Declaratin - The Bard f Trustees f the Austin Cmmunity Cllege District (ACC) has delegated t the Administratin the fllwing respnsibilities with respect t the selectin f service prviders fr the design f cnstructin prjects: 1. designate and wrk with the cllege cmmittee f faculty and staff t identify prgrams, supprt services, and ther space needs; RFQ # RW Prfessinal Services IDIQ Page 1 f 14

2 2. serve as primary/first cntact with all external prfessinals wh may be hired fr this IDIQ; 3. develp and publicize scpe f prject and evaluatin criteria fr selectin f architectural and engineering services ( t be reviewed by and subject t Bard apprval); 4. submit rankings f respndents t the Bard f Trustees fr final selectin and apprval; 5. serve as cntact and in versight rle thrughut the duratin f the IDIQ; 6. regularly update the President and Bard f Trustees. B. IDIQ Cntract ACC plans t perfrm several renvatin, remdeling and retrfit prjects within the next few years as well as new campus cnstructin. As such, we are increasing the number f IDIQ cnsultants available t assist us with this wrk. Sme f the wrk will be relatively small, such as minr ffice recnfiguratins; while thers may be mre cmplex. We expect t be able t perfrm all types f renvatin wrk with ur IDIQ cnsultants. All wrk perfrmed must be in cmpliance with existing federal, state, and lcal cdes, statutes, and requirements. Design and prcurement f furniture (except millwrk), fixtures, and mveable equipment is expressly excluded frm this cntract. Firms that are already cntracted by ACC are nt permitted t submit a prpsal fr the same categry f service. Prfessinal firms and teams selected under this slicitatin will be awarded a term cntract fr tw years with ptins fr three ne-year extensins. ACC is sliciting fr prfessinal services fr a minimum f ne (1) cntract fr each f the three (3) services. Scpe f services and eligibility are attached, See Exhibit A. The Austin Cmmunity Cllege District The service area f ACC is cmprised f the fllwing cunties: 1. All f Blanc, Caldwell, Gillespie, and Hays Cunties, 2. Travis Cunty excluding the prtin within the Marble Falls Independent Schl District, and the Eanes Independent Schl District, 3. Williamsn Cunty, excluding thse prtins within the Flrence, Granger, Hutt, Lexingtn, Taylr, and Thrall schl districts, 4. A prtin f Gnzales Cunty, cnsisting f the Nixn-Smiley Cnslidated Independent Schl District lcated, 5. A prtin f Guadalupe Cunty, cnsisting f the San Marcs Cnslidated Independent Schl District, 6. Bastrp Cunty excluding the prtin within the Lexingtn ISD, 7. A prtin f Lee Cunty, cnsisting f the Elgin Independent Schl District 8. A prtin f Fayette Cunty, cnsisting f the Smithville Independent Schl District a) Getechnical and materials testing firms; cmmissining firms; and land surveying firms will be expected t prvide services in any f these cunties. C. Selectin Prcess This Request fr Qualificatins is the first step in a tw-step prcess fr selecting firms fr getechnical and materials testing; cmmissining; and land surveying IDIQ services. Multiple cntracts may be awarded fr each specialty. 1. Step 1 The Initial Qualificatin Statement prvides the infrmatin necessary fr cnsideratin and initial ranking by the Owner. Based upn the initial ranking, the RFQ # RW Prfessinal Services IDIQ Page 2 f 14

3 Owner may select up t ten (10) f the tp ranked qualified firms fr each f the three categries t prvide additinal infrmatin t prceed t Step Step 2 The mst qualified respndents will be asked t attend an interview with the ACC Evaluatin Cmmittee t prvide mre detailed infrmatin. The cmmittee will then make selectin fr ne r mre firms fr a minimum f three (3) cntracts. D. Eligibility - Any prfessinal services firm that des nt already have a direct cntract fr that Categry f Service with ACC is eligible and invited t submit a statement f qualificatins fr cnsideratin as a candidate fr this cntract. T be cnsidered as a candidate, a statement f qualificatins must be submitted by each firm specifying which services fr which they are submitting. An authrized representative f the submitting firm meeting criteria f Sectin (1) f the Texas Educatin