Sectin 1 General 1.1 Backgrund Infrmatin In Nvember 2016, vters in the cmmunity f the Red Bluff Jint Unin High Schl District passed a lcal bnd measure t imprve schl facilities. The District is seeking the services f a qualified civil engineering firm r firms t cmmissin aerial tpgraphy and cnduct detailed field surveys as needed t cmplete tpgraphical and utility lcatin data t facilitate design f new and mdernized facilities. The wrk will include a Bundary Survey, Title Reprts and ther related services prvided upn request. Sectin 2 Qualificatin Criteria and Submissin Requirements 2.1 Firm Backgrund and Resurces Prvide general infrmatin abut yur firm including: a. Number f years in business b. Lcatin f ffice frm which wrk will be perfrmed/dispatched c. Team members d. Prfessinal credentials, licenses, etc. e. Necessary technical equipment f. Firm resurces g. Relevant experience including: 1. Prject name/lcatin 2. Year cmpleted/current status 3. Client name (District name) and cntact 4. Cntractr names and cntact infrmatin 5. Fees Reasnable and cmpetitive fee schedule Sectin 5 Anticipated Selectin Schedule Based upn the infrmatin presented in the Statements f Qualificatins ( SOQ ), the District s Selectin Cmmittee will chse the mst highly-qualified firms. The selected firm(s may then be requested t participate in an interview prcess, at which time they will discuss their Prpsal, including a detailed scpe f services, prpsed fee and schedule. After the interviews, the Selectin Cmmittee will identify the firm r firms that can prvide the greatest verall benefit t the District. May 2017 Page 2 f 6

3 Sectin 6 Scpe f Services Cnsultant shall prvide the fllwing Scpe f Services: I. PRELIMINARY Cnsultant shall: 1. Review scpe f services and timelines with Architect and District representatives t help determine fcused field survey areas. 2. Cllect data frm District t help identify existing surface and subsurface cnditins. 3. Facilitate prcurement f Title Reprts (as requested). 4. Facilitate Aerial Survey 5. Facilitate Utility Survey and Undergrund Lcatin Services t prvide lcatin and help determine cnditin f existing utilities. 6. Deliverables may include: Aerial Survey and Clr Pht Undergrund Utility/Mechanical Detectin Survey Supplemental Field Survey Bundary Survey measurement f metes and bunds and elevatins f the Site, preparatin f legal descriptin and/r drawings shwing metes and bunds and/r elevatins, as required fr the Prject Title Reprts, as requested II. SURVEYS Cnsultant shall cnduct and prvide the fllwing Surveys 1. Tpgraphic Survey, based n Aerial and Field Surveys: Aerial Survey Cnsultant shall prvide Aerial Surveys as requested by District accrding t the terms and cnditins f this Agreement. An Aerial Survey will cnsist f a Tpgraphic Survey drafted at a scale f 1 = 20 and will be based n aerial phtgrammetry. This survey will shw the lcatin f aerially visible tree canpies, structures, walkways, fences, play fields, adjacent radways and surface utility infrmatin within the prject areas. The lcatin f visible surface utility vaults, manhles and catch basins will als be shwn. The lcatin f undergrund utility lines will nt be shwn. Cnturs will be shwn at ne (1) ft intervals r as apprpriate t clearly define the slpes. Spt elevatins will be shwn t an accuracy f 0.1 (ne tenth) f a ft. This dcument will serve as the base fr all future survey data 2. Clr Aerial Phts fr District studies and presentatin use: Clr Aerial Pht Included in the aerial survey wrk is a clr pht f the schl campus. The pht will be prvided in digital frmat and pltted n high glss pht paper. The pht limits will extend apprximately 500 beynd the limits f each campus. 3. Grund Tpgraphic Survey: Cnsultant will prepare a survey with detailed grund tpgraphic infrmatin fr the area shwn n attached Exhibit A t include the fllwing: May 2017 Page 3 f 6

