1 Intrductin Nrth Cuntry Cmmunity Cllege, a public cllege in the State f New Yrk, with its main campus lcated in Saranac Lake, NY, seeks prpsals frm qualified firms and individuals t cnduct a viability study regarding the prpsed schl f applied technlgy in Ticnderga, NY. Nrth Cuntry Cmmunity Cllege seeks applicatins frm eligible cnsulting firms and ther entities t cmplete the viability study. The cnsulting firm/entity selected will review the current data cllected in the NCCC feasibility study and the wrk cmpleted by the Ticnderga Revitalizatin Alliance. In additin t this clse review, the selected firm/entity will need t be able t extend this current wrk by studying ther essential factrs that have nt been included in the wrk cllected t date. As the nly public cllege lcated in the Adirndack Park, Nrth Cuntry Cmmunity Cllege prvides educatinal, cultural and recreatinal prgramming t a 3,500 square mile service area with 90,000 inhabitants. The Cllege maintains three campuses in Saranac Lake, Malne and Ticnderga, New Yrk; an extensive high schl-based academic partnership; and nline curse fferings. Its three campuses prgrams and services has an annual reginal ecnmic impact f $50,863,603 ( ). Nrth Cuntry Cmmunity Cllege is part f the SUNY (State University f New Yrk) system. Backgrund The Cllege began cnversatins with interested parties frm the Ticnderga cmmunity in regarding the pssible need fr vcatinal educatin pprtunities in the Nrth Cuntry Regin. The Cllege submitted a cnslidated funding applicatin (CFA) t the Nrth Cuntry Reginal Ecnmic Develpment Cuncil in summer f The Cllege was awarded a CFA grant t cmplete a feasibility study in December Resurced by Empire State Develpment (ESD) in late spring 2014 (with ESD prviding 20-25% f csts), the Cllege then publicly distributed a request fr prpsal fr cnsulting firms t submit prpsals t cmplete a feasibility study in summer When n prpsals were received, the Cllege administratin pted t cmplete a feasibility study withut the supprt f Empire State Develpment. The Cllege staff wrked with area BOCES staff t prepare estimates fr startup and perating csts. When the feasibility study was cmpleted in Octber 2016, it was internally shared with the Cllege cmmunity fr their cmments and feedback. In December 2016, the Cllege faculty deferred with mving frward with the prpsal. The Cllege s 2016 feasibility study is prvided as a link n the NCCC Prcurement web site at During this perid, the Cllege administratin had been apprached by the Ticnderga Revitalizatin Alliance and specifically in regard t a private individual interested in supprting a prtin f the startup csts fr a prpsed schl f applied technlgy in Ticnderga, NY. In Octber 2017, the Ticnderga Revitalizatin Alliance requested t meet with the Cllege t review the status f their prpsal frm Over the curse f the next five mnths, the Ticnderga Revitalizatin Alliance reviewed the data in 2016 feasibility study and updated sme f the data sets and augmented it with additinal infrmatin. A presentatin was develped that lks at the merits f a prpsed schl f 1

2 applied technlgy in Ticnderga, NY. In April and May, 2018, the Ticnderga Revitalizatin Alliance and the Cllege have presented t the Cllege cmmunity and t the larger cmmunity frm the Nrth Cuntry regin. The majr elements f the viability study are fr an external entity t (a) review and update the data sets as required that are cntained in the 2016 feasibility study and the 2018 Ticnderga Revitalizatin Alliance-NCCC presentatin materials; (b) using ther data surces as required, identify ptential risks and pprtunities with data acquired assciated with the each f the categries utlined in the viability study; (c) analyze and recalculate (as needed) initial start-up csts and peratinal csts fr this prpsed schl; (d) based upn the verall analysis cmpleted by the cnsultant firm/entity; the firm will als justify with data hw best the Cllege shuld prceed with a schl f applied technlgy; and if they recmmend nt t prceed, similarly, what data can be prvided, t supprt said psitin. The successful awardee will address in its prpsal hw it plans t cmplete the analysis in each categry nted belw in the viability study. Pints will be awarded based upn applicants respnses t hw they wuld cmplete their wrk and what prir expertise they have r will be able t bring t the table in cmpleting each categry in the study. Key Elements f Viability Study fr a Prpsed Schl f Applied Technlgy in Ticnderga, NY The viability study will assess bth current data prvided in the tw dcuments attached t this RFP and ther data surces that will strengthen the analysis f the 2016 feasibility study. There are specific elements requisite f any cmprehensive analysis regarding prgram develpment; and sme f thse elements are linked t the larger questin n whether a prgram r a cllectin f academic prgrams are feasible t recruit fr and perate at a pst-secndary institutin. By advancing the wrk dne t date, the Cllege will receive a recmmendatin n hw t prceed with the schl f applied technlgy, r an alternative prpsal based upn the analysis cmpleted by the cnsultant firm (r ther entity) r a recmmendatin t prceed withut a vcatinal-technical educatin prgram. The key elements requiring further analysis are described in the categries belw: 1) Review f curriculums fr the prpsed schl f applied technlgy: review f the current set f prpsed middle skills, credit based assciate degree prgrams (currently situated in building trades, autmtive trades and facilities management), as well as the ptential fr related middle skills certificate and ther assciate degree level prgrams that will serve nrtheastern New Yrk residents and Vermnt residents (e.g., marine repair technlgy). In particular, the Cllege is explring with this prpsed schl f technlgy thse certificate and degrees that lead t the cmpletin f assciate degrees in an assciate degree in applied science (AAS) r where pssibly apprpriate in the future, assciate degrees in ccupatinal studies (AOS). Many f these academic 2

