General Infrmatin& Requirements A. Declaratin - The Bard f Trustees f Austin Cmmunity Cllege District has delegated t the Administratin the fllwing respnsibilities with respect t the selectin f service prviders fr the design and cnstructin f this prject: 1. wrk with an external advisry cmmittee and a cllege cmmittee f faculty, staff, and students t identify instructinal prgrams, supprt services, and ther space needs; 2. serve as primary/first cntact with all external prfessinals wh may be hired fr this prject; 3. develp and publicize scpe f prject and evaluatin criteria fr selectin f Architectural and cnstructin services (t be reviewed by and subject t Bard apprval); 4. submit rankings f respndents t the Bard f Trustees fr final selectin and apprval; 5. arrange fr prfessinal respndents (finalists) presentatins t the Bard; RFQ # RW Page 1 f 17

2 6. serve as cntact and in versight rle thrughut the planning and cnstructin phases; 7. regularly update the President and Bard f Trustees. B. Selectin Prcess This Request fr Qualificatins is the first step in a tw-step prcess fr selecting an Architect/Engineer firm r team fr the fllwing cnstructin prject: Phase 2 f the ACC Rund Rck Campus The steps in the selectin prcesses are as fllws: 1. Step 1 The Initial Qualificatin Statement prvides the infrmatin necessary fr cnsideratin and initial ranking by the Owner. Based upn the initial ranking, the Owner may select up t ten (10) f the tp ranked qualified respndents t prvide additinal infrmatin fr Step Step 2 In Step 2, the mst qualified respndents will be asked t prvide mre detailed and prject-specific infrmatin and participate in an interview with the Owner and its Evaluatin Cmmittee. The cmmittee will then select up t five (5) finalists fr a final ranking and presentatin t the Bard f Trustees, which will make the final selectin. C. Eligibility - Any Architectural/Engineering prject team is invited t submit a statement f qualificatins fr cnsideratin as a candidate fr this prject. Each Architectural/Engineering prject team must present a statement f qualificatins in rder t be cnsidered as a candidate, and an authrized representative f the Architectural/Engineering prject team s prime cntractr must sign the statement f qualificatins. D. Licensure All respndents must have legally required licensure s that all services required frm them may be delivered in accrdance with applicable law. Althugh prf f licensure is nt required as a part f this respnse, team members are encuraged t submit phtcpies f relevant current licenses. E. Inquiries ACC will try t answer written inquiries cncerning this RFQ, but shall nt be bligated t d s. If a firm believes the scpe f wrk t cntain an errr r is unclear, then the firm shall make a written inquiry f ACC. The freging shall nt limit ACC's right t issue addenda t the scpe f wrk prir t pening r t delay the date and time f pening in rder t ensure that all firms are aware f and have had sufficient time t cnsider the addenda. Public Infrmatin ACC is a public institutin and subject t the Texas Public Infrmatin Act. Any infrmatin submitted t ACC is presumed t be public infrmatin and available t the public. 3 ACC that is cnsidered cnfidential must be clearly marked "CONFIDENTIAL". If an utside individual r entity requests review r cpies f the infrmatin marked Cnfidential, ACC will advise the Supplier f the request. If requested by the Supplier, ACC will request an Open Recrds Decisin frm the Attrney General's Office asserting apprpriate exceptins t disclsure. The Supplier shall be respnsible fr substantiating the cnfidentiality f the infrmatin r materials requested. G. Small Business Develpment Prgram Pursuant t ACC s Bard Plicy G-2, Sectins D thrugh F, ACC is cmmitted t maximize the vitality and rbustness f the ecnmy f the Cllege s service area thrugh enhanced pprtunities fr the utilizatin f Small Lcal Business Enterprises as defined within that Small Business Develpment Prgram. The vendr is required t use its best effrts t assist ACC in achieving this bjective thrugh prviding maximum pprtunities fr Small Lcal Business Enterprises t participate n its team, and by using its best effrts t encurage the maximum use f Small and Lcal Business Enterprises and Emerging Small and Lcal Business Enterprises (SLBE/ESLBE) by ther vendrs, suppliers, prfessinals, subcntractrs and sub-vendrs when pssible. Vendr s plan will be reviewed fr strength f prpsed SLBE and ESLBE participatin n Respndent s team and plan t ensure