3 1 Pakistan Sftware Exprt Bard (G) Ltd, An Intrductin Pakistan Sftware Exprt Bard (PSEB) is the gvernment agency mandated t prmte Pakistan s IT industry lcally & internatinally. PSEB is a guarantee limited cmpany ttally wned and funded by the Gvernment f Pakistan. It is under the administrative cntrl f the Federal Ministry f Infrmatin Technlgy and Telecmmunicatins, and has a nn Executive Bard f Directrs that is chaired by the Federal Minister f IT and Telecmmunicatins. Thrugh its many supprt prgrams, PSEB aims t help Pakistani cmpanies and prfessinals in btaining a greater share f the dmestic as well as the glbal IT and ITeS market place. 2 Majr Functins f PSEB Since 1995, PSEB has been facilitating the verall develpment f the IT industry in general, and the exprt f sftware as well as IT enabled services in particular. Majr functins are as fllws; Frmulate and implement plicy framewrks and incentive packages fr the IT industry. Act as an interface between the Gvernment and the IT industry. Interact with the relevant regulatry bdies t develp the enabling infrastructure. Cnceptualize and execute prjects fr the develpment f the Industry. Enhance the quality f IT educatin. Reslve prblems/cncerns f the IT industry with relevant gvernment quarters. Address queries by verseas cmpanies r direct them t the apprpriate channels. Maintain the cmpetitiveness f the lcal IT industry in the internatinal market by creating a viable dmestic envirnment. Bring IT cmpanies under ne platfrm. Market Pakistan as a viable IT Destinatin Mnitr develpments within the glbal IT sectr and frmulate / implement plices t adjust fr the changed envirnment. Accelerate the grwth f the dmestic IT Sectr. 3 Intrductin t the Prject ISO/IEC is the internatinal standard fr IT service management. ISO/IEC reflect best practice guidance cntained within the ITIL (Infrmatin Technlgy Infrastructure Library) framewrk. 3

4 ISO is the Cde f practice and describes the best practices fr Service Management Prcesses within the scpe. The cde f Practice will be f particular use t rganizatins preparing t be audited against ISO r planning service imprvements. PSEB has already assisted 110 cmpanies in achieving ISO9001, 11 cmpanies in achieving ISO27001/BS7799 and 23 cmpanies in CMMI Level-2, Level-3 & Level-5. PSEB is nw lking frward t assist 25 cmpanies n ISO20000 in next fur years. 4 Objectives f the Prject The bjective f this advertisement is t assist 17 cmpanies n ISO20000 as per the fllwing schedule: FY Number f Cmpanies Certificatin ISO ISO20000 Ttal 17 PSEB shall bear 80% cnsultancy cst f ISO20000 and remaining 20% shall be brne by the cmpany being cnsulted. 5 Purpse f this Dcument The purpse f this dcument is t specify the apprach that PSEB will use t evaluate and select Sftware Cmpanies fr enrllment int this prgram. This dcument als describes the requirements that the cmpany has t fulfill in rder t be selected. 6 General Instructins 1.1 Prpsal Submissin a. All prpsals must be accmpanied by a bid security f the bid value in the frm f a Pay Order/Demand Draft in favr f PSEB (cheques will nt be accepted). b. Prpsals will be accepted and evaluated using a single stage tw envelps prcess. The bid shall cmprise a single package cntaining tw separate envelpes. Each envelpe shall cntain separately the financial prpsal and the technical prpsal. The envelpes shall be marked as FINANCIAL PROPOSAL and TECHNICAL PROPOSAL in bld and legible letters t avid cnfusin. Initially, nly the envelpe marked TECHNICAL PROPOSAL shall be pened and evaluated by the evaluatin cmmittee. The envelpe marked as FINANCIAL PROPOSAL shall be retained withut being pened. FINANCIAL PROPOSALS f thse firms/cmpanies shall be pened 4