Cde must sign the statement f qualificatins fr that team. E. Licensure, Certificatin and Registratin All respndents must have legally required prfessinal licensure, certificatin r registratin s that all services required frm them may be delivered in accrdance with applicable law. Firms must submit phtcpies f relevant current prfessinal licenses. F. Inquiries ACC will try t answer written inquiries cncerning this RFQ, but shall nt be bligated t d s. If a firm believes this scpe t cntain an errr r is unclear, then the firm shall make a written inquiry f the ACC representative named belw. The freging shall nt limit ACC's right t issue addenda t this dcument prir t pening r t delay the date and time f pening in rder t ensure that all firms are aware f and have had sufficient time t cnsider the addenda. Public Infrmatin ACC is a public institutin and subject t the Texas Public Infrmatin Act. Any infrmatin submitted t ACC is presumed t be public infrmatin and available t the public. Any infrmatin r materials submitted t ACC that is cnsidered cnfidential must be clearly marked "CONFIDENTIAL". If an utside individual r entity requests review r cpies f the infrmatin marked Cnfidential, ACC will advise the requestr. If requested by the firm submitting, ACC will request an Open Recrds Decisin frm the Attrney General's Office asserting apprpriate exceptins t disclsure. The firm submitting shall be respnsible fr substantiating the cnfidentiality f the infrmatin r materials requested. H. Small Business Develpment Prgram (SBDP) Pursuant t ACC s Bard Plicy G- 2, Sectins D thrugh F, ACC is cmmitted t maximize the vitality and rbustness f the ecnmy f the Cllege s service area thrugh enhanced pprtunities fr the utilizatin f Small Lcal Business Enterprises as defined within that Small Business Develpment Prgram. Criteria fr Evaluatin - Under the prvisins f the Texas Educatin Cde Sectin (b)(b-1) the Bard f Trustees has selected the fllwing criteria fr evaluating design services as part f the verall cntracting prcess prvided in the Texas Educatin Cde Sectin : a) Demnstrable recent team r firm experience in analysis, design, planning, research, cnstructin r permitting f educatinal r relevant facilities. b) Demnstrable team r firm experience in the utilizatin f sustainable design principles. II. Descriptin f Wrk Upn award, the selected candidates can expect the fllwing as part f a prject: A. Scpe f Wrk A scpe f wrk will be prvided by the ACC Prject Manager fr each prject and prvided t the cntractr prir t initiating wrk B. Budget Budgets will be set by the ACC Prject Manager fr each prject and prvided t the cntractr prir t initiating wrk. C. Schedule Schedules will be set by the ACC Prject Manager fr each prject and prvided t the cntractr prir t initiating wrk. In mst cases, schedules will be determined by the academic calendar r cnstrained by specific needs f the end-user. Firms will be expected t wrk within the schedule cnstraints given them. D. Limits - The dllar limit f any cntract will nt exceed $100, per year withut apprval f ACC. There is n assurance implied that any cnsultant will receive a certain dllar value f prjects. III. Step 1 Submittal Requirements Qualificatins shall be prepared simply and ecnmically. Infrmatin shuld be cmmunicated cmpletely, clearly and cncisely. Unrequested infrmatin shuld nt be included. Incmplete Qualificatins will be cnsidered nn-respnsive and are subject t rejectin. Submittals must fllw this exact frmat, with n deviatins. Failure t cmply with all requirements cntained in this Request fr Qualificatins may result in the rejectin f the Qualificatins. A. Prvide a Cver Sheet shwing the business name, principal business address and principal Texas business address if it is nt the same, and telephne and fax numbers ( ptinal) f the Prime Firm and Prime Firm s cntact persn. The sheet must als include the name f the individual representing the firm. Finally, the cver sheet must have the RFQ number (RFQ# RW), a statement that the respnse and all attachments are being submitted t Austin Cmmunity Cllege District as a statement f qualificatins fr whichever ne (1) categry f services frm Exhibit A and