cmpliance with Small Business Develpment Prgram by ther firms perfrming n this prject under Respndent s supervisin. All SBDP frms must be cmpleted and submitted with the qualificatins packages. Failure t fully cmplete the frms r failure t submit the frms as required will result in the qualificatins package being deemed incmplete and nn-respnsive t this prvisin and the respnse will nt be evaluated. Waiver f Frmalities - Austin Cmmunity Cllege District reserves the right t reschedule r extend the date fr submissin prir t the submissin deadline and t cancel r terminate this request fr qualificatins at any time. ACC may waive irregularities and infrmalities in the RFQ prcess and may cnsider submissins nt made in cmpliance with this request fr qualificatins if it elects t d s, in a manner cnsistent with applicable law, althugh the District will have n bligatin fr such cnsideratin. ATTENDANCE AT THE PRE-SUBMITTAL CONFERENCES BY A REPRESENTATIVE OF ANY FIRM WHICH WILL RESPOND TO THE RFQ IS RECOMMENDED, BUT NOT MANDATORY. Attendance by subcnsulting firms is encuraged. L. Evaluatin Methdlgy - See Exhibit C 1. Criteria fr Evaluatin - Pursuant t the prvisins f Sectin f the Texas Gvernment Cde, the Bard f Trustees has adpted the fllwing criteria fr evaluating prviders f Architectural/Engineering services fr the design f Phase 2 f the Rund Rck Campus: a) Demnstrable recent firm and team experience in planning, design and cnstructin f higher educatin prjects f similar size and cmplexity. b) Demnstrable recent team experience in prviding services by the delivery methd selected by the Bard. c) Availability and cmmitment f persnnel; capacity t cmplete the prject. d) Demnstrable recent experience f key persnnel in planning, design and cnstructin f higher educatin prjects f similar size and cmplexity, delivery methd and/r jurisdictin. e) Understanding f the prject and the lcal cmmunity which it will serve; prject apprach. f) Ability t wrk with internal and external stakehlders in the planning prcess. g) Demnstrable experience f the team in the successful implementatin f sustainable design slutins. BY SUBMITTING A RESPONSE TO THIS REQUEST FOR QUALIFICATIONS, THE RESPONDENT AGREES THAT IT WAIVES ANY CLAIMS IT HAS OR MAY HAVE AGAINST ACC, ACC S EMPLOYEES, OFFICERS, AGENTS, REPRESENTATIVES AND MEMBERS OF ACC S GOVERNING BODY, IN CONNECTION WITH OR ARISING OUT OF THIS RFQ, INCLUDING THE ADMINISTRATION OF THE RFQ, THE BASIS FOR SELECTION, THE EVALUATION OF THE RESPONSES, THE METHOD USED FOR SELECTION, AND ANY DISCLOSURE OF INFORMATION REGARDING THE RESPONSES OR EVALUATIONS. THE SUBMISSION OF QUALIFICATIONS CONSTITUTES THE ACCEPTANCE BY THE RESPONDENT OF THE EVALUATION TECHNIQUE DESCRIBED IN THIS RFQ. M. 6 The prtest shall be submitted in writing and received in the ffice f the Directr f Prcurement and Materials Management within ten (10) calendar days after the aggrieved knws r shuld have knwn the facts giving rise theret. 3. Reslutin. The Directr f Purchasing shall review and determine validity. If a mutual reslutin is nt made, then the prtest shall be submitted t the Executive Vice President f Finance and Administratin. 4. Authrity. The cllege President r his designee shall have the final authrity fr determinatin and t take any actin t reslve a prtest appeal. N. Scpe f Services Fr this prject, ACC requests that the selected Architectural/Engineering design team prvide a full range f design services, including (but nt limited t): 1. Cnfirming the Master Plan f the campus site fr this phase f cnstructin, and fr lng-range plans fr the campus; 2. Architectural and Engineering design fr cnstructin f the building and all building systems (including specialty design cnsultants as needed fr the prject prgram as well as access cntrl, intrusin detectin, vice and data infrastructure); 3. Assistance in btaining any permits and apprvals needed t implement the cnstructin; 4. Assistance in btaining LEED certificatin; at minimum, LEED Silver certificatin is expected fr all new cnstructin; 5. Interir Design services as needed fr the selectin, prcurement and installatin f furniture, fixtures and equipment fr this campus; 6. Civil Engineering design fr site imprvements and strmwater management t the extent required; 7. Design fr landscaping and irrigatin t the extent required. All wrk perfrmed by the Architect/Engineer must be in cmpliance with existing federal, state, and lcal cdes, statutes, and requirements. Architectural Prgramming services are excluded frm this cntract. Bidding Phase Services, Cnstructin Observatin and ther services nted in the attached cntract will be included. II. Prject Descriptin A. Backgrund Austin Cmmunity Cllege District has cnstructed the first phase f the Rund Rck Campus n a site f apprximately 84 acres. In the prcess f planning the first phase f cnstructin, the District prepared a lng-range Master RFQ # RW Page 6 f 17

