This cversheet describes the prcess and applicatin requirements. The frm shall be cmpleted and returned with the required sets f plans and the apprpriate applicatin fee t the Cmmunity Develpment Department, City f Stevens Pint, 1515 Strngs Avenue, Stevens Pint, WI If yu have any questins abut the applicatin r submittal requirements, please d nt hesitate t cntact the Cmmunity Develpment Department at (715) during nrmal business hurs, Mnday-Friday, 7:30 a.m. t 4:00 p.m., except City hlidays. Prir t Submittal: 1. Prir t the submittal f the applicatin, the applicant must have a pre-applicatin cnference with City staff t discuss the prpsal, review plans in detail, and discuss the apprval prcess. This cnference is MANDATORY. 2. Prir t the submittal f the applicatin, a letter must be sent t the Alderpersn f the district f where the request is taking place, explaining the request. Please attach the ntificatin letter with yur applicatin materials. Infrmatin abut aldermanic districts can be fund at the fllwing link: Filing f Planning Cmmissin Applicatins: 1. The filing deadline fr all applicatins is 4:00 p.m. n the filing day. The filing day is fur weeks prir t the meeting in which yu wish t appear. Please cnsult the annual Plan Cmmissin schedule belw fr specific dates. Applicatins received after 4:00 p.m. n the filing day will nt be scheduled until the next applicatin cycle. 2 2. The applicatin must be filled ut cmpletely and accurately, including cntact infrmatin fr the applicant and wner. The required materials identified n the applicatin shall be submitted in their entirety as they pertain t yur request and include all f the necessary infrmatin. Failure t submit a cmplete applicatin with all f the required dcuments will result in placing yur item being placed n the next applicatin cycle. Filing f Planning Cmmissin Applicatins: Requirements fr All Plans: The name f the prject, firm, and individuals assciated with the plan, and all relevant cntact infrmatin must be included in each plan submitted. Each plan submitted must include a nrth pint (cmpass), scale, and date drawn. All applicants are required t submit the fllwing number f plan sets: Three (3) clred cpies f a full-sized plan set drawn t a minimum scale f ne inch equals 20 feet (cllated and flded), and Ten (10) clred cpies f the plan set reduced t fit nt 11 inch by 17 inch paper, drawn t a minimum scale f ne inch equals 50 feet (cllated, stapled, and flded), and An individual Adbe Acrbat PDF files cmpiled either n a nn-returnable CD r USB flash drive shall als be submitted. Applicants wh are unable t prvide the materials electrnically shuld cntact the Cmmunity Develpment Department at (715) fr assistance. Requirements fr Specific Types f Plans: The plans required t be submitted with yur applicatin will be determined during the pre-applicatin cnference. New Cnstructin r Additin: When required, site plans fr new cnstructins must include building elevatins, building cverage as a percent f the lt, setbacks frm prperty line (include phts f the prpsed site), height and number f stries f all prpsed buildings and structures, and building dimensins. Street Plans: Street plans must include the layut and designatin f all newly cnstructed street netwrks with blck perimeter distances designated. Each street type and design crss-sectins must be included. Utility Plans: Utility plans must include the lcatin and size f wastewater, water mains, and culverts. Additinally, all ther undergrund utilities, structures, and appurtenances must be included n the plan. Strmwater Plans: Strmwater plans must include a descriptin fr hw the prpsed develpment will address strmwater run-ff frm the site using either a cmbinatin f strmwater basins, swales, green rfs, pervius pavement, r ther measures. Plans Shwing Off-street Parking: Parking area plans must include parking area lcatin, parking area design, number and size f spaces, aisle dimensins, paving material, and size and type f landscape areas. Include any designated ff-street lading areas. Outdr Lighting: Lighting plan must include the lcatin, fixture and luminaire type, design, height, illuminatin intensity (ftcandles), and number f lights. Plan Cmmissin Applicatin Packet Page 2 f 4

3 Landscaping: Landscaping plans fr required landscaping areas must include lcatin f landscaping areas, dimensins f areas, scientific and cmmn name f all plants and number and lcatin f each, and lcatin, height (bth at the time f planting and at maturity), and material f fencing r walls. Signage: General lcatin, dimensin, sign area, height, and rientatin f prpsed building signs. Upn Filing Yur Applicatin: 1. A public hearing will be scheduled, if applicable, fr the Plan Cmmissin meeting in which yur item is presented r if therwise required at Cmmn Cuncil. Prperty wners within 200 feet f the bundaries f the prperty will be ntified f yur request. Infrmatin abut surrunding prperties can be fund at the fllwing: 2. Staff will meet tw weeks prir t the Plan Cmmissin meeting t review yur request. Yu will be ntified as sn as pssible if any revisins are needed. The Plan Cmmissin will nt review any plan revisins that have nt been first reviewed by staff. A cpy f the agenda and staff reprt fr yur item will be sent t yu prir t the meeting. 3. The applicant r agent is required t attend the Plan Cmmissin meeting t explain yur request and answer questins. Failure t appear at the scheduled meeting may cause referral f the matter t a future meeting date. Yu shuld als remain at the meeting until the Plan Cmmissin makes a recmmendatin n yur item. Yu are als required t attend the Cmmn Cuncil meeting n the third Mnday f the mnth, where final decisin will be made regarding yur request. Plan Cmmissin Review Prcess: 1. At the Plan Cmmissin meeting, which typically ccurs n the first Mnday f the mnth, yu will have an pprtunity t prvide infrmatin abut yur request. Additinally, a public hearing will take place at the Plan Cmmissin meeting, if applicable t yur request, after which, Staff will present their recmmendatin n the request. 2. After the presentatin f yur item, the Plan Cmmissin can apprve, reject, cnditinally apprve, r refer yur prpsal t a future meeting based in part n a review f the request against the applicable standards fund in the City rdinances. After the Plan Cmmissin recmmendatin, final apprval is determined by the Cmmn Cuncil. 3. The Cmmn Cuncil typically meets n the third Mnday f the mnth and will act n yur request as part f the Plan Cmmissin meeting minutes, r as a separate agenda item, if applicable. Applicatin Fees: Please cnsult the schedule belw fr the apprpriate fee fr yur request. Applicatins cntaining a cmbinatin f requests shall, after cmputatin f each categry, be charged the highest individual fee. Fractins f an acre are runded up t the next whle acre. Each fee that is based n an additinal lt r acre will include the first lt r acre as part f the base fee. Fr example, an annexatin request fr 1.1 acres will cst $ ($ additinal acre at $10.00).
