Develp a tlkit that enables INSO t measure impact n an autnmus, replicable, and affrdable manner. Scpe f the Evaluatin The scpe f the evaluatin cmprises a detailed feedback n each f INSO services in Smalia and Kenya s Nrth-Eastern prvince, and their impact n the NGO cmmunity. This shall include an analysis f the differences n the services prvided by INSO Kenya and INSO Smalia, with suggestins n the way frward after the merger f bth cuntry ffices (expected t take place in January 2018). The cnsultant(s) are expected t d field wrk in Nairbi (Kenya), Dadaab (Kenya), and Mgadishu (Smalia). Cntacts with the fllwing stakehlders are expected: NGOs: a representative set f INGOs and LNGOs f the NGO wrking in the Nrth- Eastern prvince f Kenya, Smalia and Smaliland, at bth Crdinatin level and field level. Members f the Advisry Bard fr INSO Kenya and Smalia INSO Dnrs OCHA and UNDSS Smalia, the natural cunterparts f INSO in the UN INSO Staff in the field and Nairbi ffice. Smalia NGO Cnsrtium management. Evaluatin Criteria The evaluatin shuld effectively answer the fllwing research questins: Relevance. T what extent are INSO services targeting ur beneficiaries stated r implied needs? Quality. T what extent are INSO services able t satisfy ur beneficiaries stated r implied needs? What is the perceptin f ur beneficiaries with regards t the accuracy, timeliness and cmprehensiveness f INSO prducts? Impact. Which f ur services d ur beneficiaries use fremst? Hw are they used? T what end? T what extent d INSO services influence the NGOs situatinal

Key Tasks: The key tasks fr this research are as fllws: Develp an Inceptin Reprt detailing the prcess and methdlgies t be emplyed t achieve the bjective f this cnsultancy as stated abve. It shuld als include the interview schedules, verall timeline and wrkplan, and be apprved by INSO prir t further actin. The methdlgy will detail the data cllectin tls t be used fr this research. Undertake a desk review f the relevant prject dcuments that include the Prpsals, Implementatin Reprts, INSO strategy dcuments and any ther relevant dcuments. Carry ut data cllectin and analysis and write up the Evaluatin Reprt. Present the Evaluatin Reprt (First Draft) and tlkit t INSO team fr review and cmments. This will include a critique f the existing INSO M&E tls. Present the Evaluatin Reprt (2nd draft) t INSO, INSO s Advisry Bard and INSO Dnrs in a wrkshp t facilitate sharing and discussin f evaluatin results. Submit a Final Evaluatin Reprt t INSO, including a write-up f key cnclusins frm the wrkshp t INSO. 6. Deliverables A sft cpy f the Evaluatin Reprt (first Draft, Secnd Draft and Final Reprt), in wrd and pdf. A sft cpy f the presentatin dne during the wrkshp with INSO, Advisry Bard and Dnrs (in pwerpint). A tlkit that enables INSO t measure impact n an autnmus, replicable, and affrdable manner. Appendices: Evaluatin tls, evaluatin TR, sample framewrk, bibligraphy, etc. N/B: The final reprt will be reviewed and apprved by INSO befre final payment is released. Any deviatin frm the schedule abve must be agreed by bth parties prir t the signing f the services cntract. Other Terms and Cnditins Prpsed Terms f payment 50 % n signature 20 % after cmpletin and delivery f the first draft. 30% after cmpletin and delivery f the final deliverables. INSO Supprt INSO will help the cnsultant(s) t get in tuch with key stakehlders, and will facilitate (but will nt pay) their entry visa if necessary. The prvider will cver all csts related t the actin, including but nt limited t transprtatin f the cnsultant(s) in cuntry, husing, per diems, insurance, visas, varius taxes, etc. Lead Evaluatr cnditin The supplier will appint a lead evaluatr (CV attached t the bid) wh will be the fcal pint fr interactins with INSO representatives during the evaluatin. INSO reserves the right t suspend the cntract shuld this clause be nt maintained.

All INSO emplyees, cntractrs, partners and suppliers must read, sign and abide by INSO Legal and Ethical Standards. Breaches f these Standards may be grunds fr terminatin f the existing agreement and barring frm future partnership pprtunities. Selectin Criteria All qutatins will be reviewed by an Evaluatin Cmmittee cmprising nt less than three (3) INSO emplyees. Decisin will be by majrity vte. Qutatins will be evaluated (in n particular rder) n (i) fulfilment f specified criteria (ii) price (iii) quality (iv) reliability f supplier (v) ther added values.