7 Plan fr the site. The District intends t cnstruct a new building n this site t expand its prvisin f higher educatin instructin in this rapidly grwing area. B. General Phase 2 f the Rund Rck Campus is expected t include facilities t supprt instructin predminantly in cre curriculum curses. The District intends Phase 2 f the Rund Rck Campus t prvide facilities fr the fllwing: Classrms and labratries; Offices fr Faculty and Staff; Additinal parking and radways, utility extensins, and ther sitewrk as needed; Expansin f the Central Utility Plant as needed; The expansin will prvide additinal instructinal capacity t the campus, which will result in need fr minr renvatins within existing buildings t enhance existing services, pssibly including: Instructinal spaces in the Health Sciences Building; Library and Media Center; Administrative ffices; Building supprt and service spaces as needed t supprt the campus. The District anticipates cmpleting a detailed Architectural prgram fr Phase 2 prir t selectin by Trustees f the Architect/Engineer fr this prject. C. Site The District wns the site. The scpe f this wrk includes cnfirming the cntinued suitability f the riginal Master Plan fr the site prir t the design f the new facilities envisined in Phase 2. D. Budget The Cnstructin Cst Limit fr the cntract fr general cnstructin fr the prject is estimated t be apprximately $22,700,000. A separate budget will be established fr furniture, fixtures and equipment fr the prject. E. Schedule - ACC intends t select an Architect/Engineer in September, 2015 and t begin the design prcess immediately. The District needs t take beneficial ccupancy by Octber, 2017, in rder t be prepared fr classes in the Spring Semester f 2018 at the latest. F. Delivery methd The District has selected the Cnstructin Manager at Risk methd f delivery fr cnstructin f this prject. G. Cntract The District s cntract fr Architectural services is attached t the RFQ. The cntract will be utilized fr services required fr this RFQ. Exceptins must be nted at the time f submittal, as described in Sectin I, para I. abve. H. Utilities The Architect/Engineer fr this prject will evaluate the adequacy f the existing public utilities serving the site. Prvide a Cver Sheet shwing the RFQ number, RFQ title, the name, principal business address and principal Texas business address if it is nt the same, telephne, and fax numbers f the Prime Firm. Include an address fr the signature authrity. This cver sheet must als include the name f the individual representing the firm. Finally, the cver sheet must have a statement that the respnse and all attachments are being submitted t Austin Cmmunity Cllege District as a statement f qualificatins and request fr cnsideratin f the firm as a candidate t prvide Architectural and Engineering services fr the design f the Rund Rck Phase 2 Campus, and it must be dated and signed by the authrized representative. B. Prvide a statement f interest fr the prject including a narrative describing the Prime Firm s and Prject Team s unique qualificatins as they pertain t these prjects. C. Prvide a statement f availability and cmmitment f the Prime Firm and its principal(s) and assigned prfessinals t undertake the prject. Prvide qualificatins, wrk experience and prfessinal registratin infrmatin fr prfessinal team members assigned t this prject. D. 12 EXHIBIT A Pursuant with ACC Bard Plicy, G-2 Purchasing (adpted December 1, 2014) Small Business Develpment Prgram In an effrt t maximize the vitality and rbustness f the ecnmy f the Cllege s service area thrugh enhanced pprtunities fr the utilizatin f Small Lcal Business Enterprise vendrs, the Cllege shall establish a Small Business Develpment Prgram (SBDP) that seeks t achieve this bjective thrugh race- and gender-neutral means. The SBDP shall ensure that SLBE firms are prvided the maximum practicable pprtunity t participate in all purchasing and cntracting pprtunities. A Small Lcal Business Enterprise (SLBE) is defined as an independently wned and cntrlled fr-prfit business that: II. Has been in existence fr at least ne year; III.