3 prgrams and related nn-credit based fferings are ccasinally identified in the area f vcatinal educatin and/r technical educatin. The analysis f middle skills pprtunities in nrtheastern NY and Vermnt is nt limited t the cnstructs f vcatinal and/r technical educatin. 2) Analysis f Gainful Emplyment Ptential: An analysis f current data frm the NYS labr department as well as ther similar public and private labr- fcused data surces that addresses the degree f viability fr gainful emplyment in the academic prgrams prpsed in the 2016 feasibility study. The data analysis shuld separate the viability f gainful emplyment in (a) nrtheastern NY and Vermnt, (b) all f New Yrk State, and (c) the nrtheast regin f the USA. Data presented shuld include the ptential earnings f graduates in these regins by the NYS Labr reprt categries f entry level, average (5 years in), and experienced emplyee (10 years in). Gainful emplyment data als includes the ptential fr emplyment fr multiple years as this infrmatin is critical t determining if a cllege can effectively sustain a new academic prgram fr mre than a year r tw. 3) Analysis f Recruitment f Students Ptential: The viability analysis shuld als prvide data that can determine the degree in which the Cllege can draw students t ppulate the prgrams at a prpsed schl f applied technlgy. Tw pls f students initially identified in previus dcuments are: a) Recent BOCES students in identified prgrams: The NCCC feasibility study cllected infrmatin frm BOCES districts regarding senirs enrlled in building trades, autmtive and related prgrams frm nrtheastern NY and frm Vermnt. It is believed that high schl graduates in these prgrams culd generate a primary surce f students t recruit int a prpsed schl f applied technlgy. The Cllege wuld like t btain additinal infrmatin regarding BOCES reprted interest in these academic prgrams frm this high schl ppulatin. b) Nn-Traditinal Student Recruitment: The Ticnderga Revitalizatin Alliance als references a secnd ppulatin f nn-traditinal age students (generally 25 years f age r lder, althugh there are many reasns t lk at anyne nt cllege bund after 18 as a nn-traditinal tday). c) Ptential/Strategies t Effectively Marketing Prgrams t Recruitment Ppulatins: Given the pssible pls f ptential students t recruit; what apprach wuld the selected firm/entity take t determine what are the best marketing strategies the Cllege shuld implement that are custmized t thse recruitment ppulatins nted in 3(a) and 3(b)? Eventually, the Cllege wuld need t knw as a part f the viability study the csts f these additinal marketing strategies and hw much mre these csts wuld ptentially add t the peratinal csts f the Cllege s marketing budget. 4) Update Ecnmic Impact Statement: The viability study will als include an updated ecnmic impact f the prpsed schl f applied technlgy n the regin. The 2016 feasibility study limited ecnmic impact n variables such as salary f graduates and new staff hired, and annual expenditures t perate prpsed academic prgrams. Fr example, the current ecnmic impact 3

