2 BACKGROUND Briefly stated, the District is seeking experienced and prven design prfessinals t prvide planning, prgramming and design services n an as-needed basis fr prjects under the District s Measure K Bnd Prgram. This RFQ defines the architectural services sught and generally utlines the District s requirements. PROGRAM DESCRIPTION The Measure K Bnd Prgram authrizes the District t issue and sell $3.15 millin in schl bnds t fund schl facilities prjects including, nt limited t, the fllwing: Repair leaky pipes, deterirating septic systems, aging rfs and inefficient heating/air-cnditining; Upgrade prtable classrms; Install emergency cmmunicatin systems and remve asbests; and Qualify fr State matching funds at Shandn Elementary, Parkfield Elementary and Shandn High Schls. LIMITATIONS This RFQ is neither a frmal request fr bids nr an ffer by the District t cntract with any party respnding t this RFQ. The District makes n representatin that participatin in the RFQ prcess will lead t an award f cntract r any cnsideratin whatsever. The District shall in n event be respnsible fr the cst f preparing any respnse t this RFQ. The awarding f a cntract, if at all, is at the sle discretin f the District. 3 SCOPE OF SERVICES Any firm selected based n this RFQ prcess must be capable f prviding full architectural services thrugh the design and cnstructin phases f any and all selected Prgram prjects. The exact scpe f services, hwever, will be negtiated with the selected firm and finalized in the resulting cntract. The Prgram architect will als prepare budgets fr selected Prgram prjects and meet, as needed, with District staff, schl and neighbrhd rganizatins, and upper-level District administratrs. INSTRUCTIONS FOR SUBMITTALS The submittals and any ther supprting materials submitted t the District in respnse t this RFQ will nt be returned and will becme the prperty f the District unless prtins f the material are designated as prprietary at the time f submittal and are specifically requested t be returned. Vague designatins and/r blanket statements regarding entire pages r dcuments are insufficient and will nt bind the District t prtect the designated matter frm disclsure. Submittals shall be held cnfidential by the District and shall nt be subject t disclsure under the Califrnia Public Recrds Act until after either: (1) the District and the successful respndent have cmpleted negtiatins and entered int an agreement, r (2) the District has rejected all respndents. Furthermre, the District will have n liability t the respndent r any ther party as a result f any public disclsure f any submittal r supprting material. A. FORMAT REQUIREMENTS Respndents must cmply with the fllwing frmat requirements. Material must be in 8-1/2 x 11 inch frmat. Submittals shall include divider tabs labeled with bldface headers belw; e.g. the first tab wuld be entitled Cver Letter, the secnd tab wuld be entitled Business Infrmatin, etc. Prvide five (5) bund cpies, ne (1) unbund cpy, and ne (1) electrnic cpy f the submittal: The unbund cpy shall be marked Cpy fr Reprductin, and shall be frmatted as fllws: N divider sheets r tab. Pages with prprietary infrmatin remved. A cver sheet listing the firm s name, the ttal number f pages, and identifying thse pages that were remved due t prprietary infrmatin. The electrnic cpy will nly be accepted: Micrsft Office Suite r PDF. B. CONTENT REQUIREMENTS 1. COVER LETTER Prvide a letter f intrductin signed by an authrized fficer f the firm. Clearly identify the individual(s) authrized t speak fr the firm during the evaluatin prcess. If the respndent is a jint venture, duplicate the signature blck and have an authrized fficer sign n behalf f each party t the jint venture. 4 Include a brief descriptin f why yur firm is well suited fr, and can meet, the District s needs. Respndent shall certify that n fficial r emplyee f the District, nr any business entity in which an fficial f the District has an interest, has been emplyed r retained t slicit r assist in the prcuring f the resulting cntract(s), nr that any such persn will be emplyed in the perfrmance f any/all cntract(s) withut immediate divulgence f this fact t the District. Respndent shall certify that n fficial r emplyee f the firm has ever been cnvicted f an ethics vilatin. RELEVANT QUALIFICATIONS Describe yur firm s apprach t cst estimating, including sme histry f cst estimates versus actual bid amunt, n three (3) schl prjects awarded in the last five (5) years. Include at least tw (2) examples f schl facility mdernizatin prjects. Describe yur firm s apprach t quality cntrl/assurance prcedures, including crdinatin f design disciplines and DSA final certificatin. Describe hw yur firm has incrprated the use f energy savings in design and yur experience with sustainable design and LEED in the cntext f similar facilities. Describe yur experience with pre-checked designs, giving specific prject details. Describe yur experience with lease/lease-back prjects. Hw des yur firm apprach mdernizatin prjects versus new cnstructin prjects? Describe yur experience with DSA and wrking within the DSA prcesses. Describe yur experience with the Cmmissining prcess. PROPOSED PROGRAM TEAM The selected firm shall emply at its expense prfessinals prperly licensed and skilled in the executin f the functins required fr the architectural services. Identify the key persnnel yu wuld assign t the District s prgram fr each phase f wrk, including their rles. Describe fr each his r her experience with public schl cnstructin prjects, including identifying thse prjects fr the past five (5) years. List license numbers and dates. 