Replacement f key persnnel shall be cnsidered nly in unavidable circumstances. In n case mre than tw replacements f key persnnel shall be permitted prir t the issue f letter f award. 10% reductin in remuneratin shall be cnsidered fr each such substitutin upt 2 replacements. In case during interactins, mre than ne replacements are sught by the selected cnsultant, his prpsal shall be cnsidered as Nn-Respnsive. In such case the next highest scring firm shall be cnsidered as L1. Please mdify the clause allwing the DPR cnsultant t take part in the bidding prcess in the rle f a Jint Venture partner r an assciate. We understand that there shall be nt replacement penalty fr key persnnel after the award and during the executin f prject. In any case, the replacement shall be dne with persnnel f equal r better qualificatin N change. In unavidable situatins replacement f key persnnel after award f wrk and during the executin f the prject shall be exercised nly after a cling perid f 12 mnths. Minimum experience and perfrmance (Technical Capacity) in last 5 years We understand that Bank Guarantee frm a scheduled/ cmmercial bank is acceptable t the client. The frmat fr Bank Guarantee fr Bid Security is nt available in RFP. Please cnfirm whether bidder can use the standard frmat which is used in MORTH/NHAI bids. With reference t the abve clause we understand that the minimum experience and the perfrmance (Technical Capacity) in last 5 years shall be cnsidered twards the minimum eligibility criteria. Hwever with reference t the latest NHAI standards, usually minimum experience and perfrmance f the bidder in last 7 years will be cnsidered twards the minimum eligibility criteria. Hwever with reference t the latest NHAI standards, usually the multiplicatin factr shall be applicable fr 2/4/6 lane prjects twards the experience f the firm is as fllws, fr 2 lane prjects, experience f 4/6 lane als t be cnsidered with a multiplicatin factr f 1.5. We d welcme healthy cmpetitin with ur cmpetitrs but at the same time, financial qutes which are impractically t lw will frce the serius players in abstaining frm the bidding prcess. We wuld like t knw whether KRFB has adpted any mechanisms fr screening ut extremely placed financial qutes fr the prject. We request the client t cnsider issuing 10% f the cntract value as Mbilisatin advance t the cnsultant. The same can be cnsidered n submissin f Advance Bank Guarantee frm a Scheduled Cmmercial Bank. The Mde f billing and payment is missing. We request the client t clarify the mde f billing and payment. Fr the prpsed wrk fr which 3 r mre financial prpsals are pened, average f all the financial prpsal shall be determined. A financial prpsal fr the prpsed wrk shall be cnsidered reasnable if its variatin frm the average is within (+)/(-) 20% f the average. Only bidders with a reasnable financial prpsal shall be cnsidered fr determining the mst preferred bidder based n QCBS (80% weightage n Technical Prpsal and 20% weightage n Financial Prpsal).