5 whse TECHNICAL PROPOSALS are accepted by the technical evaluatin cmmittee. Final assignment award will be dne n the basis f cmbined technical and financial scre in the fllwing manner: Prpsal Weight Technical 50% Financial 50% Nte: Ttal scre = 50% x technical scre + 50% x lwest bid / bidder s bid c. Prpsals shall be submitted in English language. d. The prpsals shall be clear and elabrate. f. Bidders may request in writing, fr clarificatin f any f the prvisins f the RFP up till 05 (five) days befre the submissin date. All queries may be sent t industryprgrams@pseb.rg.pk. Respnses t queries will be ed. e. The csts f preparing the prpsal and f negtiating any subsequent funding, including visits fr discussin with the PSEB are nt reimbursable. f. Each bidding firm must prvide an undertaking that it has nt been blacklisted by any ther firm/cmpany/rganizatin r Gvernment department(s) in the past. g. Each bidding firm must als prvide details f any cmmercial litigatin that it is currently invlved in r has been invlved in during the last five years. 1.2 Technical Prpsals Technical Prpsals shall be in cmpliance with the requirements laid dwn in the RFP. The technical prpsals shall include the fllwing: a. A cvering letter frm the head f the applicant firm r his authrized representative. b. Table f Cntents with page numbers c. Prfile f the applicant firm including utline f wrk experience with fcus n similar assignments, name f majr clients & details f similar assignments etc. d. Details f Cre Assignment Team (including the prject lead, dmain experts, field supervisr(s), analysts, etc.) clearly identifying the rle f each cre team member. Resumes f the cre assignment team are t be prvided. Each resume must nt be mre than three A4 pages (single spaced, fnt size 12). The resumes must cntain details f educatinal qualificatins, prfessinal experience, natinality, experience f relevant assignments and nature f assciatin f the team member with the applicant firm (full time, part time, etc.), and percentage f time cmmitted t the prject. 5

Prpsed cnsulting methdlgy with duratin. g. Internatinal firms must als prvide details f their lcal arrangements/partnerships that will be utilized fr cmpleting the assignment. h. Cnsulting Wrk Plan must be submitted. i. Cntact list must be submitted. 1.3 Submissin a. Each prpsal shall be submitted as tw printed cpies (ne marked as ORIGINAL, the ther as COPY). b. Prpsals must be sealed and clearly marked. c. Technical and financial prpsals must be sealed separately. d. Financial prpsal must be accmpanied by a bid security f the bid value in the frm f a Pay Order/Demand Draft in favr f PSEB (cheques will nt be accepted). e. Financial prpsal must indicate cnsulting price per cmpany as per the fllwing frmat, 2% bid mney be submitted against any f the fllwing categry fr which the bidder is interested t apply; Cnsultancy cst fr Small cmpanies (10 20 emplyees) Cnsultancy cst fr Medium cmpanies (21 50 emplyees) Cnsultancy cst fr Large cmpanies (51 r mre) f. Technical Prpsals shall be pened after half an hur upn its receipt n cut-ff date in the presence f all bidders wh chse t be present. g. The technical prpsals will be evaluated n the basis f Evaluatin Criteria given belw. 1.4 Evaluatin Criteria Prcurement cmmittee appinted by PSEB will evaluate the technical prpsals n the basis f their cmpliance with RFP and by applying the evaluatin criteria and the pint system as specified belw. A technical prpsal shall be rejected at this stage if it fails t achieve the minimum scre indicated in table belw: N Requirement Marks a At least 03 years in cnducting similar assignments Mandatry b Applicant cmpany must have prvided ISO20000 cnsultancy t at least 20 plus cmpanies and marks will be allcated against verified 50 6

Applicant cmpany s lead cnsultants must have 16 years f educatin and have at least 10 years f cnsulting experience Applicant Cmpany must have at least 2-3 Lead Auditrs in the cnsulting panel and marks will be allcated after verificatin f their dcuments and experience. Please prvide the evidence f the assignment (cpy f cntract/wrk rder/client satisfactin letter/jb cmpletin certificate etc.). Als prvide the cntract details f the relevant individuals fr independent PSEB verificatin. CVs f nminated cnsultants and the team members alng-with their cpies f last degree Undertaking (This must be prvided n a Rs stamp paper as an affidavit) I/We declare that the infrmatin prvided in the Expressin f Interest is accurate and can be prved whenever required.