5. RELEVANT PROJECT EXPERIENCE AND REFERENCES Prvide infrmatin abut prir services furnished by yur firm in the last ten (10) years n a minimum f five (5) K-12 educatinal prjects, and list the fllwing fr each prject: District name and name f cntact persn, title, telephne number, and address t be cntacted fr a reference. Prject name and lcatin. Beginning and end dates f prject (i.e., Ntice f Cmpletin and DSA final certificatin). Square ftage. Main prgram elements. Original budget, bid amunt & final amunt at clse-ut. Specify rle f firm r individual if wrk was nt exclusively by the firm (i.e., jint venture, assciatin). Key individuals f the firm invlved and their rles in the prject. Any sub-cnsultants that wrked with the firm. Reference all prjects adhering t CHPS criteria yur firm has wrked n. Identify any and all K-12 educatinal prjects that have nt been clsed-ut by DSA and prvide explanatin. 6. LITIGATION HISTORY Prvide a cmprehensive five (5)-year summary f the firm s litigatin, arbitratin and negtiated/settled claims histry with previus clients. State the issues in the litigatin, the status f the litigatin, names f parties, and utcme. Respnses failing t prvide the requested infrmatin n litigatin, and respnses which assert attrney-client privilege and fail t prvide the infrmatin requested, will be cnsidered nn-respnsive, disqualified frm the selectin prcess, and will nt be evaluated. 7. FEE PROPOSAL Fee prpsal shall include hurly billing rates by psitin (prpsed); staffing plan (prpsed); and reimbursable schedule (prpsed). The fee prpsal shall prvide a Schedule f Rates ( SOR ) by psitin, by cmpany entity, fr each psitin prpsed by yur firm, whether yu are submitting as a prime with subcnsultant(s), r as jint venture r partnership. The SOR shall cnsist f a list f prpsed prgram staff with prpsed hurly billing rates and the level f effrt f each identified psitin fr the duratin f the initial cntract perid. Billing rates (prpsed) and staffing plan (prpsed) will be subject t negtiatin and justificatin as t substantiatin f billing rates and staffing as t rles and respnsibilities, time cmmitment (full-time/part-time), and timing f start dates and end dates. The fee prpsal shuld identify prpsed reimbursables by categry (i.e. ffices, cmputers and peripherals, printers, fax machines, phtcpy equipment, ther as identified by prpsing entity). Travel and related expenses shall be reimbursed in accrdance with the federal gvernment Jint Travel Regulatin. EVALUATION AND SELECTION The District will evaluate all submissins. Each submittal must be cmplete. Incmplete submittals will be cnsidered nnrespnsive and grunds fr disqualificatin. The District retains the sle discretin t determine issues f cmpliance and t determine whether a respndent is respnsive, respnsible, and qualified. Based upn the infrmatin presented in the submissins, the District may elect t cnduct interviews with sme r all f the respndents. After the interviews, if any, the District will select the firm(s) that can prvide the greatest verall benefit t the District. 7 Experience and perfrmance histry f the firm with similar services; Experience and results f prpsed persnnel; References frm clients cntacted by the District; Technical capabilities and track recrd f use; Value f services under prpsed fees; and Overall respnsiveness f the Prpsal. A. DISTRICT INVESTIGATIONS The District may perfrm investigatins f respndents that extend beynd cntacting references identified in the submittals. The District may request a firm t submit additinal infrmatin pertinent t the review prcess, and the District als reserves the right t investigate and rely upn infrmatin frm ther available surces in additin t any dcuments r infrmatin submitted. B. INTERVIEWS The District, at its sle discretin, may elect t interview ne r mre selected firm(s). If a firm is requested t cme in fr an interview, the key prpsed Prgram staff will be expected t attend the interview. The interview will be an pprtunity fr the District t further inquire as t the firm s suggested appraches t the prjects and the issues identified in this RFQ. FINAL DETERMINATION AND AWARD The District reserves the right t cntract with any entity respnding t this RFQ fr all r prtins f the abve-described services, t reject any submittal as nn-respnsive, and/r nt t cntract with any respndent fr the services described herein. The District makes n representatin that participatin in the RFQ prcess will lead t an award f cntract r any cnsideratin whatsever. The District reserves the right t seek prpsals frm r t cntract with any firm nt participating in this prcess. The District shall in n event be respnsible fr the cst f preparing any respnse t this RFQ. The awarding f cntract(s) is at the sle discretin f the District. The District may, at its ptin, determine t award cntract(s) nly fr prtins f the scpe f wrk identified herein. In such case, the successful firm(s) will be given the ptin nt t agree t enter int the cntract and the District will retain the right t negtiate with any ther prpsing firm selected as a finalist. If n finalist is willing t enter int a cntract fr the reduced scpe f wrk, the District will retain the right t enter int negtiatins with any ther firm respnding t this RFQ.
