INTRODUCTION Milwaukee Cunty Department f Administrative Services is requesting prpsals fr prfessinal cnsulting services t cnduct a feasibility and planning study fr the redevelpment f the Internatinal Cncurse at General Mitchell Internatinal Airprt (GMIA) in Milwaukee, Wiscnsin. The prject backgrund and scpe is attached. There is a cnsulting budget f $100,000 (nt-t-exceed) fr this prject. Prpsals t this RFP are due September 9, 2016 by 3 p.m. Interviews with a shrt list f cnsultants may be cnducted during the week f September 12, 2016, fllwing review f the respnses. The cnsultant selectin and ntice t prceed are anticipated t be cmpleted by Nvember 1, This schedule des nt preclude the negtiatin f additinal r reduced services and cntract amunts prir t the initiatin f wrk. II. BACKGROUND General Mitchell Internatinal Airprt (GMIA; Airprt) is classified by the Federal Aviatin Administratin (FAA) as a Medium Hub airprt that serves the Milwaukee Metrplitan area and surrunding urban, suburban and rural cmmunities f sutheastern Wiscnsin. The Milwaukee Cunty Department f Transprtatin (MCDOT) seeks t develp an analysis f the existing and prjected activity f internatinal service at GMIA. Additinally, guidance and recmmendatins as t the lcatin and size f ptential redevelpment f the Internatinal Cncurse and Federal Inspectin Services (FIS) facilities, prject delivery methd, cst/revenue prjectins and return n investment are desired. The current Internatinal Arrivals Building/Terminal (IAB) was cnstructed in 1975, and is a nestry, stand-alne building f apprximately 23,000 square feet. It cntains a traditinal tw-stp layut FIS prcessing facility, ne arrival gate with a passenger lading bridge. The building is lcated apprximately 1,100 feet frm the nearest entrance t the main terminal cmplex, and is acrss the exiting radway frm the main parking structure. The current level f internatinal passenger activity is apprximately 44,000 arriving passengers annually. The facility is primarily used during the winter charter seasn, which typically runs frm Nvember thrugh April. Internatinal departures are currently handled thrugh the regular dmestic gates in the main terminal cmplex. Other than charters, there are currently n regularly scheduled internatinal flights at GMIA. 1

2 With changes ccurring in the glbal market fr internatinal air service, Milwaukee Cunty and GMIA s visin fr the future is t grw the level f internatinal service. T maximize the grwth ptential, GMIA desires a functinal, efficient and attractive internatinal cncurse facility that has capability fr future expansin. T maximize facility utilizatin, an internatinal cncurse with the flexibility t serve bth arrivals and departures f either dmestic r internatinal air service is preferred. GMIA seeks prfessinal airprt planning services t assist in the evaluatin and feasibility study f the internatinal cncurse facility, recmmendatin f a size, lcatin and capacity f new, r remdeled internatinal cncurse facility space, FIS facility and financial analysis f alternatives t achieve the stated bjective. Results f this study will be used t verify the purpse and need f the prpsed internatinal cncurse redevelpment prject. MCDOT s prject team will cnsist f GMIA staff (including the prject manager) as well as the Milwaukee Cunty Directr f Transprtatin and Airprt Directr. The prject team will help the selected cnsultant (Cnsultant) access GMIA staff, facilities, infrastructure, drawings, dcuments, data, etc. pertinent t this prject. III. SCOPE OF SERVICES The Cnsultant shall prvide the fllwing services as specified per the standard terms and cnditins f the Milwaukee Cunty Department f Administrative Services Cnsultant Agreement fr Prfessinal Services fr Studies & Reprts (Type D Lump Sum) (cpy will be ed upn request): Task #1: Stakehlders Engagement & Data Gathering With assistance frm MCDOT, the Cnsultant shall identify key stakehlders (Stakehlders) that will help guide the develpment f the feasibility study. Stakehlders culd include but are nt limited t: the MCDOT prject team, GMIA management, GMIA engineering, United States Custms & Brder Patrl (CBP), the Federal Aviatin Administratin (FAA), Transprtatin Security Administratin (TSA), Milwaukee Cunty Sheriff s Department, Wiscnsin Air Natinal Guard 128 th Air Refueling Wing, ther public agencies, selected fficials frm Milwaukee Cunty and surrunding municipalities, citizens, business grups, and cmmunity leaders with a stake in the future f the Airprt. The Cnsultant may define mre than ne Stakehlders grup if ding s facilitates cmpletin f the study. GMIA desires fr the Cnsultant t exhibit innvatin and creativity t maximize buy-in and input frm the Stakehlders thrughut this study and beynd. As part f Task #1, the Cnsultant shall cnvene meeting(s) with the Stakehlders grup(s) t intrduce the prject and planning prcess t them, and engage the grup(s) t define existing deficiencies in the internatinal terminal peratins and passenger prcessing. The Cnsultant shall als wrk with the Stakehlders t develp facility requirements and preferences, define regulatry prject limitatins and cnstraints and ffer ther input and insight fr the purpse f achieving the visin f enhanced internatinal service. As part f this task, evaluatin criteria shall be develped fr use in evaluating the internatinal cncurse alternatives. The criteria shall reflect the cllective pririties f the Stakehlders fr the internatinal cncurse. 2

