2 1. Prcedure Applicatin Petitins fr rezning may be btained at the Planning Department r nline under the Planning Department tab (Petitins / Frms) at. A petitin must be cmpleted and submitted t the Planning Department, tgether with the required fee and supprtive materials. 2. Pre-Applicatin Cnference Petitiners are required t arrange a preapplicatin cnference with a member f the Planning Department staff prir t the submittal deadline t discuss their requests. Yu may arrange an appintment by calling. 3. Site Plan Review Cmmittee Petitins will be scheduled t be reviewed by the Site Plan Review Cmmittee (SPRC) that meets nce a mnth. The deadline fr petitins t be reviewed by SPRC is the last business day f the preceding mnth. Petitins received later than the last business day r petitins which are determined t be incmplete will be placed n the agenda f the next SPRC meeting. The SPRC (staff) will recmmend r deny apprval f the petitin. After apprval, the petitin will be frwarded t the Planning Cmmissin. 4. Planning Cmmissin Planning Cmmissin Meetings are held nce a mnth. The Planning Department will give due public ntice that a public hearing will be held by the Planning Cmmissin t cnsider the request. Owners f a prperty within 150 feet f the site will be ntified f the request and invited t cmment. Apprximately ne week befre the public hearing, a sign will be placed n the subject prperty ntifying the general public f the hearing. The petitiner r his/her authrized representative shall appear at the Planning Cmmissin hearing. After cnsidering the recmmendatin f staff and cmments by the petitiner and the public, the Planning Cmmissin will make a recmmendatin t City Cuncil t apprve, deny, r apprve the request with cnditins. 5. City Cuncil The recmmendatin f the Planning Cmmissin will be frwarded t the City Cuncil. After cnsidering the recmmendatin f staff and the Planning Cmmissin Reprt, City Cuncil may recmmend that the City Attrney prepare an Ordinance fr the First Reading and a Public Hearing, and if it is a large-scale amendment, a Secnd Public Hearing. The City Cuncil will vte t apprve, deny, r apprve the request with cnditins. City Cuncil may impse cnditins in additin t thse f the Planning Cmmissin. Required Materials A check made payable t the fr the apprpriate amunt (please see fee schedule n the city s website). Cmpleted petitin frm (1 riginal paper cpy and 1 electrnic cpy) Prf f Ownership (1 cpy f deed, prperty tax receipt, etc.) Bundary Survey and Legal Descriptin. 1 full size survey, 6 legible reduced cpies (either 8 ½ x 11 r 11 x 17 ), and 1 electrnic cpy f the survey. Justificatin Reprt: 7 paper SETS* and ne electrnic cpy f the set t cntain the fllwing: Stamped envelpes addressed t the prperty wners within 150 feet f the bundaries f the subject prperty. NOTE: Streets / ROW s are nt included as part f the 150 feet; Traffic Study (see sectin f the City s Land Develpment Cde); Envirnmental Reprt t include an inventry f federal and state listed plant and animal species, as well as wetlands; Utilities Analysis; Analysis fr Cmpliance: Cnsistency with the Cmprehensive Plan; Cnsistency with Ordinances and the Land Develpment Cde; Surrunding zning analysis; Lcal Develpment Pattern: must shw that a zning change will allw fr lgical and rderly develpment; and Premature Develpment: must shw that a zning change will nt create premature develpment.