4 a.) Spt elevatins acrss the site at an apprximate 50 ft grid and at all grade breaks b.) Surface visible utilities c.) Invert and flw line data fr existing strm and sanitary sewers including directin f lines. If cnfirmable frm field bservatin, strm and sanitary lines will be shwn cnnected t their respective utility structure. d.) Cnturs prvided at 1 ft intervals e.) Existing structures f.) Existing fences, walls and light standards g.) Trees ver 6 in diameter. 4. Cmprehensive Tree Survey (Optinal Service): Cnsultant shall field lcate all trees 12 in diameter and larger within the bundaries f the schl prperty identified by District and add this infrmatin t the base aerial CADD drawing listed abve. Any infrmatin prvided by the districts arbrist can als be included. (Species, tree number) 5. Cmprehensive Undergrund Utility Surveys: Cnsultant shall cntract with an undergrund utility lcatr t mark utilities within the bundaries f each schl site. Cnsultant will prepare an "As Built" undergrund survey f the site. The Utility Survey is t include all undergrund utilities and visible references t undergrund features as marked by undergrund lcating firm that can reasnably be fund. At a minimum, the fllwing data will then be added t the base aerial CADD drawing: a.) Rim and invert lcatins and elevatins, b.) Lcatins f n-site Sanitary Sewer lines. c.) Lcatins and sizes f n-site Strm Drainage lines. d.) Lcatins f n-site Gas Piping. e.) Lcatins f n-site Water Lines. f. ) Lcatins f site electrical cnduits. g.) Valves, verhead utility lines, pumps, manhles, transfrmers, etc. 6. Cmprehensive Bundary Surveys: Cnsultant shall perfrm a bundary survey f the subject prperty t establish the calculated lcatin f the existing prperty lines. Upn cmpletin f analysis f the field data, Cnsultant will prepare a drawing shwing the bundaries and knwn, plttable easements. 7. Supplemental Surveys t accmplish the abve survey tasks: Cnsultant shall cllect supplemental survey data n each campus as needed t cmpliment the aerial and utility data. This data will then be added t the base CADD drawing. 8. Title Reprts (Optinal Service): Cnsultant shall cntract with a lcal title cmpany t acquire current title reprts fr each schl campus, if requested. The title reprts will cntain the May 2017 Page 4 f 6

5 legal descriptins fr the subject prperty and all knwn easements affecting said prperty. III. OTHER SUPPLEMENTAL SERVICES Cnsultant shall prvide supplemental services requested by District n a Time and Expense basis pursuant t the hurly rate schedules submitted in the RFQ/RFP. IV. LOCATION(S) Red Bluff High Schl 1260 Unin Street Red Bluff, CA and ther prjects as may be determined by the District. V. CHECKLIST OF SERVICES Aerial Survey Supplemental Field Survey Undergrund Utility/Mechanical Detectin Survey Bundary Survey Title Reprts (price as ptin) Sectin 7 District Standard Agreement Frms and Insurance Requirements Prpsers shall review the District s standard frm agreements fr cnsultant services (Appendix A) which includes the District s standard insurance and indemnificatin requirements. The standard frm agreements and requirements are generally nnnegtiable. Prpsers shall certify the review and acceptance f the use f the frm agreements and all prvisins cntained therein, including insurance requirements, r shall clearly utline any cncerns r bjectins the Prpser wuld like the District t cnsider. Sectin 8 DVBE Guidelines DVBE guidelines, as established by the Office f Public Schl Cnstructin, and/r infrmatin describing yur prcedures in seeking DVBE participatin if/as relevant t the services prvided under this RFQ, shall be part f this Statement f Qualificatins. Sectin 9 Limitatins The District reserves the right t redefine r adjust its pririties, mdify the prcess as it deems necessary, and t select ne r mre firms t perfrm services. At its discretin, the District may eliminate any firm r waive any infrmality in the selectin prcess. This Request fr Prpsal des nt cmmit the District t award a cntract r t reimburse the Prpser fr csts incurred in submitting this prpsal. The District reserves the right t reject any r all prpsals received as a result f this request, t negtiate with any Prpser, t extend the submissin deadline, r t amend r cancel in part r in its entirely, this Request fr Prpsal, pursuant t the best interest f the District.
