin and dcument management f industry funded learning prjects. Industry funded learning prjects are learnership and skills prgrammes that are being implemented and funded by the industry and nt CATHSSETA. Emplyers and training prviders declare interest t prvide their emplyees with learnerships and skills prgrammes n quarterly basis natinally. This prcess requires CATHSSETA t manage the registratin prcess and

5 ensure that dcuments are filed and archieved fr certificatin and audit purpses. Duties aligned t management f industry funded learning prgrammes include: On entry f all industry funded learners, cnduct visits t training prviders and cllect all infrmatin fr industry funded. Validate perfrmance infrmatin befre reprting f learning either n entry and cmpletin f bth industry and seta funded learners. Supprt and assist the SETA in cnducting inductin, M&E and site visits Liaise with the service prvider and emplyers fr cntinuus feedback and infrmatin disseminatin. Register learners n the CATHSSETA management system upn receiving prescribed dcumentatin (signed learner agreements, recently certified ID cpies, CV and results) Manage CATHSSETA Quarterly Mnitring Reprt, uplad and cnduct mnthly QMR audit. Submit all prject files nt the central filing system and archive all prject data. Cmpile and submit mnthly prgress reprts including recmmendatins fr each prject attended t every mnth Manage printing f certificates and ensure that they are disseminated t the emplyers and training prviders.
