PROJECT DESCRIPTION PTAA is sliciting Statements f Qualificatins t engage the services f a qualified firm t prvide prfessinal Cnstructin Administratin Services including Resident Prject Representative (RPR)/Cnstructin Inspectin Services n an as-needed basis fr varius prjects at the Piedmnt Triad Internatinal Airprt (GSO). Prjects may include, but are nt limited t: Runway 5R-23L Rehabilitatin, Suth Aprn Rehabilitatin, and ther varius airfield prjects. PTAA plans t cntract fr these services fr a perid f up t three (3) years (with the pssibility f tw (2) ne (1) year extensins) frm the time f the cntract signing and retains the right t add t r delete frm the prjects listed abve. Firms shuld nt feel that they are in a less cmpetitive psitin if they have nt been actively marketing their services t the Authrity. The Suth Aprn Rehabilitatin prject is the Old Terminal Aprn. A prtin f the aprn was dne in 2012 with a 2 mill and verlay. The first phase f the prject is anticipated t start cnstructin March The prtin that was cmpleted in 2012 will be the next phase. The prject cnsists f milling the asphalt, sme reclamatin, paving and sme grade adjustments. The selected firm will be wrking with the design firm, Michael Baker Internatinal. The Runway 5R-23L Rehabilitatin prject will be brken up int tw r pssibly three years depending n funding. The first stage f the rehab prject will include almst half f the runway. The runway was last verlaid in The first phase f the prject is scheduled t begin April 2018 and runs until Nvember The first phase f the prject will displace the threshld 3,000 ft. s that the runway will be 7,000 ft. The end f the runway will be raised 6 inches s the ALSF will have t be adjusted as part f that prject. After the first phase has been cmpleted, the runway will be shut dwn fr a perid f time while the cntractr will begin wrk at the 2,000 ft. mark up t 4,700 ft. prvided the Bard apprves the three alternates which will add 600 ft. t the prject. The base bid included 4,100 ft. and the three alternates fr an additinal 200 ft. Phase 2 f the prject is anticipated t start in April Taxiway A & M was cmpleted in the summer f The selected firm will be wrking with the design firm, Michael Baker Internatinal. SCOPE OF WORK The scpe f wrk fr the selected firm will generally include, but will nt be limited t the fllwing: Cnstructin Administratin/Cnstructin Management Services: Mnitr and versee the crdinatin f cnstructin wrk with PTAA, designer, affected agencies and utilities, any ther cnstructin cntractrs and ther parties as necessary. Develp a written, prject-specific quality assurance plan detailing the specific gals t be achieved in cnstructin. Assist PTAA in btaining any necessary permits, excluding permits fr inspectin r temprary facilities required t be btained directly by the varius cntractrs. Assist PTAA in btaining apprvals frm the authrities having jurisdictin. Mnitr cntractrs cnfrmance t permit requirements. Cnduct prject related meetings including pre-cnstructin cnferences and cnstructin prgress meetings. Prepare and distribute meeting minutes in cllabratin with PTAA and the design firm. Review the prgress schedule, shp drawing submittals, field reprts, testing reprts, etc. prepared by cntractr and/r subcnsultants and cnsult with PTAA cncerning acceptability. Maintain rderly files fr any prject crrespndence, shp drawings and samples, reprductins f riginal cntract dcuments including all wrk directive changes, addenda, change rders, field rders, and additinal drawings. Review and prcess applicatins fr payments fr cmpliance including any necessary supprting dcuments in cllabratin with RPR and frward with recmmendatins t PTAA. Review existing airfield cnstructin security prcedures and ensure adherence frm RPR and cnstructin cntractrs persnnel. Review and prcess change rder requests in cllabratin with PTAA and the design firm. Cnsult with PTAA in advance f scheduled majr tests, inspectins, r start f imprtant phases f the wrk. Resident Prject Representative Services: Cnduct n-site bservatins f the wrk in prgress t assist Authrity and CA/CM in determining if the wrk is, in general, prceeding in accrdance with the cntract dcuments. Ability t prvide services fr nighttime and/r daytime cntractr/prject wrk shifts as required. Review prgress schedules, shp drawing submittals, and applicatins fr payment quantities prepared by cntractr in cnjunctin with CA/CM review. Reprt t CA/CM