request fr cnsideratin f the firm as a candidate t prvide services fr this IDIQ, and it must be dated and signed by the authrized representative. Prvide a statement f availability and cmmitment f the Firm t undertake the cntract. D. Prvide a brief histry f the Firm and each cnsultant prpsed fr the cntract team. E. Prvide the firm size (see attached dcument Categries f Services, Architect/Engineer Design Team), prjects within the past 2 years fr each firm n the team and prfessinal registratin infrmatin fr firm members assigned t this IDIQ. Fr ther categries f services, prvide number f firm members, their individual wrk experience, prfessinal registratin r jurisdictinal certificatin, assigned t this IDIQ. Explain their rles and respnsibilities, if any, with regard t this IDIQ. F. Prvide an rganizatinal chart f the cntract team which clearly delineates the firm s primary pint f cntact. G. Describe in detail, tw (2) educatinal prjects n which the firm has prvided similar services. The details shuld include: 1. Lcatin f the prject, apprximate size f the prject in square feet; 2. Apprximate budget and ultimate cst f the prject; 3. Firm rle in the prject and specific persn frm the firm that had principal respnsibility fr that prject; 4. Aspects f that prject which are similar t what ACC may require. 5. Prvide client references fr each f the prjects listed abve including: a) Owner f the prject at the time f cnstructin, including wner s cntact infrmatin; b) The reference listed must have direct knwledge f the firm s wrk n the prject and be able t speak abut the prject s budget, schedule, cmpletin, and quality f wrkmanship. H. Describe the firm s internal and external cmmunicatin prcess. I. Prvide a detailed plan describing the firm s actins fr SBDP utilizatin in prviding prfessinal services fr this prject. 1. 9 EXHIBIT A Prfessinal Services Scpe f Services r Eligibility I. Getechnical & Materials Testing- Scpe f Services Scpe f Services ACC requires that the selected cnsulting firm r firms t prvide the fllwing services t the Cllege: A. Preliminary Getechnical Investigatin- sample brings frm varius pints n the prperty. The labratry analysis f these brings will prvide a Design Team with the prper infrmatin upn which t make preliminary design recmmendatins. B. Final Getechnical Investigatin- sample brings at the specific lcatins designated by a Structural Engineer. The labratry analysis f these brings and the final reprt will prvide the Design Team with specific design criteria fr the building r buildings. C. Cnstructin Inspectin & Materials Testing- these services may include but nt be limited t earthwrk testing, drilled pier bservatin, cncrete reinfrcing steel bservatin, cncrete testing, welding and blting inspectin, rfing bservatin and asphalt pavement testing. D. Frensic Investigatin- services may include but nt be limited t ferrus scan, structure, fundatin and exterir wall assessment, and rf inspectin. E. General The District intends t issue a cntract with a qualified prvider(s) which the District can then utilize fr qutes and bids t prvide services and gds t the Cllege. Such a cntract will be valid fr up t five (5) years. F. Other- Firms are encuraged t submit a full listing f all services, reprts and prducts that are prvided by the firm. II.Cmmissining SCOPE OF SERVICES ACC requires that the selected cnsulting firm(s) supprt the Owner, design team, cnstructin team and peratins team in assuring that the prject's design intent is prperly implemented frm design thrugh peratin. T reach this gal, it is necessary fr the cmmissining prcess t establish and dcument the Owner's criteria fr system functin, perfrmance and maintainability, and t verify dcument cmpliance thrughut design, cnstructin, start-up and the initial perid f peratin. The Cmmissining Agent (CxA) shuld be invlved thrughut the prject frm design develpment thrugh the warranty phase. The CxA shall nt be respnsible fr design r general cnstructin scheduling, cst estimating r cnstructin management but may assist with prblem slving r reslving nn-cnfrmance issues r deficiencies. 