3 SUMMARY The Village f Midlthian (Village) invites qualified, licensed prfessinal engineering firms t submit prpsals fr Municipal Engineering Services. The Village is seeking a firm t prvide municipal engineering services as utlined in the Scpe f Services belw fr a multi-year perid. INTRODUCTION The Village f Midlthian is sliciting prpsals frm qualified, licensed engineering firms t prvide general cntracted municipal engineering services fr the Village. The Village f Midlthian (14,819) is an established residential cmmunity in suthwestern Ck Cunty, Illinis apprximately 25 miles suthwest f dwntwn Chicag. The Village is a Hme Rule cmmunity that is gverned by a Village President and a six-member Bard f Trustees elected at-large in nn-partisan electins and wh serve verlapping fur-year terms. The Village is cmprised f the Building & Zning Department (cde enfrcement, plan review, inspectins, etc.) and the Public Wrks Department. The Public Wrks Divisin is managed by a Public Wrks Superintendent. The Public Wrks Department includes divisins respnsible fr Public Wrks Administratin, Engineering, General Services, Utilities, and Fleet Services. Public Wrks is respnsible fr infrastructure thrughut the Village, including water mains; sanitary and strm sewers; lift statins; and public radways. GENERAL STATEMENT OF DUTIES The selected firm will prvide cntracted municipal engineering services fr the Village. The successful firm will crdinate with designated Village staff, n all majr activities relating t engineering services. Please nte: The Village reserves the right t btain specialized engineering services as needed separate frm the selected engineer and may cntinue t use existing cnsulting engineers currently under cntract with the Village t cmplete current prjects. 4 INSTRUCTIONS FOR SUBMITTING PROPOSALS Prpsals shall nt exceed 20 pages. The Village is nt interested in brchures, bilerplate filler, r general infrmatin that is nt relevant t this prcess. Cnsultants submitting prpsals are advised t prvide a clear and respnsive apprach t addressing all issues nted in this RFP. Key elements t each prpsal shuld include, but nt necessarily be limited t, the fllwing items: Firm s Histry: Prvide a brief histry f yur firm. Understanding & Apprach: The firm shuld clearly state their understanding f the Village s need fr Municipal Engineering Services, and fr the rle the engineer shuld play. Specific example and insights will be useful in this sectin. Experience: The firm shall describe their experience and expertise in prviding engineering services fr similar cmmunities. Experience with water, sewer, streets, strm water, and general municipal engineering services is required. Recent experience demnstrating prfessinal wrking relatinships with Ck Cunty agencies, MWRD, FEMA, IDOT, IDNR, SSMMA, CNT, Calumet Strmwater Cllabrative, Millennium Reserve etc. will be cnsidered. Prject Team: Describe the prpsed prject team, prviding an rganizatinal chart clearly delineating individual respnsibilities. Identify key cntacts fr the team. Prvide resumes fr key cntacts and supprt persnnel. Availability: The selected Municipal Engineer must be capable f respnding t the Village s needs in a timely manner, cmplete prjects n time, and be an efficient resurce fr the Village. The prpsal shuld address the cnsultant s apprach t meeting the Village s needs. References: Firms shall prvide cntact infrmatin fr three (3) municipal references fr which the firm has prvided similar prfessinal services, preferably in Ck Cunty. Reference cntact infrmatin shuld include a cntact name, phne number, and address. Exceptins: Indicate any exceptins taken t the terms and cnditins, cntractual and ther requirements defined in the RFP. If exceptins are taken, cite the paragraph invlved, the exceptin taken, and state alternative language acceptable t the Prpser. Alternative language is subject t negtiatin and/r apprval. Rates Charged fr Service: Prvide a rate sheet that lists yur firm s hurly charges fr service fr each f yur firm s emplyees n the assigned prject team fr a three-year perid. Include a list f rates fr all ptential firm staff members that may be invlved n a prject. Identify any fees and expenses that wuld nt be cvered under this schedule but may be required in rder t implement the firm s prgram. 5 SCOPE OF SPECIFICATIONS This list identifies typical examples f services that may be assigned. The list prvided is nt exclusive and may include ther tasks nt listed. The services prvided will be determined by the Public Wrks Superintendent r designee. As specific services are requested by the Village, the firm shall assign a prject task number fr said services, prvide the Village with an estimated budget fr the wrk and receive written apprval prir t cmmencement. 1. Grant writing/assistance with applicatins as requested 2. Surveying 3. Street, sidewalk, curb and gutter design including Cmplete Streets implementatin. Fcus n integrating green infrastructure prject implementatin in all prjects where feasible. 4. Sanitary sewer and lift statin design 5. Strm sewer, pnd r basin design 6. Water main, distributin, and facilities design 7. Landscaping, park and green space design 8. Assist with btaining necessary permits frm regulatry agencies 9. Cmplete facility needs assessments as requested 10. Assist with btaining utility easements 11. Assist with develper agreements 12. Assist with the assessment prcess as required 13. Prepare and bid Village prjects as required 14. Cnstructin management and inspectin as required 15. Develp maps and Recrd Drawings fr the Village as needed by prject 16. Watershed Management Ordinance (WMO) Representatin & Enfrcement 17. Miscellaneus municipal engineering design as needed 18. Attend regular and special Village Bard meetings, Public Hearings, cmmunity/neighbrhd meetings, and staff meetings as required 19. Attend mnthly Plan Cmmissin and zning meetings as needed 20. Prvide r update Village Engineering Standards and Specificatins 21. Assist Village staff as required 22. Pursing and identifying grant pprtunities and cllabrative prject pprtunities. 7 PROPOSAL REVIEW AND EVALUATION Prpsals shall be reviewed and evaluated by Village f Midlthian based n the fllwing criteria: 1) Management and persnnel qualificatins 2) Applicatin t delivery f services 3) Relevant experience f firm 4) Price fr the Scpe f Services requested 5) The value f any cst-saving ptin(s) presented t the extent the ptins are acceptable t the Village f Midlthian at its sle discretin. 6) Other factrs that may be determined by Village f Midlthian t be necessary r apprpriate at its discretin. AWARD OF CONTRACT Each respndent submitting a prpsal will be ntified in writing r via f the Village f Midlthian s decisin cncerning their prpsal.