4 statement des nt include the impact f increased expenditures n lcal student husing needs and living expenses beynd tuitin and Cllege fees. The awardee will need t demnstrate hw it wuld cmplete an ecnmic impact analysis if a prpsed schl is put in place. 5) Assessing Prjected Start Up Csts: The selected firm/entity needs t review and update the estimates fr start-up csts described in the 2016 feasibility study. The firm/entity shuld be able t demnstrate prir experience in estimating start-up csts fr academic prgrams and thse facilities where they reside. It is the intentin f the Cllege and TRA t fundraise start-up csts and t match mnies raised with State capital dllars. Current prjectin fr start-up csts is just belw $5,000,000. The vacant Lwe s facility in Ticnderga, NY has been a site discussed as hsting this prject. There are ther prperties identified in Ticnderga that might als serve as a suitable space fr a prpsed schl f applied technlgy. Each prperty cmes with its wn strengths and challenges. The current prpsal calls fr just ver 35,000 sq.ft. in space required t perate the prpsed schl. The Lwe s facility is a 100,000 sq. ft. facility. If the prjected revenues in future years included increased enrllment; the questin t be answered is what facility in Ticnderga is best suited t supprt a prpsed schl f applied technlgy that culd als have expansin ptential in the future. 6) Assessing Prjected Annual Operatinal Revenues & Expenditures & Then Estimating Multiple Year Budgets: The 2016 feasibility study utlines perating revenues and expenditures at 78% enrllment in the 2 nd year f peratin f the prpsed schl f applied technlgy. The firm/entity wuld review all current prjectins and assess all peratinal csts t ascertain if the prgram can fund itself. If there is a clear ptential fr expanding enrllment in a relatively shrt perid f time and what margin f prfit wuld be achieved each year ver a three year perid s that the prgram was perating abve self-sustainable levels. The awardee shuld be able t demnstrate its apprach t csting annual budgets fr academic prgrams, ideally thse similar in design t what is being prpsed in the schl f applied technlgy. 4

5 Deliverables: The prject requires the fllwing deliverables: 1. A facility use and business plan fr the prpsed Lwe s facility that encmpasses the items described in the Intrductin (items a., b., and c.). The management structure between a private enterprise managing a prperty and NCCC will be included in the facilities plan. In additin, a management business plan including a financial pr frma will be develped. Prpsal Instructins: 1. Title Page The title page shuld include the name f the prject NCCC Schl f Applied Technlgy Viability Study; and the name f the cnsultant firm r ther entity; the rganizatin s principals assigned t the viability study and their areas f expertise as related t the categries described earlier; and any sub-cntractrs the firm will utilize as part f their prpsal t cmplete this viability study. 2. Cver Letter A cver letter signed by the fficer f the firm submitting the prpsal wh is authrized t cmmit the firm t the bligatins included therein. 3. Prject Methdlgy A narrative descriptin f hw the rganizatin plans t apprach the analysis in each element/categry nted in the sectin titled Key Elements f the Viability Study The narrative will include ptential pprtunities and risks and hw the firm wuld apprach its wrk tward arriving at a final recmmendatin n viability f this prpsed schl f applied technlgy. The firm will als identify a ptential list f resurces t utilize and stakehlders it may wish t meet with in rder t cmplete its wrk. 4. Experience and Technical Capability Prvide the fllwing: a. Cnsultant prfile describing its experience wrking n similar prjects including academic facilities (classrms, labratries) in higher educatin and business peratins; b. Resumes f individuals wrking n the prject; c. A minimum f three (3) references will full cntact infrmatin. 5

6 5. Prject Schedule Prvide a schedule f wrk that includes the fllwing: a. Start and end date fr each task in the prject schedule b. The receipt f deliverables c. Other relevant milestnes. 6. Cst Prpsal Prvide a cst prpsal that includes the ttal cst fr the prject, details n csts that led t the ttal cst submitted and any ther csts that are anticipated but n included. 7. 8 9. Cnditins Gverning Prpsals Request fr Prpsals (RFP) Only thse prpsals which cntain cmplete infrmatin and are respnsive t the RFP will be cnsidered. NCCC reserve the right t: Accept r reject any and all submissins assciated with this wrk; Require cnsultants t clarify aspects f their understanding f and the apprach t the prject in persn r by telephne r videcnference; Waive r mdify minr irregularities in prpsals received; Negtiate with applicants, within the prpsal requirements, t best serve the interests f NCCC; Amend specificatins after their release, with due ntice given t all cnsultants t mdify their prpsals t reflect change specificatins. 10. Other Cnsideratins By submitting a prpsal, the applicant agrees that it will nt make any claim fr r have any right t damages because f any lack f infrmatin r misrepresentatin f the infrmatin prvided in the respnse. The Cllege and Ticnderga Revitalizatin Alliance will cntinue t schedule public presentatins n the prject. Ntificatin f the Award The successful cnsultant firm/entity awarded this cntract will be ntified by phne, fllwed by written ntificatin. Each applicant whse prpsal is nt accepted will be ntified by mail. NCCC will authrize the award f the cntract t the successful cnsultant firm/entity. In event that a cntract cannt be finalized within thirty (30) calendar days f an award, NCCC reserves the right t enter int negtiatins with anther respndent. 12. Cmpensatin The firm/entity will cntract with NCCC. The cntract amunt will be a nt exceed maximum fr prject cmpletin, including all expenses. 13.