3 With the assistance f GMIA staff, the cnsultant shall research and btain all existing pertinent data n internatinal activity at GMIA, bth histrical and frecasted. The cnsultant shall als btain infrmatin n internatinal air service trends and frecasts, particularly fr the recent increase in newer, lw-cst air carriers. Cnsultant shall cmpile and analyze the data t be utilized in the final reprt. The Cnsultant shall prepare a brief Prject Prgram Basis reprt which summarizes the discussin and utcmes frm the Stakehlders meeting(s), describes the purpse and need f the prject, and utlines next steps fr develping the feasibility study. Task #2: Alternatives and Financial Feasibility Analysis As part f this task, the Cnsultant shall develp alternatives fr the internatinal cncurse facility. Facility alternatives shall be schematic in nature fr the purpse f cmparisn nly. Variables within each alternative shall include facility size, capacity, lcatin, passenger thrughput and prject delivery methd. Each alternative r set f alternatives shall include a Rugh Order f Magnitude (ROM) prject cst estimate t be used in evaluatin and financial analysis. As part f the alternatives evaluatin, the Cnsultant shall prepare a financial feasibility assessment f each ptin. The purpse f such assessment wuld be t evaluate each alternative in terms f a Return n Investment (ROI). The financial feasibility shall include a check against the verall prject budget, established by Milwaukee Cunty and GMIA. Alternatives that are significantly higher in estimated cst than the budget cnstraint shall be eliminated frm further cnsideratin, and dcumented as such. Recmmendatin f a final preferred alternative shall be based n the ne that satisfies all identified cnstraints, maximizes desired criteria and has the best verall ROI. The cnsultant shall prvide data, analysis and recmmendatins as t a prject delivery methd that will achieve the greatest cst efficiency fr this prject. Delivery methds t be cnsidered shall include, but nt limited t Design-Bid-Build, Design-Build, Design-Build with Bridging, CM at Risk, Integrated Prject Delivery r a hybrid f tw r mre methds. The cnsultant shall include in the scpe f services cst-benefit analyses f each delivery methd being cnsidered, and shall present such analyses t the wner in a clear, cncise frmat frm which a decisin can be made. Scpe shall include time fr gathering a clear understanding f the current State and lcal laws and regulatins gverning prject delivery methd, and shall include in their recmmendatin any requirements fr apprval f the recmmended prject delivery methd. Task #3: Final Reprt Based n the analysis cmpeted fr Task #2, the Cnsultant shall prepare a detailed reprt that dcuments the entire prcess in a clear and cncise frmat. A draft reprt shall be distributed t the Stakehlders fr review and cmment prir t issuance f the final versin. The final reprt shall be delivered t the wner in bth bund hard cpy and pdf frmats. Thrughut this prject, the Cnsultant shall be accessible t MCDOT s prject team n a regular and as needed basis. The Cnsultant and prject team shall als establish a regular cmmunicatin frmat thrugh which the team and Stakehlders can be kept current as t the study s prgress. 3

QUALITY CONTROL Milwaukee Cunty reserves the right t request partial r full reimbursement frm cnsultants fr change rders resulting frm errrs and missins in the services they are cntracted t prvide. V. SUBMISSION REQUIREMENTS The prpsal shall cnfrm t Milwaukee Cunty's Prpsal Preparatin, Submissin and Evaluatin Guidelines (see Attachment 2). The prpsal shall include the Cnsultant Prpsal Frm (Attachment 3) and the fllwing infrmatin: 4