10 A. Act as cmmissining agent fr a specific building r prject s as t certify that building r prject as LEED cmpliant. B. Be prficient with LEED requirements fr specific versin f LEED under which building prject has been registered. C. Prvide review and cmment f prject design during design prcess thrugh cmpletin f design t ensure that design and specificatins meet Owner's bjectives. D. Prvide review and cmment f cnstructin submittals f all materials and equipment related t business f cmplete cmmissining f building r prject. E. Develp a testing plan fr building systems t ensure that all systems functin in accrdance with Owner's bjectives and the cntract dcuments. F. Prvide prefunctin checklist t cntractr team and assure that all parties cmply with checklist. G. Attend and participate in peridic Owner/Architect/Cntractr prgress meetings thrughut duratin f prject and prvide prgress reprt f cmmissining activities. H. Attend and participate in peridic cnstructin prgress meetings as needed t articulate t cnstructin team requirements t achieve desired LEED certificatin. I. Prvide inspectin f all building systems fr cmpliance with cnstructin dcuments and prescribed equipment start up prcedures and sequence f peratin. Building systems include but nt limited t HVAC system, electrical equipment, devices and cntrls, building cntrls package (BAS) emergency pwer and life safety systems, plumbing piping and fixtures and building envelpe. J. Prvide all necessary reprts (peridic and final) t Owner/Architect/ Cntractr(s) t prperly and adequately dcument entire cmmissining prcess f all systems. III.Land Surveying Services Eligibility Eligibility - Any land surveying firm r prject team is invited t submit a statement f qualificatins fr cnsideratin as a candidate fr the new ACC District cntract fr land surveying services IDIQ district-wide. Each land surveying firm r prject team must present a statement f qualificatins in rder t be cnsidered as a candidate, and an authrized representative f the land surveying firm s prime cntractr must sign the statement f qualificatins. 11 EXHIBIT B Pursuant with ACC Bard Plicy, G-2 Purchasing (adpted December 1, 2014) Small Business Develpment Prgram In an effrt t maximize the vitality and rbustness f the ecnmy f the Cllege s service area thrugh enhanced pprtunities fr the utilizatin f Small Lcal Business Enterprise vendrs, the Cllege shall establish a Small Business Develpment Prgram (SBDP) that seeks t achieve this bjective thrugh race- and gender-neutral means. The SBDP shall ensure that SLBE firms are prvided the maximum practicable pprtunity t participate in all purchasing and cntracting pprtunities. A Small Lcal Business Enterprise (SLBE) is defined as an independently wned and cntrlled fr-prfit business that: I. Has been in existence fr at least ne year; II. Has annual grss receipts that, when added with thse f its subsidiary r subsidiaries and averaged ver three (3) cnsecutive years, des nt exceed the applicable small business size standards established by the SBDP. The applicable small business size standards shall initially be tied t sme measure f the industry-based size standards established by the Small Business Administratin (SBA) in 13 CFR , but may be peridically evaluated and adjusted by the Cllege s administratin based upn lcal market data cllected pursuant t the SBDP t better serve the intent and bjectives f this plicy; (If a business has nt existed fr 3 years, the grss sales limits described abve shall be applied based upn the annual averages ver the existence f the business.) Once the grss annual receipts f a business exceed the grss sales average limits, it shuld n lnger be eligible t benefit as an SLBE firm and shuld be graduated frm the prgram; [3] Has had n mre than 50 full time and part-time emplyees in any year within the past three years; [4] Is headquartered r therwise lcated at a fixed, established cmmercial address lcated in the Austin-Rund Rck-San Marcs MSA thrugh which it perfrms a cmmercially useful functin and maintains a significant business presence as defined by the SDBP; and [5] Is certified by the Administratin r the Administratin s designee as satisfying all eligibility requirements fr SLBE firms as established by the SBDP.
