A highway includes any rad under the municipality s jurisdictin. The fllwing is an verview f the Rad Clsing Applicatin/Review Prcess: 1) At the utset, yu are encuraged t cnsult with Twnship staff regarding any prpsal t determine whether r nt planning and/r building apprvals are required. 2) All Rad Allwance Clsure & Purchase Request Applicatins are made t the Twnship s Develpment Services Department. The applicatin must be deemed by staff t be cmplete prir t it being received. 3) The applicatin will be circulated t all relevant agencies and/r departments. 4) After review by staff the applicatin will be heard at the next available Planning Advisry Cmmittee meeting. During the scheduled public meeting, the applicatin will be presented by staff t the Planning Advisry Cmmittee; a recmmendatin will als be prvided. 5) During the meeting the Cmmittee will make a reslutin t Cuncil t apprve/deny the applicatin based n facts presented in the planning reprt/presentatin; and based n input received and/r the applicant. The Cmmittee may als defer their decisin pending the receipt f additinal infrmatin. 6) If a reslutin f apprval r denial t Cuncil is made the applicatin will then g t the next available Cuncil Meeting where Cuncil will make the final determinatin 1

2 Wh will review the Rad Allwance Clsure & Purchase Request Applicatin? The Twnship s Planning Advisry Cmmittee is the authrity charged with the task f reviewing all rad allwance clsure and purchase request applicatins. The Cmmittee is cmprised f 5 members f Cuncil. Public meetings generally ccur n the secnd and furth Wednesday f each mnth. While the meetings are cmmnly held at the Twnship s municipal ffice, special circumstances may warrant the hlding f a public meeting at ne f the municipality s cmmunity centres. Applicants are advised t cnsult with Twnship staff prir t their scheduled meeting date t verify its time and lcatin. Hw will the public meeting be run? 1) All applicants and persns wanting t speak t an applicatin are asked t wait utside until the meeting begins. 2) The Chair f the Cmmittee will annunce each applicatin as it ccurs n the meeting agenda. 3) A staff member will prvide an verview f the applicatin as well as a recmmendatin. 4) The Chair will ask the applicant if he/she has anything t add t the review f their applicatin. Members f the public and relevant cmmenting agencies will then be prvided with an pprtunity t cmment. 5) Fllwing input frm the applicant and any ther persn/agency, the Chair will ask members f the Cmmittee if they have any questins fr staff r the applicant. 6) Once all cmments/questins are addressed, the Cmmittee will make a recmmendatin t apprve, deny r defer the applicatin. The recmmendatin if fr apprval r denial then ges t the next available Cuncil Meeting fr a decisin. A deferral decisin may allw an applicant t prvide the Cmmittee with additinal infrmatin/studies r revise their applicatin in a manner that wuld facilitate a future decisin. Hw Will Staff Review Yur Applicatin? Applicatin Fees The fee is $ fr the applicatin. All fees must be submitted with a cmplete applicatin in rder fr the applicatin t be accepted by the Twnship. The municipality s Fee Schedule sets ut the applicable cst f a rad clsure applicatin. These fees are nt refundable. Specialized Studies Please be advised that the Twnship may require that specialized studies be cmpleted. The need fr such studies may be determined frm the utset based n the lcatin f the rad allwance, r fllwing a site inspectin thrugh which staff may identify ptential hazards r cnditins requiring cnsideratin. Cnsultatin with staff is again encuraged. 2

3 5 KEY FACTORS that may facilitate the apprval f yur applicatin: 1) Meet with a Twnship Planner prir t the submissin f yur applicatin. Staff may be able t identify ptential issues and pprtunities which culd affect yur prpsal. In additin, staff may be able t present yu with ptins t make yur prpsal mre acceptable. 2) Ensure that the applicatin is cmplete and that the infrmatin prvided is accurate. Delays in the Twnship s review f an applicatin cmmnly stem frm a lack f detailed infrmatin. A detailed and accurate drawing can be extremely beneficial in the verall review f a particular prpsal. 3) Cntact the Twnship prir t the scheduled public meeting t btain a cpy f the staff reprt and t mre-fully understand the recmmendatin being prvided t the Cmmittee. 4) It is highly recmmended that yu attend the public meeting t answer questins frm the Cmmittee. 5) Cntact Twnship staff the day fllwing the meeting t determine hw t prceed. Frequently Asked Questins 1. Hw can I find ut if my applicatin will be apprved befre I submit the package and pay the fee? Staff are available t review the applicatin prir t its submissin. Staff will prvide as much guidance as pssible based n their knwledge f the Twnship s planning dcuments, the histry f Cmmittee decisins n similar applicatins, and the circumstances f the individual prpsal. Applicants shuld be advised that while staff have a gd understanding f the Twnship s regulatins and plicies and hw the Cmmittee has reviewed similar applicatins in the past, it is nt always pssible r advisable fr staff t be abslutely cnfident n hw successful an applicatin will be. Each applicatin must be reviewed with regard fr site-specific cnstraints and the general scpe f the prpsal. 2. When d I need t have my applicatin in t get n an agenda? Generally, 30 days prir t the meeting is sufficient t allw staff enugh time t fully-review the applicatin. Perids f peak develpment activity thrughut the summer mnths may cause an increase in the time required t review and schedule an applicatin fr a public meeting. 3. Hw is the applicatin fee determined? Cuncil sets the fee schedule each year. The fee is set based upn a calculatin f staff time, mileage t travel t the site, Cmmittee member stipends, file strage csts, and general administratin f the prcess. 4. D I need t have a prfessinal prepare and submit my applicatin? The nature r extent f the request may benefit frm the expertise f smene wh has an understanding f the planning prcess and the requirements f the applicable dcuments. 5. Will a staff planner visit my prperty prir t an applicatin being submitted? The Develpment Services Department strives t prvide such a service dependent upn ther wrklad pririties. Generally, staff are able t cmmunicate the intent and purpse f the Twnship s regulatry dcuments by reviewing a particular prpsal with the applicant and thrugh the use f the municipality s Gegraphic Infrmatin System (GIS). This preliminary review can save time and assciated csts fr bth the Twnship and the applicant. In all cases hwever, staff will visit the prperty nce an applicatin has been received by the Twnship. Applicants may be required t prvide access t the prperty shuld such a need arise (e.g. island lts). 3