5 A. Cver Page: Include prject number and name, prject lcatin, cnsultant's name, address, telephne number, FAX number, address, prpsal date, etc. B. Table f Cntents: Include an identificatin f the material by sectin and page number. C. Letter f Transmittal: The name and descriptin f the rganizatin submitting the prpsal briefly stating the prpser s understanding f the service t be prvided. D. Descriptin f the Organizatin: A descriptin f the rganizatin submitting the prpsal. Include the name, size, legal status (crpratin, partnership, etc.), prfessinal registratin/certificatin, majr type f activity r areas f cnsulting. E. Descriptin f the Organizatin s Experience: Include a list f similar studies r prjects that the cnsultant has participated with during the past five years. Attach a separate sheet fr each prject, up t five maximum, giving a brief descriptin f each prject, the cnsultant s participatin, and a client cntact reference and phne number. Prvide a list f three (3) references that can be cntacted with questins regarding yur past wrk. Due t the unique regulatry cnstraints f the Airprt envirnment, experience with prviding prfessinal services t Medium Hub r Large Hub airprts is mandatry. Alng with this requirement, MCDOT desires cnsultants that have sme r all f the fllwing qualificatins: Experience cmpleting airprt terminal and FIS facilities feasibility r planning studies. Understanding f airprt planning, design, cnstructin, maintenance and peratins. Understanding f USCBP facility requirements and peratins. Experience with ecnmic and financial analysis fr gvernment agencies. Ability t cmplete feasibility studies n time and within budget. Innvatin and creativity in engaging stakehlders with strategic planning prjects. Understanding f internatinal air service business and trends in the glbal aviatin industry. F. Descriptin f Prject Team/Resumes: Prvide an rganizatinal structure f the cnsultant s prject team, including any subcnsultants t be used fr this prject. Include the name f the Principal in Charge f this prject alng with the name, ccupatin and title f the Prject Manager wh will be in charge f this prject. Prvide a ne-page resume fr each individual invlved in the prject, and include their name, title, address, telephne number, address, fax number, duties fr the prject, prfessinal registratin, a brief descriptin f related experience including time cntributin in this capacity t past prjects, and Prpsals. G. Sub-Cnsultants: Indicate the names and addresses f any sub-cnsultants and/r assciates prpsed t be used in this prject. State the capacity they wuld be used in and the apprximate percentage f the ttal services they wuld prvide. Als state their past experience in the field. 5

6 H. Prject Apprach: Prvide a descriptin f challenges yu anticipate in this prject and hw yu prpse t vercme them. Discuss hw yu plan t staff the prject t efficiently cmplete the wrk effrt. I. Prject Schedule t Cmpletin: Prvide a timetable and relatinship f tasks which are necessary t cmplete this prject as nted in the Prject Schedule" sectin f this RFP. The prpsed schedule must include a line item indicating the final reprt f the Internatinal cncurse Redevelpment Feasibility Study shall be submitted t the MCDOT prject team by December 31, J. Cnstant Effrt: Include a spreadsheet/matrix listing the names, classificatins, hurly rates and hurs t be spent by each required task t cmplete the prject as described in this RFP. K. DBE Gal: The Disadvantaged Business Enterprise (DBE) participatin gal has been waived fr this prpsal. Milwaukee Cunty hwever encurages participatin by DBE firms wherever pssible. Quality cntrl is t be perfrmed by individuals nt assigned t the prject n an nging basis. M. Fee Prpsal: The fee fr this prject shall be clearly stated as a lump sum nt-t-exceed fee fr these services. A dllar amunt fr reimbursable items as described in the prpsal shuld als be clearly stated. VIII. CONSULTANT SELECTION Prpsals will be evaluated and ranked n the fllwing criteria: Quality and respnsiveness t the RFP 20% Prject apprach and understanding 20% Qualificatins and experience f assigned staff 35% Ttal fee and hurly rates 25% Grand Ttal: 100% Prpsers must recgnize this is nt a bid prcedure, and a Prfessinal Services agreement will nt be awarded slely n the basis f the lw fee prpsal. Milwaukee Cunty reserves the right t accept r reject any and all prpsals, issue addenda, request clarificatin, waive technicalities, alter the nature and/r scpe f the prpsed prject, request additinal submittals, and/r discntinue this prcess. 6

7 The prpsal evaluatin team will be made up f three t five individuals with technical knwledge f the requirements and familiarity with the prject. Depending n the number and quality f the prpsals, MCDOT may decide t cnduct interviews f a shrt-list f cnsultants. The evaluatin team may select up t three cnsultants t attend an interview, which, if required, will be held during the week f September 12, The interview will be evaluated based n prject team, experience and qualificatins, prject understanding, and the verall presentatin. The prject manager will pst this RFP, as well as any pre prpsal meeting minutes, sign in sheets, addendums and ther infrmatin related t this prject t the Milwaukee Cunty Cnstructin RFP website: The cnsultant shuld cnsider infrmatin n this website t be part f the fficial RFP. The selected cnsultant and/r any cntractr affiliated with the prime cnsultant shall be prhibited frm submitting bids in the cnstructin bidding prcess fr this prject. 2. Cntract cnsideratin shall begin when a Cntract is submitted directly t a Cunty department r t an agency until the Cntract has reached final dispsitin, including adptin, Cunty Executive actin, prceeding n vet (if necessary) r departmental apprval. 3.
