The city has a ppulatin f abut 2 lakh and has many turist attractins arund the city. The temple f Gddess Samaleswari is lcated at the heart f the city which attracts hard f turists and pilgrims rund the year. Department f Turism, Gvt.f Odisha has decided t implement Light & Sund Shw prject in the temple premises shwcasing the Art & Culture f Western Odisha. OTDC has been identified as the executing agency fr the prject, nw inviting prpsals frm individual cnsultant / cnsultancy firm having prir experience in prviding cnsultancy service fr similar nature f wrk.

3 4. SCOPE OF WORK The scpe f wrk fr cnsultant is mentined belw: A. Cnducting site visits The cnsultant is expected t visit the site & cnduct the site surveys. The site survey shuld essentially include Cllectin f details f availability f the land: The cnsultant is expected t cllect the infrmatin f available lands at the prpsed prject site Lcatin f prject alignment frm the prpsed prject site Ggle crdinates f the prpsed land area The cnsultant shall prduce the details f survey cnducted t OTDC. Prminence f the place (brief histry f the place) alng with imprtant events B. Feasibility studies The cnsultant is expected t cnduct a technical feasibility study. Light & Sund alignment : The cnsultant after studying the availability f the land shall prpse best suitable alignment. Review and recmmend the adequacy f tpgraphical survey and ther grund measurements fr executin f the prject Technical feasibility: The cnsultant shall identify study varius technlgies available natinally and internatinally and cnduct SWOT analysis t identify best suitable technlgy as per site requirements. The cnsultant shall prvide the technical infrmatin related t suggested technlgy, the area requirement, specificatin and guidelines t be fllwed, estimated cst f the prject, available vendrs etc. having establishments if any in India. Mnitring the prgress & quality f wrk Pst implementatin & management plan T assist OTDC fr designing pst implementatin & management plan which include warranty perid & pst warranty maintenance and rutine peratin. C. Other scpe f services f the Cnsultant : Review and recmmend the prpsed quality assurance and quality cntrl prcedures during the implementatin perid. Review and recmmend the safety measures prpsed during implementatin perid and peratin perid. Review and recmmend the material testing results, wrkability f the prject and ther special tests f materials and/r cmpleted wrks, and/r rder remval and substitutin f sub-standard materials and/r wrks as required. Ensure and recmmend that the cnstructin wrk is carried ut in accrdance with the cncerned cdes and gd industry practice. Maintain and recmmend the phtgraphic recrd f the hidden measurements, installatins etc in the frm f cmpact disc and hard cpies in duplicate. Identify delays in cmpletin and recmmendatin t the client and executants the remedial measures t expedite the prgress. Review and recmmend "As Built" drawings fr each cmpnent f the wrks prepared by the executants. Supervise & mnitr and recmmend varius cmpletin tests as prvided in the cncerned agreement. Recmmend the prvisinal cmpletin certificate r cmpletin certificate, as the case may be. Review and recmmend the maintenance manual prepared by the executants Review / inspect the men, machinery & materials engaged by the executants and

5 suggest remedial measures if required. Check the bills submitted by the executants & recmmend fr release f payment. Review, physical and chemical verificatin/testing required if any f all structural. Review and recmmend electrical/mechanical cnfiguratins as prpsed by the executants and client. Review and cnfirm adequacy f peratinal manpwer being prvided by the executants. Any ther wrk if any required fr successful executin f this prject. 5. Bid Security (EMD): The RFP shall accmpany a Bid security f Rs.20,000/- in the frm a DD drawn in favur f OTDC n any Natinalised bank and payable at Bhubaneswar. The Bid Security is free f interest. The Bid Security f successful Bidder will be adjusted twards the Perfrmance Security after the agreement is signed. The Bid Security will be frfeited in case f failure t discharge the assignment as per the terms f the RFP. The Bid Security f unsuccessful Bidders will be returned within 15 days frm the date f pening f Financial prpsals.. 6. Eligibility t participate in the tender Sl. N i ii iii Eligibility criteria The cnsultant / cnsultancy firm shall have experience f prviding cmplete cnsultancy supprt fr installatin, peratin and maintenance f at least 1 light & sund prjects in India r abrad during last 5 years. (Prject cst nt belw Rs.3.00 Cr.) The cnsultant must be a Degree Engineer having experience in cnceptualizatin and prviding cnsulting supprt / active rle in turnkey executin f at least 1 light & sund prjects. OR The cnsultancy firm must have in their pay rll at least ne Degree Engineer having experience in cnceptualizatin and prviding cnsulting supprt / active rle in turnkey executin f at least 1 light & sund prjects The cnsultant / cnsulting firm must have required GST registratin, PAN

6 Iv card. The minimum average annual turnver f the cnsultant / cnsulting firm fr the last three years must be Rs.0.50 Cr.

EVALUATION METHODOLOGY The applicant selected t perfrm the abve mentined scpe needs technical expertise and experience in similar assignment shall be in cmpliance with the minimum requirements as mentined in sectin 6. The technical capability and experience f the applicant is imprtant fr a prject f this nature, the applicant will be selected based n cmbined Techn- Cmmercial evaluatin f the prpsal in the rati f 60% (Technical) and 40% (Cmmercial). The applicant wuld be evaluated n the basis f Sectin 7.1 and nly thse bidders wh scre mre than 60% marks in the technical evaluatin will be cnsidered fr pening f cmmercial bid. The cmmercial bids will be evaluated n a scre 0 t 40. L1 will get 40 marks and the thers will get marks in prprtin t the Bid. Thus, if the qute f L1 is Rs.X and L2 is Rs.2X, then L2 will get 20 marks. The applicant btaining the highest cmbined Techn-cmmercial scre will be the selected. 7.1 TECHNICAL BID EVALUATION The technical Bid will be evaluated n a scale f 60, and the break up fr each criterin wuld be as fllws: Evaluatin Criteria a) Minimum Annual Turnver frm cnsulting/advisry ver the last three years. 10 marks fr Rs crre turnver, 2 mark fr each additinal Rs.0.50 crre, maximum f 20 marks b) 10 marks fr ne similar Light & Sund Cnsultancy assignment, prject cst f at least Rs.3.00 cr. and fr each additinal similar assignment 2 marks maximum 20 marks. c) Presentatin n the prpsed Light & Sund shw befre the technical cmmittee. Max. SUBMISSIONS IN ENVELOPE II (FINANCIAL PROPOSAL) The financial prpsal shall cntain the prfessinal fee (price qute) f the firm in Indian Rupees that is inclusive f all ther expenses including travelling, testing etc. except GST.