and PTAA whenever RPR believes that any wrk is unsatisfactry r des nt cnfrm t the cntract dcuments, r des nt meet the requirements f any inspectins, test, r apprval required. Maintain rderly files in the field fr any prject crrespndence, shp drawings and samples, reprductins f riginal cntract dcuments including all wrk directive changes, addenda, change rders, field rders, additinal drawings issued subsequent t the executin f the cntract, PTAA s clarificatins and interpretatins f the cntract dcuments, prgress reprts, and ther prjectrelated dcuments in cnjunctin with CA/CM. The RPR needs t knw hw t cmplete a detailed reprt in a timely manner. Realtime reprting is expected that the selected firm(s) will cmply with. Attend meetings with CA/CM and cntractr, such as pre-cnstructin cnferences, prgress meetings, and ther prject related meetings. During the curse f the prject, verify that certificates, maintenance and peratin manuals, and ther data required t be furnished by cntractr are applicable t the items actually installed and in accrdance with the cntract dcuments. 5 E. GENERAL Cnduct peridic safety reviews f jb site(s) and advise cntractr, CA/CM and PTAA f any deficiencies. Observe quality cntrl testing perfrmance by the cntractr and maintain testing recrds, including crrective actins taken regarding failed tests. Upn substantial cmpletin f the cntractrs wrk, prepare a list f incmplete r unsatisfactry items and a schedule fr their cmpletin. Cnduct inspectins in cnjunctin with CA/CM and PTAA t determine if the wrk is substantially cmplete. Assist CA/CM in cllecting and prcessing all necessary prject clseut requirements. Refer t RFQ fr additinal RPR Services requirements. T be cnsidered fr this assignment, cnsidered fr this assignment, firms must specifically demnstrate recent experience in cnstructin management f large-scale prjects including but nt limited t runway/taxiway rehabilitatins, aprn rehabilitatins, taxiway cnstructin, utility infrastructure imprvements, and miscellaneus airfield prjects f similar scpe ver the last ten (10) years with a cnstructin value f nt less than $1,000,000; Cnstructin management persnnel (Prject Manager, Cnstructin Manager, Resident Prject Representative, etc.) shuld pssess a minimum f five (5) years f cnstructin experience n cntracts cmparable in scpe and size t thse described in the abve paragraph; and Firms must be licensed and have the authrity t transact business in the State f Nrth Carlina. Fr further infrmatin, please reference Nrth Carlina General Statutes fr exact requirements t practice Prfessinal Engineering in the State f Nrth Carlina. The firm will be expected t participate in meeting PTAA s DBE participatin gals. These gals will be defined at a later date. Favrable cnsideratin will be given t firms that have recent experience with the FAA Suthern Regin and Memphis ADO; NCDOT Divisin f Aviatin; and varius additinal resurce agencies which crdinatin might be required. This prject may be funded in part by the Federal Aviatin Administratin AIP prgram and/r the Nrth Carlina Department f Transprtatin Divisin f Aviatin. Teaming is allwable and is limited nly t cmpanies and persnnel with experience in Airprt Cnstructin Management/Administratin and Testing Services. Only experience in the last ten (10) years will be cnsidered, and such experience must be at cmmercial service airprts. Experience at airprts similar in size and functin t PTIA is preferred. F. SUBMITTAL REQUIREMENTS All Statements f Qualificatins are limited t ten (10) pages exclusive f cver sheet and shall be typed, 8½ x 11 sheets, single-spaced, single sided with fnt f 11 pint Times New Rman. Nte that supprting dcumentatin such as an rganizatinal chart, cver, appendix, ther graphics, etc. d nt need t be 11 pint Time New Rman fnt. The intrductry letter shuld be addressed t Alex Rsser, P.E., Deputy Executive Directr and limited t ne (1) page. The evaluatin criteria are limited t nine (9) pages and each prpsal will be evaluated t determine verall respnsiveness and qualificatins under the RFQ and will be based n the fllwing cnsideratins and their respective weights: 30% - Qualificatins and Experience f Staff Assigned t this Prject 30% - Firm Qualificatins and Experience Related t the Scpe f this Prject 20% - Prject Apprach 20% - Histry/Aviatin Experience f the Firm Up t five (5) single page resumes fr key staff that will be assigned t this effrt may be included in an appendix.
